(चार से छह धुरी वाले) बड़े आकर वाले वाहन (सात या अजधक धुरी वाले ) 4.20 1. नीचे उद्ग्रहीत एव ं संग्रहीत िल्ु क, जनम्नजलजखत िल्ु क प्लािा (प् लािाओं) पर, ऐसे िल्ु क प्लािा (प् लािाओं) के जलए जवजनर्िगष्ट िरू ी हते ु िोध्य और संिेय होगा ; िुल्क प्लािा का अवस्ट्थान लम्बाई (दकलोमीटर में) जिसके जलए िुल्क संिेय है िर जिस पर िुल्क संिेय है (चैनेि) 55.295 दकमी ऊपर साररणी-1 में उजल्लजखत आधार िरों का 100% [4 लेन संरचनाओं की 0.270 दकमी लंबाई और 2 लेन बालीभार्ा टोल प्लािा संरचनाओं की 0.554 दकमी लंबाई को छोड़कर, िैसा दक पैरा दकमी 43.350 पर 2 में ििागया गया ह ैजिनकी लंबाई 60 मीटर से अजधक ह)ै ] 0.554 दकमी ऊपर साररणी-1 में उजल्लजखत आधार िरों का 60% 2. उपयुगि के अजतररि, जनम्नजलजखत संरचनाओं, जिनकी लम्बाई 60 मीटर से अजधक ह,ै के उपयोग के जलए ऐसी संरचनाओं की लम्बाई को समकरण गुणक 10 से गुणा करके रािमागग की समकक्ष लम्बाई में पररवर्तगत करते हुए, जनम्नजलजखत िुल्क प्ल ािा (प्ल ािाओं) पर जनम्नजलजखत िुल्क भी िोध्य और संिेय होगाः िुल्क प्लािा का सड़क की समकक्ष लम्बाई में पररवर्तगत सड़क की समकक्ष िर जिस पर िुल्क संिेय ह ै। अवस्ट्थान दकए िाने हते ु संरचनाओं की लम्बाई लम्बाई (दक.मी. में) (दक.मी. में) बालीभार्ा टोल प्लािा 0.2704^ 2.704 ऊपर साररणी-1 में उजल्लजखत दकमी 43.350 पर । आधार िरों का 100% 0.554^^ 5.54 ऊपर साररणी-1 में उजल्लजखत आधार िरों का 60% ^संरचनाओं (60 मीटर से अजधक की लम्बाई वाली) का ब्यौरा जनम्नजलजखत हःै क्रम संख्या संरचना का अवस्ट्थ ान जडिाइन दकमी संरचना का प्रकार कुल लम्बाई (दकमी) 1 दकमी 20.644 पर बड़ा पुल (चार लेन) 0.189 2 दकमी 71.565 पर फ्लाईओवर (चार लेन) 0.0814 कुल 0.27044 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ^^संरचनाओं (60 मीटर से अजधक की लम्बाई वाली) का ब्यौरा जनम्नजलजखत हःै क्रम संख्या संरचना का अवस्ट्थ ान जडिाइन दकमी संरचना का प्रकार कुल लम्बाई (दकमी) 1 दकमी 58.076 पर आरओबी (िो लेन) 0.480 2 दकमी 64.067 पर आरओबी (िो लेन) 0.074 कुल 0.554 3. जिस व्यजि का अपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत हुआ हो और वह िुल्क प्लािा से बीस दकलोमीटर तक की िरू ी में ही रहता/रहती हो, उसके जलए वर्ग 2023-24 के जलए माजसक पास की िर 330.00/- रूपए (तीन सौ तीस रूपए मात्र) होगी और राष्ट्रीय रािमागग िुल्क (िरों का अवधारण और संग्रहण) जनयम, 2008 के उपबंधों के अनुसार उसमें प्रत्येक वर्ग संिोधन दकया िायेगा । 4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागत्ः संिेय राजि अनुज्ञात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम संख्या एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना िो संिाय के समय से चैबीस घंटे पचास एकल यात्राओं के जलए संिेय िुल्क की राजि पचास संिाय की तारीख से एक मास का िो-जतहाई 5. जिस जिले में िुल्क प्लािा पड़ता ह ै उस जिले में पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह े वाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते के ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड अथवा वैकजल्पक सड़क उपलब्ध न हो । 6. दकसी यांजत्रक वाहन का चालक अथवा माजलक अथवा प्रभारी व्यजि, िो अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार से अजधक लिा ह,ै राष्ट्रीय रािमागग पर ओवरलोडेड वाहन को प्रवेि कराने के जलए िुल्क एकत्र करने वाली एिेंसी को जनम्नवत िुल्क का भुगतान करने के जलए उत्तरिायी होगा:- अजधकतम अनुमेय सकल वाहन भार से आधार िर का गुणक कारक िुल्क अजधक भार का प्रजतित (1) (2) (3) 0% से 20% िो [(जनयम 4 के उप-जनयम (2) के तहत यांजत्रक वाहन की ऐसी श्रेणी के जलए >20% से 40% चार लागू िुल्क) x (गुणक कारक)] >40% से 60% छह >60% से 80% आि >80% तथा अजधक िस 7. यांजत्रक वाहनों की श्रेणी, उनके जलए अनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क आदि सजहत सभी पररभार्ाएं जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुसार होंगी। 8. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरें प्रिर्िगत की िाएंगी। 9. ऊपर सारणी-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िानेवाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा पररयोिना रािमागों के खंडों की पूरी कर[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 ली गई लम्बाई के आधार पर की िायेगी और उसमें उि जनयमों के जनयम 5 के अनुसार वार्र्गक तौर पर संिोधन दकया िाएगा तथा उसे, तिनुसार, ररयायतग्राही के माध्यम से अंग्रेिी और स्ट्थानीय भार्ा के कम-से-कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा, परंतु ितग यह ह ैदक िुल् क में जपछली बार की गई वृजि की तारीख से 6 माह की अवजध के भीतर कोई संिोधन नहीं दकया िाएगा। [फा. सं. एनएचएआई/जवत्त/इनजवट/23-24/फीनोरटदफकेिन/ जचचरा-खड़गपुर/ई-235881] सुमन प्रसाि लसंह, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 20th March, 2024 S.O. 1503(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number SO No. 78 ( E) 04.02.1999 & S.O. No. 1054 dated 11.05.2012, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Calcutta to Kharagpur section from km 0.00 to km 136.00 and Kharagpur to Jharkhand / West Bengal Border section from km 136.00 to km 183.200 of National Highway Number – 6 in the State of West Bengal to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, in exercise of the powers conferred by Section 7 of the National Highway Act, 1956 (48 of 1956) read with Rule (3) of the National Highway Fee (Determination of Rates and Collection) Rules 2008, the Central Government by notification of the Government of India authorized Authority for levying and collecting fee on mechanical vehicles for the use of stretches as follows: Vide S.O. No. 2286 (E) dated 08.07.2020 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said Section of said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] period of said agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles at the rate specified in column (2) of the Table 1 for net road section length of 55.295 km and for equivalent structures length (having length more than 60m) of 2.704 Km (having length of 0.2704 Km) for use of four or more lane and at 60% of the base rate specified in column (2) of the Table 1 for the net road section length of 0.554 Km and for equivalent structures length (having length more than 60m) of 5.54 Km (having length of 0.554 Km) for use of two lane with paved shoulders on the type of vehicles specified in column (1) of the Table 1 below and authorises the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement. This fee notification shall be effective from the Appointed Date of the ToT project. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 330.00 (Rupees Three Hundred Thirty only) for the year 2023-24 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely; Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time of journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 8. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the Base Rate of Fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed portion of the length of the Project Highway. The same shall be got published by the Authority through the Concessionaire in at least one newspaper, each in English and vernacular language and thereafter revised annually in accordance with the rule 5 of the said rules provided that no revision shall be affected within a period of 6 (six) months from the date of the preceding revision of Fee.
