7 क्र.स.ं चनै जे अरंभ )दक.मी .स(े चनै जे समाि सरं चना का प्रकार लबं ाइ( (दक.मी .स(े (दकमी म)ें 1 26+439 26+873 बड़ा पलु 0.434 2 31+057 31+157 फ्लाइओवर 0.100 3 35+529 35+652 बड़ा पलु 0.1232 4 38+867 38+947 फ्लाइओवर 0.080 5 42+175 42+275 फ्लाइओवर 0.100 6 44+645 44+745 फ्लाइओवर 0.100 7 47+688 47+788 फ्लाइओवर 0.100 8 52+617 52+721 बड़ा पलु 0.1043 कुल लबं ाइ (दकमी) 1.142[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 3. गरै -वाजणजज्य क प्रयोजनों के जलए पंजीकृत यांजत्रक वाहन के स्ट् वामी और िुल्क प् लाजा स े बीस दकमी की दरू ी के भीतर जनवास करन े वाले व् यजक्टत के जलए माजसक पास की दर वर्ग 2025-26 के जलए 340/- रुपए (तीन सौ चालीस रुपए मात्र) ह ैऔर ईक्टत जनयमों के प्रावधानों के ऄनुसार प्रजतवर् ग संिोधन के ऄध् यधीन ह।ै 4. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथातग ्ः सारणी -8 ऄनज्ञु ात एकतरफा यात्राओं की ऄजधकतम सख्ं या सदं ेय धनराजि जवजधमान्यता की ऄवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ दो भुगतान के समय स े चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक माह िुल्क की राजि का दो-जतहाइ पचास 5. िुल्क प् लाजा जस्ट् थत होने वाले जजले में पंजीकृत वाजणजज्य क वाहनों (रा‍र ीय परजमट के ऄधीन प्रचाजलत दकए जा रह े वाहनों को छोड़कर) के जलए िुल्क ईस श्रणे ी के वाहन हते ु जनधागररत दर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोइ सर्तवस रोड या वैकजल् पक सड़क ईपलब् ध न हों। 6. जनयमों के ऄंतगगत ऄपनी श्रेणी के जलए जनधागररत ऄनमु ेय भार से ऄजधक भार से लदे यांजत्रक वाहन को राष्ट्रीय राजमागग पर प्लाजा पार करन े की ऄनुमजत तब तक नहीं दी जाएगी जब तक दक ऄजतररक्त भार वाहन से हटा नहीं ददया जाता। ऄपनी श्रेणी के जलए जनधागररत ऄनुमेय भार स े ऄजधक भार से लद े यांजत्रक वाहन के चालक, स्ट्वामी या प्रभारी व्यजक्त को ईक्त जनयमों में लागू प्रावधान के ऄनुसार िल्ु क संग्रह एजेंसी को राष्ट्रीय राजमागग पर ऄजतभाररत वाहन के प्रवेि के जलए िुल्क का भगु तान करना होगा, ऄथागत-् : सारणी – 9 ऄजधकतम ऄनमु ये अधार सकल वाहन भार स ेऄजधक भार दर के जलए गणु क िल्ु क का प्रजतित कारक (1) (2) (3) 0% से 20% दो >20% से 40% चार >40% से 60% छह [(जनयम 4 के ईप-जनयम (2) के ऄंतगतग यांजत्रक वाहन की ऐसी श्रेणी के जलए लागू िल्ु क) x (गुणन कारक)] >60% से 80% अि >80% और ईससे दस ऄजधक 7. ईक्त जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िल्ु क की दरों को प्रदर्तित दकया जाएगा। 8. अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार पर जैसा दक उपर सारणी -1 म ें ईल्लेख दकया गया ह,ै यांजत्रक वाहनों से जलए जान े वाल ेिल्ु क की वास्ट्तजवक राजि और छूट की गणना प्राजधकरण द्वारा की जाएगी। आसे प्राजधकरण द्वारा कंसेसनेयर के माध्यम से ऄग्रं ेजी और स्ट्थानीय भार्ा में कम से कम एक समाचार पत्र में प्रकाजित करवाया जाएगा और ईसके बाद ईक्त जनयम के जनयम 5 और ररयायत समझौते के प्रावधानों के ऄनुसार वार्तर्क रूप स े6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] संिोजधत दकया जाएगा और प्रकाजित दकया जाएगा; हालााँदक, ऐसी संिोधन िल्ु क के पूववग ती संिोधन की तारीख स े 6 (छह) महीन े की ऄवजध तक नहीं की जाएगी। [फा. स.ं एफएनडीअइवी/30/2026-टीओटी/अइएनवीटी जडवीजन/इ-265156] चेतना नंद ससह, संयुक्त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2026 S.O. 1620(E).— Whereas, by the notification of the Government of India in the Ministry of Road Transport and Highways, [number S.O. 78( E) dated 04.02.1999 ], issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the Stretch from Km 0.000 to Km 52.800 and km 52.800 to km 164.750 (Chennai – Tamil Nadu / Andhra Pradesh Border – Vijayawada Section) of National Highway No. 5 in the State of Tamil Nadu and Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the ―Authority‖). And whereas pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an agreement (hereinafter referred to as said Agreement) with Raajmarg 1 Projects Private Limited, having its Registered Office at G-5 & 6,Sector-10, Dwarka, Delhi, South West Delhi, Delhi, India, 110075 (hereinafter referred to as ―Concessionaire‖) the successful bidder for bid submitted on 17th march 2026 for the Tolling, Operation, maintenance, and Transfer of Four/Six lane from Chennai at Design Km 21.400 to Tada at Design Km 54.400 and of NH-16 in the state of Tamil Nadu (hereinafter referred to as the said section). And whereas, the Authority has further determined that the user fee for the stretch from Km 11.000 to Km 21.400 of NH-16 shall also be levied and collected by Concessionaire on behalf of the Authority until the said stretch is de-notified & transferred to the State Government, and the Concessionaire shall remit the fee so collected to the Authority. Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 hereinafter referred to as the ―rules‖) and in supersession of the Notification Number S.O. No.981(E) dated 22.02.2019, except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the agreement entered into the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the said section at the rates specified in column (2) of Table -1 below for Before denotification of the highways stretch from km 11+000 to 21+400: net road section length of 42.150 km [Table-2] and for equivalent structure length (having length more than 60m) of 12.50 Km (having length 1.250 Km [Table-4]) for four or more lane section on the type of vehicles specified in Column (1) of Table 1 and Central Government hereby authorises the Concessionaire to collect and retain the fee for stretch from km 21.400 to km 54.400 on and from appointed date or publication of this Notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement and further authorises the concessionaire to collect the fee for the stretch from Km 11.000 to Km 21.400 on behalf of the Authority until this highway stretch is de-notified and transferred to the State Government, and the fee so collected shall be remitted to the Authority; After denotification of the highways stretch from km 11+000 to 21+400: net road section length of 31.858 km [Table-3] and for equivalent structure length (having length more than 60m) of 11.42 Km (having length 1.142 Km [Table-5] for four or more lane section on the type of vehicles specified in Column (1) of Table 1 and Central Government hereby authorizes the Concessionaire to collect and retain the fee on and from appointed date or publication of this Notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement;-[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 7 Table - 1 Base rate of fee per Km for the Type of vehicle Base Year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van, or Light Mo tor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Minibus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment 3.45 (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340 (Rupees three hundred forty only) for the year 2025-2026 and is subject to revision every year as per the provisions of said Rules.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 9 4. For multiple journey on the highway section, passes shall be issued at the following rates, namely: Table - 8 Maximum number of one- way Amount Payable journeys Period of validity allowed One and half times of the fee for one- Twenty-four hours from the Two way journey time of payment Two-third of amount of the fee payable One month from date of Fifty for fifty single journeys payment 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 8. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
