(चार से छह धुरी वाले) बड़ ेआकार वाले वाहन (सात अिवा अजधक धुरी वाले) 4.20 1. इसके अंतगतग उिगृहीत और संगृहीत िल्ु क ऐसे पिकर प्ल ािाओं के अंतगगत जवजनर्िगष् ट िरू ी हते ु जनम्न जलजखत पिकर प् लािाओं म ें िये और सिं ेय होगी, अिागत:- सारणी -2 िल्ु क प् लािा का अवस्ट्ि ान (चने िे ) लंबाई (दकमी म)ें जिसके जलए िल्ु क सिं ये ह ै िर जिस पर िल्ु क सिं ये ह ै हररयाणा के िींि जिले में बरटाना 40.260 उपरोि ताजलका-1 में उजल्लजखत आधार गांव के पास एनएच-352ए के [संरचनाओं की लंबाई (60 मीटर से अजधक) िरों के चार या अजधक लेन के जलए 100% जडजाइन दकमी 13.000 पर। को छोड़कर] 2. उपयुगक् त के अजतररि, जनम्नजलजखत िल्ु क प् लािा) प् लािाओं (पर 60 मीटर स े अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमागग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत िुल्क भी िये और संिेय होगी-: सारणी -3 िल्ु क प्लाजा का अवस्ट्िान सरं चनाओं की लंबाई^ (दकमी म)ें समतल्ु य सड़क की िर जिस पर िल्ु क िये है ( चने िे ) जिसे सड़क की समतल्ु य लबं ाई म ें लंबाई (दकमी म)ें पररवर्ततग दकया िाएगा हररयाणा के िींि जिले में 0.341^ 3.410 उपरोि ताजलका-1 में उजल्लजखत आधार बरटाना गांव के पास एनएच- िरों के चार या अजधक लेन के जलए 352ए के जडजाइन दकमी 100% 13.000 पर। ^जववरण इस प्रकार ह ै: चने ेि संरचना का प्रकार लंबाई (दकमी में) दकमी से दकमी तक 1 3.940 4.055 आरओबी 0.115 2 36.510 36.646 प्रमुख पुल 0.136[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3 39.015 39.105 आरओबी 0.090 कुल 0.341 3. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्व ामी और पिकर प् लािा स े बीस दकमी की िरू ी के भीतर जनवास करने वाले व् यजक्त के जलए माजसक पास की िर वर्ग 2024-25 के जलए 340/- रुपए (तीन सौ चालीस रुपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अिागतः् सारणी -4 अनमु त्य एकतरफा यात्राओं की िये राजि अजधकतम संख्या वद्यै ता अवजध एकतरफा यात्रा के जलए िुल्क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान पचास भुगतान की तारीख से एक मास िुल्क की राजि का िो-जतहाई 5. िुल्क प् लािा जस्ट् ित होने वाले जिले म ें पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बित े दक ऐस े वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ल ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स े अजधक भार लि े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमागग पर अजतभार लि े वाहन के प्रवेि के जलए टोल सग्रं हण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजित जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनुप्रयोज्य िुल् क के समतुल्य िल्ु क का भगु तान करन े के जलए उत्तरिायी होगा और वह रािमाग ग खडं का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाए,ं यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों म ें जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी। 8. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. यांजत्रक वाहनों स े फीस की वास्ट् तजवक राजि उपयुगक् त ताजलका-1 म ें यिा-उजल्ल जखत आधार वर्ग 2007-08 के जलए प्रजत दकमी िल्ु क की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तिा तिनुसार उस ेअग्रं ेिी और क्षेत्रीय भार्ा के कम स ेकम एक-एक समाचार पत्र म ेंप्रकाजित दकया िाएगा। 10 . इस पररयोिना की अनुमाजनत पूंिीगत लागत 1359.73 करोड़ रुपय े ह।ै चूंदक, भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट् िानांतरण, पेड़ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. स. ं एनएचएआई/13013/सीओ/23-24/िल्ु क अजधसूचना/िींि-गोहाना खंड (पैकेि-1)/ (दकमी 0.000-दकमी 40.601)/ई-224642] कमलेि चतुवेिी, संयिु सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 12th March, 2025 S.O. 1179(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1457 (E) dated 09th May 2017 issued under Section 11 of the National Highway Authority of India Act 1988 ( 68 to 1988) , the Central Government has entrusted Jind-Gohana- Sonepat section from km 0.00 to km 85.90 of National Highway No.352 A situated within the state of Haryana to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, user fee collection is already going on brown field Jind-Gohana stretch (from 0.000 km to 50.505 km). NHAI has taken up Jind-Gohana section as a green field alignment (From 0+000 to Km 40.601) with 4- laning configuration parallel to existing stretch. Further upon handing over the brownfield Jind-Gohana to Haryana PWD, previous notification S.O. 999(E) dated 02nd March, 2022 will be superseded and user fee will be collected on fee plaza at design Km 13.000 of NH-352 A near Bartana village in Jind district of Haryana for greenfield Jind- Gohana section (NH- 352A) as per this notification . Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 40.260 km [Table-2] and for equivalent structure length (having length more than 60m) of 3.410 km (having length of 0.341 km [Table-3]) on the type of vehicles specified in column (1) of the Table 1 below for the use of four or more lane of Jind-Gohana section from design kilometer 0.000 to kilometer 40.601 of National Highway number 352 A in the State of Haryana and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving 3.45 Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The fee to be levied and collected hereunder shall be due and payable at the Fee Plaza for net road length specified for such Fee Plaza namely: - Table-2 Location of Fee Length (in km) for which Fee Rate at which fee is payable Plaza (chainage) is payable At Design Km 13.000 of NH- 40.260 100% for four or more 352 A near Bartana village in [Excluding length of structures (>60m)] lane of the base rates mentioned in Jind district of Haryana. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340.00 (Three Hundred and Forty Only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Maximum number of one-way Amount Payable Period of Validity journeys allowed One and one-half times of the fee for one way Twenty-four hours from the Two journey time of payment Two-third of amount of the fee payable for fifty One month from date of Fifty single journeys payment 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 1359.73 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a record of the recovery of capital cost through user fee realised. [F.
