(चार लने सरं चना की लंबाई 1.9315 दक.मी.) की समकक्ष संरचना लंबाई (जिसकी लंबाई 60 मीटर स े अजधक ह)ै के जलए सारणी 1 के स्ट्तम्भ (2) म ें जवजनर्िगष्ट िरों का 100% (जिस े इसके पश् चात् ‘‘आधार िर‘‘ कहा गया ह)ै पर और िो लेन की 0.510 दक.मी. की सड़क लंबाई के जलए और 5.10 दकमी(िो लेन सरं चना की लंबाई 0.510 दक.मी.) समकक्ष संरचना लंबाई (जिसकी लंबाई 60 मीटर स ेअजधक ह)ै हते ु िो लेन संरचना के उपयोग के जलए नीच े ताजलका 1 के कॉलम (1) म ें जनर्िष्टग वाहनों के प्रकार पर स्ट्तम्भ (2) म ें जवजनर्िगष्ट आधार िर के 60% पर और बाईपासों जिनकी कुल लंबाई 11.240 दक.मी. ह ै तथा जिनकी लागत 10 करोड़ रुपय े या उससे अजधक ह,ै के जलए आधार िर का डेढ़ गुना पर (इसके बाि इस े "आधार िर" कहा िाएगा), नीचे सारणी 1 के स्ट्तम्भ (1) म ें जवजनर्िगष्ट प्रकार के वाहनों पर िुल्क उद्ग्रहीत दकया िाएगा और उि कंसेसनायर को कायागरंभ करन े की तारीख को तथा उस तारीख स े अथवा इस अजधसूचना के रािपत्र म ें प्रकािन पर, िो भी बाि म ें हो, करार म ें जवजनर्िगष्ट समापन की तारीख तक िुल्क संग्रहीत तथा प्रजतधाररत करन े हते ु प्राजधकृत करती ह।ै यह िुल् क अजधसूचना टीओटी पररयोिना पर कायागरंभ करन े की तारीख स े प्रभावी होगी:- सारणी 1 वाहन का प्रकार आधार वर्ग 2007-08 के जलए प्रजत दकमी* चार या अजधक लेन के एनएच खंड के जलए िुल्क की आधार िर (रुपय ेम)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के माल वाहक वाहन अथवा जमनी बस 1.05 बस या रक (िो धुरी वाले) 2.20 तीन धरु ी वाल े वाजणजज्यक वाहन 2.40 भारी संजनमागण मिीनरी (एच.सी.एम॰) या अथ ग मूलवंग उपस्ट् कर 3.45 (ई.एम.ई) या बहुधरु ीय वाहन (एम.ए.वी.) (जवद्यमान दकमी ) संरचना का प्रकार कुल लंबाई (दकमी) से तक 1 881.235 881.655 फ्लाईओवर 0.420 886+240 887+087 बड़ा पुल(एलएचएस)–847 मी 2 0.8885* 886+200 887+130 बड़ा पुल (आरएचएस) – 930 मी 3 1374.839 1374.961 आरओबी 0.122 4 1414.930 1415.430 बड़ा पुल 0.501 कुल लंबाई 1.9315 *औसत लंबाई 2 लेन संरचनाओं (60 मीटर स े अजधक की लंबाई) का जववरण इस प्रकार ह:ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 क्रम स. ं (जवद्यमान दकमी) संरचना का प्रकार कुल लंबाई (दकमी) स े तक 0.510 1 890.186 890.696 फ्लाईओवर 0.510 कुल लंबाई 4. जिस व्यजि का अपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत हुआ हो और वह िुल्क प्लािा स े बीस दकलोमीटर तक की िरू ी में ही रहता/रहती हो, उसके जलए वर्ग 2023-24 के जलए माजसक पास की िर 330.00/-रूपए (तीन सौ तीस रूपए मात्र) होगी और राष्ट्रीय रािमागग िुल्क (िरों का अवधारण एव ं संग्रहण) जनयम, 2008 के प्रावधानों के अनसु ार उसमें प्रत्येक वर्ग संिोधन दकया िायगे ा। 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् संिेय राजि अनुज्ञात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम संख्या एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय स े चौबीस घंटे गुना पचास एकल यात्राओं के जलए संिेय िुल्क पचास भुगतान की दिनांक स े एक माह की राजि का िो-जतहाई 6. जिस जिले म ें िुल्क प्लािा जस्ट्थत ह,ै उसम ें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बित े दक ऐस े वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस सड़क अथवा वैकजल्पक सड़क उपलब्ध न हो। 7. एक यांजत्रक वाहन िो जनयमों के तहत अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार की अपक्षे ा अजधक भार स े लिा हुआ होगा, उसे प्लािा पार करने के जलए राष्ट्रीय रािमागग का उपयोग करन े की अनुमजत नहीं िी िाएगी िब तक दक ऐस े यांजत्रक वाहन स े अजतररि भार हटा नहीं दिया िाता ह।ै दकसी यांजत्रक वाहन का चालक अथवा माजलक अथवा प्रभारी व्यजि, िो अपनी श्रेणी के जलए जनधागररत अनज्ञु ेय भार से अजधक लिा ह,ै राष्ट्रीय रािमागग पर ओवरलोडडे वाहन को प्रविे कराने के जलए जनयम 10 के उप जनयम 1ए के बराबर िल्ु क एकत्र करन े वाली एिेंसी को िल्ु क का भुगतान करन े के जलए उत्तरिायी होगा। अजधकतम अनुमेय सकल वाहन भार स े आधार िर का गुणक कारक िुल्क अजधक भार का प्रजतित (1) (2) (3) 0% to 20% िो [(जनयम 4 के उप-जनयम (2) के तहत यांजत्रक >20% to 40% चार वाहन की ऐसी श्रेणी के जलए लागू िल्ु क) x >40% to 60% छह (गणु क कारक)] >60% to 80% आि >80% तथा अजधक िस 8. उि जनयमों के जनयम 12 के अनुसार, प्रयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. ऊपर ताजलका-1 म ें यथा-उजल्लजखत, आधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, यांजत्रक वाहनों स े जलए िान े वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा की िायगे ी। उस े6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] प्राजधकरण द्वारा कंसेसनायर के माध् यम स े अंग्रेिी और स्ट्थानीय भार्ा के कम-से-कम एक समाचार पत्र म ें प्रकाजित करवाया िाएगा और तत्प श् चात ररयायत करार के प्रावधान एव ं उक्त जनयमों के जनयम 5 के अनुसार उसम ें वार्र्गक तौर पर संिोधन दकया िाएगा और प्रकाजित दकया िाएगा, बित े दक िुल्क के पूवगवती संिोधन की तारीख स े 6(छह) महीने की अवजध के भीतर कोई संिोधन प्रभावी नहीं होगा। [फा. स.ं एनएचएआई/जवत्त/इनजवट/23-24/फीनोरटदफकेिन/रीवा-कटनी-िबलपुर-लखनािौन खंड / बोहररपार टोलप्लािा/ई-236094] सुमन प्रसाि लसंह, संयिु सजचव, MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2024 S.O. 1571E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 910(E) dated 21st April 2010 issued under Section 11 of the National India Act, 1988 (168 of 1988), the Central Government has entrusted the stretch from Km. 377.600 Km to Km 544.000 of Katni-Jabalpur- Lakhnadon section in the State of Madhya Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”). And whereas, in exercise of the powers conferred by Section 7 of the National Highway Act, 1956 (48 of 1956) read with Rule (3) of the National Highway Fee (Determination of Rates and Collection) Rules 2008, the Central Government by notification of the Government of India authorized Authority for levying and collecting fee on mechanical vehicles for the use of stretches as follows: Vide S.O. No. 4456 (E) dated 13.12.2019 for the Jabalpur – Lakhnadon section from design chainage km 465.600 to km 546.600 (existing chainage km 465.600 to km 546.420 km) of National Highway Number -7 (new NH-30 & 34) in the State of Madhya Pradesh. No. 4456 (E) dated 13.12.2019 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said Section of said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles at 100 % of the rates specified in column (2) of Table 1 (hereinafter referred as to as “Base Rate”) for road section length of 68.0552 km of four or more lane & for equivalent structure length (having length more than 60m) of 19.315 km. (having length of four lane structure 1.9315 km.) and at 60% of the base rate specified in column (2) for road section length of 0.510 km of two lane & for equivalent structure length (having length more than 60m) of 5.10 kms (having length of two lane structure 0.510 kms) on the type of vehicles specified in column (1) of the Table 1 below for the use of two lane structure and at one and half times of the base rate for bypasses having and aggregate length of 11.240 km costing each bypass Rs.10 Crore or more for the use of the 4 lane or more section (herein after called as the “Base Rate”), on the Type of Vehicles specified in column (1) of the Table 1 below and authorises the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement. This fee notification shall be effective from the Appointed Date of the ToT project. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 330.00 (Rupees Three Hundred Thirty only) for the year 2023-24 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 5. For multiple journey on the highway section, passes shall be issued at the following rates, namely: - Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time of journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the national highway for crossing the fee plaza until the excess load has been removed from such vehicle. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the Authority in at least one newspaper in English and vernacular language through the Concessionaire and thereafter revised annually in accordance with the rule 5 of the said rules and provisions of the Concession Agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of Fee.
