यांजत्रक वाहनों पर लगाए िाने वाल े प्रयोक्ता िुल्क िर का जनधागरण करते समय राष्ट्रीय रािमागग िल्ु क जनयमों के जनयम 4(5) और जनयम 4(6) का अनुपालन सुजनजश्चत करेगा, िैसा दक ताजलका-1 में जवजनर्िगष्ट ह ै 5. ऐसे व्यजक्त के जलए माजसक पास की िर िो गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन का स्ट्वामी है तर्था िुल्क प्लािा स े बीस दकलोमीटर की िरू ी के भीतर रहता ह,ै वर् ग 2024-25 के जलए 340.00 रुपय े (तीन सौ चालीस रुपये मात्र) ह,ै िो राष्ट्रीय रािमागग िल्ु क (िरों का जनधागरण एवं संग्रहण) जनयम, 2008 के प्रावधानों के अनुसार प्रत्येक वर् ग के संिोधन के अधीन ह।ै 6. रािमाग गखंड पर एक से अजधक यात्राओं के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अर्थागत: सारणी – 5 अनज्ञु ात एकतरफा यात्राओं की सिं ेय धनराजि वधै ता की अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क पचास भुगतान की तारीख से एक मास की राजि का िो – जतहाई 7. िुल्क प्लाज़ा जस्ट्र्थत होन े वाले जिले म ें पंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हों। 8. दकसी यांजत्रक वाहन पर जनयमों के अंतगतग उसकी श्रेणी के जलए जनर्िगष्ट अनुज्ञेय भार से अजधक भार लिा हुआ ह,ै तो उसे प्लािा पार करन े के जलए राष्ट्रीय रािमाग ग का उपयोग करने की अनुमजत तब तक नहीं िी िाएगी िब तक दक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व्यजक्त, उक्त जनयमों में लागू प्रावधान के अनुसार िल्ु क संग्रहण एिेंसी को राष्ट्रीय रािमागग पर अजतभाररत वाहन के प्रवेि के जलए िल्ु क का भुगतान करने के जलए उत्तरिायी होगा, अर्थातग -् : अजधकतम अनज्ञु ये सकल वाहन भार स े आधार िर म ेंगणु न कारक िल्ु क अजधक भार का प्रजतित (1) (2) (3) 0% से 20% िो [(जनयम 4 के उपजनयम (2) के अंतगतग यांजत्रक[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 >20% से 40% चार वाहन की ऐसी श्रेणी के जलए लागू िल्ु क) x >40% से 60% छह (गणु क कारक)] >60% से 80% आि >80% और उससे अजधक िस 9. यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट प्राि वाहनों की श्रणे ी, सर्वगस रोड, वैकजल्पक सड़क इत्यादि समेत सभी पररभार्ाएं, जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी। 10. उक्त जनयमों के जनयम 12 के अनुसार उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 11. आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, िैसा दक उपयुगक्त सारणी-1 म ें उल्लेख दकया गया ह,ै यांजत्रक वाहनों से ली िाने वाली िल्ु क की वास्ट्तजवक राजि और छूट की गणना प्राजधकरण द्वारा की िाएगी। प्राजधकरण द्वारा इस े कंसेसनेयर के माध्यम से अंग्रेिी और स्ट्र्थानीय भार्ा म ें कम से कम एक समाचार पत्र म ें प्रकाजित करवाया िाएगा और उसके बाि उक्त जनयम के जनयम 5 और ररयायत करार के प्रावधानों के अनुसार वार्र्गक रूप से संिोजधत दकया िाएगा और प्रकाजित दकया िाएगा; बित े दक ऐसा संिोधन िुल्क के पूववग ती संिोधन की तारीख से 6 (छह) महीन े की अवजध तक प्रभावी नहीं होगा। [फा. सं. by notification of the Government of India in the Ministry of Road Transport and Highways number SO No. 3492 (E) 31.10.2017 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Anakapalli-Pendurthi- Anandapuram section (48.18 km) of NH-16 in the State of Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an Agreement (hereinafter referred to as said agreement) with NHIT Southern Projects Private Limited ("NSPPL"), and having its registered office at 325, 3rd Floor, D21 Corporate Park, Sector 21. Dwarka, Dhulsiras, New Delhi, South West Delhi-110077. (hereinafter referred to as “Concessionaire”) on 12.03.2025 for the Tolling, Operation, Maintenance and Transfer of Six lane Anandapuram- Pendurthi- Ankapalli from Design Km 682.980 to Design Km 731.585 of NH-16 in the state of Andhra Pradesh), (hereinafter referred to as the said section). Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”) and in supersession of the Notification Number S.O. The Authority shall ensure compliance with Rule 4(5) and Rule 4(6) of the NH Fee Rules while determining the user fee rate to be levied on mechanical vehicles, as specified in Table-1. 5. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2024-25 which is subject to revision every year as per the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008. 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 8. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The driver or owner or a person in-charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency as per the applicable provision in the said rules, namely: - Table -6 Percentage of excess load Multiplying Factor to over Maximum Permissible Gross Fees the base rate Vehicular Weight (1) (2) (3) 0% to 20% Two >20% to 40% Four [(Fees applicable for such category of >40% to 60% Six mechanical vehicle under sub-rule (2) of >60% to 80% Eight rule 4) x (Multiplying factor)] >80% and Above Ten 9. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 10. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 11. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
