(मौिूिा दक. मी. बाईपास उजल्लजखत आधार 183.350) 186.730) िरों का 150% कुल 14.730 3. उपयुगक् त के अजतररि, जनम्नजलजखत िल्ु क प्ल ािा (प् लािाओं) पर 60 मीटर स े अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत िुल्क भी िेय और संिेय होगी:- सारणी- 4 सड़क की लम्बाई के समकक्ष सड़क िर जिस पर िल्ु क भगु तान िल्ु क प्लािा का स्ट्थान समान पररवर्ततग लबं ाई (दक.मी. योग्य ह ै (चने िे ) बुजनयािी ढाचं ा की म)ें लम्बाई (दक.मी. म)ें उत्तर प्रिेि के गोरखपुर जिल े में जभतहा चार या अजधक लने के जलए ऊपर 1.644^ 16.44 गांव के पास एनएच-29 के जडजाइन सारणी-1 म ें उजल्लजखत आधार दक.मी. 201.150 पर। िरों का100 % ^ जववरण जनम्नानुसार ह:ै - चैनेि सरं चना का प्रकार लबं ाई (दक.मी. म)ें 1 158+350 बड़ा पुल 1.350 2 169+005 बड़ा पुल 0.074 3 193+820 बड़ा पुल 0.100 4 195+865 बड़ा पुल 0.120 कुल 1.644 4. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करने वाले व् यजक्त के जलए माजसक पास की िर वषग 2024-25 के जलए 340/- रुपए (तीन सौ चालीस रुपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवषग संिोधन के अध् यधीन ह।ै 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी-5 सिं ेय धनराजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक मास िुल्क की राजि का िो-जतहाई पचास4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 6. िुल्क प् लािा जस्ट् थत होने वाले जिले में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बित े दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब् ध न हों। 7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल्य फीस का भुगतान करन े के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 8. सभी पररभाषाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभाषाओं के अनुरूप होंगी। 9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 10. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक्त ताजलका-1 में यथा-उजल्ल जखत आधार वषग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा खडं की पूरी हो गई लंबाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वष ग संिोजधत दकया िाएगा तथा तिनुसार उसे अग्रं ेिी और क्षेत्रीय भाषा के कम स ेकम एक-एक समाचार पत्र म ेंप्रकाजित दकया िाएगा। 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 3712.27 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट्थ ानांतरण, पेड़ों को काटने, इत् यादि कायगकलापों को अभी परू ा दकया िाना है, इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाड ग रखा िाएगा। [फा. सं. एनएचएआई /13013/ CO/22-23/िल्ु क अजधसूचना/ वाराणसी-गोरखपरु खंड (दक.मी.149.540- 215.160) /ई-217106] कमलेि चतुवेिी, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 30th December, 2024 S.O. 5641(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1521 (E) dated the 24nd June 2010 issued under Section 11 of the National Highway Authority of India Act 1988 (68 to 1988) , the Central Government has entrusted from km 2.225 to km 208.500 (Varanasi-Gorakhpur Section) of National Highway Number 29 in the state of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), and in supersession of the notification number S.O. 258 (E) dated 13.01.2023, except as respects things done or omitted to be done before such supersession, the Central Government hereby levies the fee on mechanical vehicles at the rate specified in column (2) of the Table 1 for net road section length of 49.246 km [Table 2] and for equivalent structure length (having length more than 60m) of 16.44 km (having length of 1.644 km [Table 4]) and at one and one half times the base rate for bypasses having length of 14.73 km [Table-3] costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below for the use of four and more lane section of Varanasi to Gorakhpur section from design kilometer 149.540 to kilometer 215.160 (existing km 148.00 to 208.300) of National Highway number 29 in the State of Uttar Pradesh and authorises the Authority to collect, either through its officials or through a contractor, the said fee, as under :- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05[भाग II—खण् ड 3 (ii)] भारत का रािपत्र : असाधारण 5 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340.000 (Rupees Three Hundred and Forty Only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-5 Amount Payable Maximum number of Period of validity one way journeys allowed One and one-half times of the fee for one Two Twenty four hours from the time of payment way journey Two-third of amount of the fee payable Fifty One month from date of payment for fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 3712.27 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a record of the recovery of capital cost through user fee realised. [F.
