(सारणी 2) की जनवल सड़क खंड लंबाई के चार या अजधक लेन खंड के उपयोग के जलए सारणी 1 के स्ट्तम्भ (2) म ें जवजनर्िगष्ट आधार िर पर तथा 58.410 दक.मी. (जवद्यमान चेनेज) 111+737) (जवद्यमान चेनेज 111.863) 6 115+185.2 115+274.8 रेलवे ओवर जिि 0.08964 7 145+709.9 145+798.1 रेलवे ओवर जिि 0.08828 8 147+790 147+910 बड़ा पुल 0.120 (जवद्यमान चेनेज 147+640) (जवद्यमान चेनेज 147+760) 9 171+218 171+362 बड़ा पुल 0.144 (जवद्यमान चेनेज 170+957) (जवद्यमान चेनेज 171+101) कुल 0.9884 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 4. गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और िल्ु क प् लाजा से बीस दक.मी. की िरू ी के भीतर जनवास करने वाले व् यजि के जलए माजसक पास की िर वर् ग 2025-26 के जलए 340.00/-रूपए (तीन सौ चालीस रूपए मात्र) ह ैऔर उि जनयमों के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के अध् यधीन ह।ै 5. रािमाग ग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथातग ्ः सारणी-5 अनज्ञु ात एकतरफा यात्राओं की सिं ेय धनराजि अजधकतम सख्ं या जवजधमान्द्य ता की अवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक मास िुल्क की राजि का िो-जतहाई पचास 6. िुल्क प्लािा जस्ट्थत होने वाल े जिले में पंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िुल्क उस श्रणे ी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 7. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व्यजि, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10 के उप जनयम 1ए के अनुसार अनुप्रयोज्य िल्ु क के समतुल् य िुल् क का भुगतान करने के जलए उत् तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 8. वैध कायागत्मक फास्ट्टैग वाले वाहनों को रािमाग ग पर चलन े की अनुमजत होगी। जबना वैध कायागत्मक फास्ट्टैग वाल े वाहन, गरै -फास्ट्टैग वाहन, कम बैलेंस वाल े वाहन, ब्लैकजलस्ट्टेड फास्ट्टैग आदि स,े उस श्रणे ी के जलए िेय िल्ु क का िोगुना िुल्क जलया िाएगा। 9. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क इत् यादि उि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनरूु प होंगी। 10. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 11. उपयुगक् त ताजलका-1 म ें यथा-उजल्लजखत, आधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों से िल्ु क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उस े अंग्रेिी और क्षेत्रीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 12. इस पररयोिना की अनुमाजनत पूंिीगत लागत 1179.93 करोड़ रुपए ह।ै चूंदक भूजम अजधग्रहण, उपयोजगता स्ट्थानांतरण, पड़े ों को काटने, इत्यादि कामों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतगन के अध्यधीन ह ैऔर अंजतम पूंिीगत लागत की गणना सड़क पररवहन एवं रािमागग मंत्रालय के दिनांक 24.01.2013 के कायागलय ज्ञापन के अनुसार की िाएगी तथा उसे अलग स े अजधसूजचत दकया िाएगा।। प्राप् त प्रयोक्त ा िुल् क के माध् यम से वसलू की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकॉडग रखा िाएगा। [फा. स.ं बीआरडीआईवी-20024/9/2024-पीआईय ूपूर्णयग ा/ई-248356] चेतना नंि वसंह, संयिु सजचव[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 2nd December, 2025 S.O. 5569(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1664 (E) dated the 23rd May 2017 issued under Section 11 of the National Highway Authority of India Act 1988 (68 to 1988), the Central Government has entrusted the stretch from Km 0.000 to Km 180.000 (Maheshkhunt – Saharsa – Purnea section) of NH - 107 in the State of Bihar to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the base rate specified in column (2) of the Table-1 for net road section length of 8.370 Km [Table-2] for use of four or more lane section and at sixty percent (60%) of the base rate specified in column (2) of the Table-1 for net road length of 58.410 Km [Table-2] and for equivalent structure length (having length more than 60m) of 9.880 km (having length of 0.988 km [Table-4]) for use of two lane with paved shoulder section and at ninety percent (90%) of the base rate specified in column (2) of the Table-1 for two lane with paved shoulder bypasses having length of 15.292 km [Table-3] costing rupees ten crore or more and at one and one half time the base rate specified in column (2) of the Table-1 for four lane bypasses having length of 4.900 Km [Table-3] costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below, of Maheshkhunt – Saharsa – Purnea section from Km 90.000 to Km 177+960 of National Highway number 107 (new NH-231) in the State of Bihar and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of Vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340.00 (Rupees Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-5 Amount Payable Maximum number of Period of validity one-way journeys allowed One and one-half times of the fee for one Two Twenty-four hours from the time of payment way journey Two-third of amount of the fee payable Fifty One month from date of payment for fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. Vehicles with valid functional FAStag will be allowed on the highway. A fee equal to two times of the fee payable to that category will be levied from the vehicles who are not having valid functional FAStag, non- FAStag vehicles, low balance, Blacklisted FAStag etc. 9. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 10. The fee rates shall be displayed for information of the users in accordance with Rule 12 of the said rules. 11. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 12. The estimated capital cost of the project is Rupees 1179.93 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be calculated as per MoRT&H’s OM dated 24.01.2013 and notified separately.
