L.-33004/99 सी.जी.-डी.एल.-अ.-06122024-259202 CG-DxLx-xEG-I0D6H1x2x2x0 24-259202 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4853] नई दिल्ली, बृहस्ट्पजतवार, दिसम्ब र 5, 2024/अग्रहायण 14, 1946 No. 4853] NEW DELHI,THURSDAY, DECEMBER 5, 2024/AGRAHAYANA 14, 1946 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 4 दिसम् बर, 2024 का.आ. 5246(अ).— िबदक, केन्‍द र सरकार ने राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का.आ. 1053(अ), दिनांदकत 05 माचग, 2024 के द्वारा महाराष्‍टर म ें जस्ट्ि त राष्ट्रीय रािमाग ग सं.-548ई को महाराष्‍टर राज्य सरकार को सुपुिग कर दिया ह;ै अत: अब, राष्‍टर ीय रािमागग फीस (िरों का जनधारग ण और सग्रं हण) जनयम, 2008 (िो इसके आगे उक्त ‘जनयम’ के रूप म ें उजल्ल जखत ह)ै के जनयम 3 के साि परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िजक्त यों का प्रयोग करते हुए, केन्‍द र सरकार, एतिद्वारा महाराष्‍टर में रारा-548ई के म्ह ासवाड़ – जपजलव - पंढरपुर खंड के जडिाइन दकमी 0.00 से दकमी 53.08 (मौिूिा दकमी 88.200 से दकमी 234.600) तक के 0.700 दकमी (ताजलका-2) की चार लेन की जनवल सड़क खंड लंबाई के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्‍ट ट आधार िर पर और पेव्ड िोल्डर सजहत िो लेन के खंड के उपयोग के जलए 52.135 दकमी (ताजलका-2) की जनवल सड़क खंड लंबाई और 2.45 दकमी (0.245 दकमी की कुल लंबाई वाली (ताजलका-3) की समतुल्य कुल संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) के ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्‍ट ट आधार िर के 60% िर पर नीचे िी गई ताजलका 1 के कॉलम (1) म ें जवजनर्िगष्‍ट ट वाहनों के प्रकार पर फीस उिगृहीत करती ह ैतिा भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अिवा दकसी िेकेिार के माध् यम से उक्त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अिागत:् - 7892 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-। वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अिग मूववंग उपस्ट् कर (ईएमई) या बहु 3.45 धुरीय वाहन (एमएवी) (चार स ेछ: धुरी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अंतगगत उिगृहीत और संगृहीत फीस ऐसे पिकर प् लािाओं के अतं गतग जवजनर्िगष्‍ट ट िरू ी हते ु जनम्न जलजखत पिकर प् लािाओं में िेय और सिं ेय होगी:- ताजलका-2 पिकर प्ल ािा की अवजस्ट्ि जत लबं ाई (दकमी म)ें जिसके जलए फीस सिं ेय िर, जिस पर फीस सिं ेय ह ै (चनै िे ) ह ै महाराष्‍टर राज्य के सतारा जिल े 0.700 चार अिवा अजधक लने के जलए में तांिलु वाड़ी गांव(ओं) के [संरचना की लंबाई (>60 मीटर) को ऊपर ताजलका-1 म ें उजल्ल जखत जनकट/बीच में रारा-548ई के आधार िरों का 100% छोड़कर लंबाई को छोड़कर] दकमी/चै. 28.500 पर 52.135 पेव्ड िोल्डर सजहत िो लेन के [संरचना की लंबाई (>60 मीटर) को जलए ऊपर ताजलका-1 में उजल् लजखत आधार िरों का छोड़कर लंबाई को छोड़कर] 60% 2. उपयुगक् त के अजतररक्त, जनम्नजलजखत टोल प् लािा (प् लािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के के जलए 10 के समतुल् य गणु क द्वारा ऐसी अवसंरचनाओं की लबं ाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िये और संिेय होगी:- ताजलका-3 पिकर प्ल ािा की अवजस्ट्ि जत समतल्ु य सड़क लबं ाई म ें समतल्ु य सड़क िर, जिस पर फीस सिं ेय ह ै (चनै िे ) पररवर्ततग दकए िान े के लबं ाई (दकमी म)ें जलए अवसरं चना^ की लबं ाई (दकमी म)ें महाराष्‍टर राज्य के सतारा जिल े में पेव्ड िोल्डर सजहत िो लने तांिलु वाड़ी गांव(ओं) के के जलए ऊपर ताजलका-1 म ें 0.245^ 2.450 जनकट/बीच में रारा-548ई के उजल् लजखत आधार िरों का दकमी/चै. 28.500 पर 6 0 %[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ^ब् यौरे जनम्न ानुसार ह:ैं - जडिाइन चैनेि संरचना का प्रकार लंबाई (दकमी म)ें दकमी से दकमी तक 5.933 6.013 बड़ा पुल 0.080 44.4275 44.5925 बड़ा पुल 0.165 िोड़ 0.245 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पिकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करन े वाले व् यजक्त के जलए माजसक पास की िर वर्ग 2024-25 के जलए 340 रु. (तीन सौ चालीस रुपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएंग,े अिागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का िो भुगतान के समय से चौबीस घंटे डेढ़ गुना पचास एकल यात्राओं के जलए पचास भुगतान की तारीख से एक महीना भुगतान-योग् य फीस की राजि का िो-जतहाई 5. फीस प् लािा जस्ट् ित होने वाले जिले म ें पंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब् ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजक्त, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजित जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल्य फीस का भगु तान करने के जलए उत्तरिायी होगा और वह रािमागग खंड का प्रयोग करने के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयोक्त ाओं के सूचनािग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक् त ताजलका-1 में यिा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा खडं की पूरी हो गई लंबाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तिा तिनुसार उसे अग्रं ेिी और क्षत्रे ीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्राक्क जलत पूंिीगत लागत 372.27 करोड़ रु. ह।ै चूंदक, भूजम अजधग्रहण, सावगिजनक िन4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] सुजवधाओं के स्ट् िानांतरण, पड़े ों को काटन,े इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम स े वसूल की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा ररकाड गरखा िाएगा। [फा. सं. एनएच-12014/90/2016/महा.-पी(6)/टोल/ई-241342] कमलेि चतुवेिी ,संयुक् त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 4th December, 2024 S.O. 5246(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1053(E) dated 5th March, 2024 issued under Section 5 of National Highways Act, 1956, the Central Government has entrusted the National Highway No. 548E situated within the State of Maharashtra to State Government of Maharashtra. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 below for four lane net road section length of 0.700 Km (Table-2) and at sixty per cent of rate specified in column (2) of the Table 1 below for two lane with paved shoulder net road section length of 52.135 km (Table-2) and equivalent structure length (having length more than 60 m) of 2.45 Km (having length of 0.245 Km) (Table-3) on the type of vehicles specified in column (1) of the Table 1 below of Mhaswad-Piliv-Pandharpur section from design kilometer 0.00 to kilometer 53.08 (existing km 88.200 to km 234.600) of National Highway number 548E in the State of Maharashtra and authorises the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, as under:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment 3.45 (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 340.00 (Three Hundred and Forty Rupees only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of Period of validity one way journeys allowed One and one-half times of the fee for Two Twenty four hours from the time of one way journey payment Two-third of amount of the fee Fifty One month from date of payment payable for fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 106 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rs. 372.27 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
