दकलोमीटर अजधक लेन के जिले म ें डोंडपुर गांव के 244A 0.687 57+568 (िम्मू जलए ऊपर पास एनएच-244ए के (पिानकोट-िम्मू श्रीनगर खंड का सारणी-1 मे (एनएच-44 दकलोमीटर/चेनेि खंड का जवद्यमान जवद्यमान उजल्लजखत का बाईपास) 21+450 पर दकलोमीटर 86) दकलोमीटर आधार िरों 15+068) का 150%[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. उपयिुग के अजतररि, जनम्नजलजखत बुजनयािी ढांचों, जिनकी लम्बाई 60 मीटर स े अजधक ह,ै के उपयोग के जलए ऐसी बुजनयािी ढांचों की लम्बाई को समकरण गुणक 10 से गणु ा करके रािमागग की समकक्ष लम्बाई में पररवर्तगत करते हुए, जनम्नजलजखत िुल्क प्लािा (प्लािाओं) पर, जनम्नजलजखत िुल्क भी िेय और भगु तान योग् य होगाः सारणी – 4 िल्ु क प्लािा का स्ट्थान सड़क की समकक्ष लबं ाई म ें सड़क की समकक्ष िर जिस पर िल्ु क भगु तान योग्य ह ै (चनै िे ) पररवर्ततग दकए िान े हते ु लम्बाई सरं चनाओं की लबं ाई (दकलोमीटर म)ें (दकलोमीटर म)ें केंर िाजसत प्रििे िम्मू 4.347 43.47 चार या अजधक लेन के जलए ऊपर और कश्मीर के िम्मू जिले सारणी -1 मे उजल्लजखत आधार िरों में डोंडपुर गांव के पास का 100% एनएच-244ए के दकलोमीटर/चेनेि पेव्ड िोल्डर सजहत िो लने के जलए 21+450 पर 0.084 0.84 ऊपर सारणी-1 म े उजल्लजखत आधार िरों का 60% ब् योरा इस प्रकार ह:ै चने िे सरं चना का प्रकार लबं ाई (दकलोमीटर म)ें दकलोमीटर स े दकलोमीटर तक 1 0.9415 1.0465 एमिेबी 0.105 2 4.268 4.418 एमिेबी 0.15 3 17.923 18.073 एमिेबी 0.15 4 20.252 20.702 एमिेबी 0.45 5 26.054 26.714 एमिेबी 0.66 6 29.458 29.578 एमिेबी 0.12 7 40.732 40.812 फ्लाई ओवर 0.08 8 45.178 45.268 एमिेबी 0.09 50.713 9 51.483 सुरंग (टी-1) 0.770 10 51.483 51.700 कट और कवर सुरंग 0.217 11 53.535 53.810 कट और कवर सुरंग 0.275 12 53.810 54.500 सुरंग (T-2) 0.690 13 54.500 54.700 कट और कवर सुरंग 0.200 14 55.755 56.145 वायडक्ट 0.39 कुल 4.347 15 57.163 57.247 फ्लाई ओवर (2 लने ) 0.084 कुल योग 4.4314 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 4. जिस व्यजि का अपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत हुआ हो और वह िुल्क प्लािा से बीस दकलोमीटर तक की िरू ी में ही रहता/रहती हो, उसके जलए वर्ग 2024-25 के जलए माजसक पास की िर 340.00/-रूपए (तीन सौ चालीस रूपए मात्र) होगी और उि जनयमों के उपबधं ों के अनुसार उसमें प्रत्येक वर् ग संिोधन दकया िायगे ा। 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी-5 िेय राजि अनुमत् य एकतराा यात्राओं वैद्यता अवजध की अजधकतम संख्या एकतराा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क पचास भुगतान की तारीख से एक मास की राजि का िो-जतहाई 6. जिस जिले में िल्ु क प्लािा जस्ट्थत ह ै उसमें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के जलए वाहन के जलए जनधागररत िल्ु क का 50% होगा बित े के ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड अथवा वैकजल्पक सड़क उपलब्ध न हो। 7. िो यांजत्रक वाहन अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार की अपेक्षा अजधक भार से लिा हुआ होगा उसके चालक अथवा माजलक अथवा प्रभारी व्यजि को ऐस े अजधक भार से लिे हुए वाहन को राष्ट्रीय रािमाग ग में प्रवेि करान े के जलए िल्ु क संग्रहण एिेंसी को राष्‍टर ीय रािमागग िल्ु क जनयमावली के जनयम 10 के उप जनयम 1ए में उजल्ल जखत िल्ु क के बराबर िल्ु क का भुगतान करना होगा और उस े रािमाग ग खण्ड का उपयोग करन े की तब तक अनुमजत नहीं होगी िब तक दक ऐसे यांजत्रक वाहन से अजधक भार को हटा न दिया िाए। 8. यांजत्रक वाहनों की श्रेणी, उनके जलए अनज्ञु ेय भार, छूट-प्राप्त वाहनों की श्रणे ी, सर्वगस सडक, वैकजल्पक सड़क आदि सजहत सभी पररभार्ाएं जनयमों में उजल्लजखत पररभार्ाओं के अनुसार होंगी। 9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 10. ऊपर सारणी-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िान े वाल े वास्ट्तजवक िल्ु क और कटौजतयों की गणना भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण द्वारा खडं ों की परू ी कर ली गई लम्बाई के आधार पर की िायेगी और उसमें उि जनयमों के जनयम 5 के अनुसार वार्र्गक तौर पर संिोधन दकया िाएगा तथा उसे, तिनुसार, अंग्रेिी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 1861.36 करोड़ रुपए ह।ै पूंिी लागत म ें पररवतगन हो सकता ह ै क्य ोंदक भूजम अिगन, िन-उपयोजगता सेवाओं का स्ट् थान बिलन,े पेड़ों की कटाई आदि िैसे दियाकलाप अभी पूरे दकए िान े िेर् ह।ैं प्राजधकरण द्वारा प्रयोगकतागओं स े वसूल दकए गए िुल्क के िररए पूंिीगत लागत की वसूली का ररकाड ग रखा िाएगा। [फा. स.ं - एनएचएआई/पीआईय-ू िम्मू/िेआरआर-टोलनोरटदाकेिन/01/ई-237024] सुमन प्रसाि वसंह, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 7th August, 2024 S.O. 3208(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 5100 (E) dated 30 November, 2023 issued under section 11, the Central Government has entrusted the highway starting from its junction with NH-44 near Jammu and terminating at its junction with NH-44[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (Nagrota Bypass) of National Highway No. 244A in the UT of Jammu & Kashmir (Jammu Ring Road) to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the central Government hereby levies the fee on Mechanical vehicles at the rate specified in column (2) of the Table 1 for equivalent structure length (having length more than 60m) of 43.470 Kilometre (having length of 4.347 Kilometre) for use of four lane and at sixty per cent of the base rate for use of two lane with paved shoulder net road section length of 0.166 Kilometre and for equivalent structure length (having length more than 60m) of 0.84 Kilometre (having length of 0.084 Kilometre(2 lane)) and at one and one half time the base rate for four lane bypass having length of 52.853 Kilometre costing rupees ten crore or more on the type of vehicles specified in column (1) of the table 1 below of Jammu Ring Road (NH 244A) from design Kilometre - Fee for commercial vehicle (excluding vehicles plying under National Permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collection agency, equal to the fee specified in sub-rule 1A of the said rules, and shall not be entitled for make use of the highway section unless the excess load has been removed from such mechanical vehicles. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc shall be as per definitions specified in the said rules. 9. The rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per Kilometre for the base year 2007-08 as mentioned in Table-1, above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1861.36 Crore. The Capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
