L.-33004/99 सी.जी.-डी.एल.-अ.-26022026-270505 CG-DxLx-xEG-I2D6H0x2x2x0 26-270505 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 956] नई दिल्ली, मगं लवार, फरवरी 24, 2026/फाल्ग नु 5, 1947 No. 956] NEW DELHI, TUESDAY, FEBRUARY 24, 2026/PHALGUNA 5, 1947 सड़क पररवहन और रािमाग ग मत्रं ालय अजधसचू ना नई दिल्ली, 24 फरवरी, 2026 का.आ. 1000(अ).— िबदक, केन्‍द रीय सरकार न े राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमाग ग मंत्रालय की अजधसूचना स.ं का. आ. 816(अ), दिनांदकत 22 माचग 2013 के द्वारा कनागटक राज्य म ें राष्ट्रीय रािमाग ग संख्या 234 (नया एनएच-69) के दकलोमीटर 243.200 स े दकलोमीटर 290.200 (हुजलयार - जसरा खंड) तक के खडं को कनागटक राज्य सरकार को सुपुि ग कर दिया ह;ै अत: अब, राष्‍टर ीय रािमाग ग फीस (िरों का जनधारग ण और सग्रं हण) जनयमावली, 2008 (िो इसके आग े ‘जनयम’ के रूप म ेंउजल् लजखत ह)ै के जनयम 3 के साथ परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िज‍त यों का प्रयोग करत ेहुए, केन्‍द रीय सरकार, एतिद्वारा कनागटक राज्य म ेंराष्ट्रीय रािमाग गसंख्या 234 (नया एनएच-69) के दकलोमीटर 243.200 स ेदकलोमीटर 289.775 (जडजाइन चैनि) तक हुजलयार - जसरा खंड के चार लेन के जनवल सड़क खडं लंबाई 7.685 दकमी (ताजलका-2) के जलए नीच े की ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्ट िर स े तथा पेव्ड िोल्ड र सजहत िो लने के जनवल सड़क खंड लंबाई 38.812 दकमी (ताजलका-2) और 0.774 दकमी (0.0774 दकमी की लंबाई, ताजलका-3) के समतुल् य संरचना लंबाई (60 मीटर स ेअजधक लंबाई) के जलए आधार िर के साि प्रजतित पर नीच ेकी ताजलका 1 के कॉलम (1) म ेंजनर्िगष्ट वाहनों के प्रकार पर फीस उिगृहीत करती ह ैतथा भारतीय राष्‍टर ीय रािमागग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम स े उ‍त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अथागत:् - 1373 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-। वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी आधार िल्ु क िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथ ग मूववंग उपस्ट् कर (ईएमई) या 3.45 बहु धुरीय वाहन (एमएवी) (चार स ेछ: धरु ी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अंतगगत उिगृहीत और सगं ृहीत फीस ऐस ेपथकर प् लािाओं के अंतगगत जवजनर्िगष्‍ट ट जनवल सड़क लंबाई (िरू ी) हते ु जनम्न जलजखत पथकर प्ल ािाओं म ेंिये और संिेय होगी:- ताजलका-2 पथकर प्ल ािा (चनै िे ) की अवजस्ट्थ जत लबं ाई (दकमी म)ें जिसके जलए िर, जिस पर फीस सिं ेय ह ै। फीस सिं ेय ह ै पेव् ड िोल्ड र सजहत िो लने के जलए कनागटक राज्य के तुमकूर जिले म ें मुदिगेरे 38.812 ऊपर ताजलका-1 म ें उल्लेजखत आधार कावल गांव, जसरा तालुक के जनकट दकमी िरों का 60% 283.175 स े दकमी 283.525 दकमी चार अथवा अजधक लने के जलए ऊपर (जडजाइन चनै ेि) पर 7.685 ताजलका-1 म ें उल्लेजखत आधार िरों का 100% 2. उपयुग‍ त के अजतरर‍त , जनम्न जलजखत टोल प् लािा (प्ल ािाओं) पर 60 मीटर स े अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िये और संिेय होगी:- ताजलका-3 पथकर प्ल ािा की अवजस्ट्थ जत (चनै िे ) समतल्ु य सड़क लबं ाई म ें समतल्ु य िर, जिस पर फीस सिं ेय पररवर्ततग दकए िान ेके जलए सड़क लबं ाई ह ै अवसरं चनाओं की लबं ाई^ (दकमी म)ें (दकमी म)ें कनागटक राज्य के तुमकूर जिले म ें मुदिगरे े पेव् ड िोल् डर सजहत िो कावल गांव, जसरा तालुक के जनकट दकमी लेन के जलए ऊपर 0.0774 0.774 283.175 स े दकमी 283.525 दकमी ताजलका-1 म ें उजल्ल जखत (जडजाइन चनै ेि) पर आधार िरों का 60% ^60 मीटर स े अजधक लंबाई वाली संरचनाओं का ब् यौरा जनम्न ानुसार ह:ैं - क्र. स.ं चनै िे सरं चना का प्रकार लबं ाई (दकमी म)ें दकमी स े दकमी तक 1. 259.5613 259.6387 बड़ा पुल 0.0774 िोड़ 0.0774 3. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्व ामी और पथकर प् लािा स े बीस दकमी की िरू ी के भीतर जनवास करन े वाल े व् यज‍त के जलए माजसक पास की िर वर् ग 2025-26 के जलए 340.00 रु. (तीन सौ चालीस रुपए मात्र) ह ैऔर उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएंग,े अथागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय स े चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान-योग् य फीस पचास भुगतान की तारीख स े एक की राजि का िो-जतहाई महीना 5. फीस प् लािा जस्ट् थत होन ेवाल ेजिले म ेंपंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ुजनधारग रत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार स ेअजधक भार लि ेयांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍त , राष्ट्रीय रािमागग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, उ‍त जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार जवजनर्िगष्‍ट ट फीस के समतल्ु य फीस का भुगतान करन े के जलए उत् तरिायी होगा और वह रािमागग खडं का प्रयोग करने के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाए,ं यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवो‍त जनयमों म ें जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयो‍त ाओं के सूचनाथग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों स े फीस की वास्ट्त जवक राजि उपयुग‍त ताजलका-1 म ेंयथा-उजल्ल जखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उस े उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा तिनुसार उसे अंग्रिे ी और क्षेत्रीय भार्ा के कम स ेकम एक-एक समाचार पत्र म ें प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्रा‍क जलत पूंिीगत लागत 276.12 करोड़ रु. ह।ै भूजम अजधग्रहण, िनोपयोगी सुजवधाओं के स्ट् थानांतरण, पड़े ों को काटने, आदि कायगकलापों को अभी परू ा दकया िाना ह ैइसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयो‍त ा फीस के माध्य म स े वसूल की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा ररकाड ग रखा िाएगा। [फा. स.ं आरडब्ल्य/ू बीएनिी/एनएच-234/दकमी243-290/50/2019/पाटग/ई-190180] चेतना नंि वसंह, संयु‍ त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th February, 2026 S.O. 1000(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 816(E) dated the 22nd March 2013 issued under Section 5 of the National Highway Act, 1956 (48 of 1956), the Central Government has entrusted the stretch from Kilometer 243+200 to Kilometer 290+200 (Huliyar - Sira Section) of National highway No. 234 (New NH-69) in the State of Karnataka to State Government of Karnataka. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 7.685 Km (Table-2) for use of four or more lane section and at sixty percent of the base rate for net road section length 38.812 Km (Table-2) and for equivalent structure length (having length more than 60m) of 0.774 km (having length of 0.0774 km) (Table-3) for use of two lane with paved shoulder section on the type of vehicles specified in column (1) of Table 1 below for Huliyar – Sira section from Kilometer 243+200 to kilometer 289.775 (Design chainage) of National Highway number 234 (New NH-69) in the State of Karnataka and authorises4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] the National Highway Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep: Van or Light Motor Vehicle 0.65 Light Commercial Vehicle Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment 3.45 (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The fee to be levied and collected here under shall be due and payable at the Fee Plaza for net road length specified for such Fee Plaza(s) namely: - Table-2 Length (in km) for Location of Fee Plaza (chainage) Rate at which fee is payable which Fee is payable 60% for 2 lane with paved shoulder, of At Km 283.175 to 283.525 38.812 the base rates mentioned in Table-1 (Design Ch.) - (Near Mudigere Kaval Village, Sira above Taluk, Tumkur District., Karnataka State) 100% for four or more lane, of the base 7.685 rates mentioned in Table-1 above 2. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-Commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred and Forty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of one-way Period of validity journeys allowed One and half times of the fee for one way Two Twenty-four hours from the time journey of payment[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Two-third of amount of the fee payable for Fifty One month from date of fifty Single journeys payment 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highway Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 276.12 Crore and the capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
