वि ग 2023-24 के जलए माजसक पास की दर 330.00/-रूपए (तीन सौ तीस रूपए मात्र) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्येक वि ग संिोधन दकया जायेगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 4. राजमाग ग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः् सारणी-4 ऄनमु त्य एकतरफा यात्राओं की ऄजधकतम सख्ं या देय राजि वैद्यता ऄवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ दो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक मास िुल्क की राजि का दो-जतहाइ पचास 5. जजस जजल े म ें िल्ु क प्लाजा पड़ता ह ै ईस जजल े म ें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क ईस श्रेणी के वाहन के जलए जवजनर्ददष्ट िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्भवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 6. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार स े लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िल्ु क संग्रहण एजेंसी को जनयम 10 के ईप जनयम 1 ए में जवजनर्ददष्ट के ऄनुसार िुल्क का भुगतान करना होगा और ईस े राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा नहीं ददया जाए। 7. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्भवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभािाएं ईि जनयमों में जवजनर्ददष्ट पररभािाओं के ऄनुसार होंगी । 8. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िल्ु क की दरों को प्रदर्भित दकया जाएगा । 9. उपर सारणी-1 में यथा-ईजल्लजखत, अधार विग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जाने वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ पररयोजना राजमागों की लम्बाइ के अधार पर की जायेगी तथा ईस े ररयायतग्राही के माध्यम से प्राजधकरण द्वारा ऄग्रं ेजी और स्ट्थानीय भािा के कम-स-े कम एक-एक समाचार पत्र म ें प्रकाजित दकया जाएगा और तदनुसार ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्भिक तौर पर संिोधन दकया जाएगा, परंतु ितग यह ह ै दक िुल् क में जपछली बार की गइ वृजि की तारीख से 6 (छह) माह की ऄवजध के भीतर कोइ संिोधन नहीं दकया जाएगा । 10. पररयोजना की ऄनुमाजनत पूंजीगत लागत 5378.76 करोड़ रुपए ह।ै [पूंजी लागत में पररवतगन हो सकता ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवाओं का स्ट्थ ान बदलन,े पेड़ों की कटाइ अदद जैसे दक्रयाकलाप ऄभी परू े दकए जान े ह।ैं ऄंजतम पूंजीगत लागत ऄलग से ऄजधसूजचत की जाएगी]। प्राजधकरण द्वारा वसलू दकए गए प्रयोिा िुल्क के जररए पूंजीगत लागत की वसूली का ररकॉडग रखा जाएगा और पूंजीगत लागत की वसूली हो जान े के बाद लगाए जान े वाल े िुल्क की दरों को घटाकर 40% कर of Road Transport and Highways number S.O. 78 (E) dated the 04th February, 1999 issued under Section 11 of the National highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Kilometer 93.000 to kilometer 479.000 (Haryana/Uttar Pradesh Border to Kanpur Section) and from Km.0.000 to Km. 334.000 (old Chainage, Kanpur to Varanasi Section) of National Highways No. 2 in the State of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the "Authority"): And whereas, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956) read with National Highways Fee (Determination of Rates and Collection) Rules, 2008, the Central Government by notification of the Government of India authorised Authority to collect, either through its officials or through a contractor the said fee from the mechanical vehicles for the use of stretches as follows: i. Vide S.O. No. 3443(E), dated 14th November, 2013 for the stretch from Km. 483.687 to Km. 564.897 (new chainage) on NH-2 (Chakeri to Usraina Section) in the State of Uttar Pradesh. ii. Vide S.O. No. 95(E), dated 11th January, 2017 for the stretch from Km. 94.145 to Km. 158.000 (Rampur-Thariwan-Kokhraj) on NH-2 in the State of Uttar Pradesh. And whereas, pursuant to the provision of the section 14 of National Highways Authority of India Act, 1988 (68 of 1988) by notification of the Government of India, the Authority has entered into an Agreement on 25.04.2018 (herein after referred to as said agreement") with M/s PNC Triveni Sangam Highways Private Limited having its registered office PNC Infratech Limited, Agra, Uttar Pradesh, (herein after referred to as the "Concessionaire"), the successful bidder for bids submitted on 01/08/2017 for the development of Chakeri-Allahabad section from Km 483.687 (Design Chainage 483.687) to Km 628.753 (Design Chainage 629.170) on Hybrid Annuity Mode under Bharatmala Pariyojana of National Highway No. 2 in the State of Uttar Pradesh (hereinafter referred to as the said section") for Widening from 4 lane to 6 lane with paved shoulder standards and operation and maintenance of the said section. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “rules”), and in suppression of the notification number S.O. No. 3443(E), dated 14th November,2013 and S.O. No. 95(E), dated 11th January,2017 and upon completion of six laning of the said section, the Central Government hereby levies the fee on mechanical vehicles at the 100% of rate specified in column (2) of the Table 1 for net road section length of 145.048 km and for equivalent structure length (having length more than 60m) of 4.350 km (having structure length 0.435 km) on the type of vehicles specified in column (1) of the Table 1 below for the use of four or more lane of Chakeri-Allahabad section from Km 483.687 (Design Chainage 483.687) to Km 628.753 (Design Chainage 629.170) of National Highway No. 2 in the State of Uttar Pradesh and authorises the Authority to collect, either through its officials or through a contractor the said fee, namely: Table 1 Type of Vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Minibus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.206 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs. 330.000 (Rupees Three Hundred and Thirty only) for the year 2023-24 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- Table 4 Maximum number of one-way journeys Amount Payable Period of validity allowed One and half times of the Two Twenty-four hours from fee for one-way journey the time of payment Two-third of amount of the fee One month from date of payment payable for fifty single Fifty journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the Authority in at least one newspaper in English and vernacular language through the Concessionaire and thereafter revised annually in accordance with the rule 5 of the said rules and provisions of the Concession Agreement and will be published; provided, however that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee. 10. The estimated capital cost of the project is Rupees. 5378.76 Cr.
