(चार से छह धुरी वाले) बड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अंतगगत उिगृहीत और संगहृ ीत फीस ऐसे पथकर प् लािाओं के अंतगगत जवजनर्िगष् ट िरू ी हते ु जनम्न जलजखत पथकर प् लािाओं म ेंिेय और संिेय होगी, अथागत:- सारणी -2 िल्ु क प्ल ािा का स्ट्थ ान (चने िे ) लबं ाई (दक.मी म)ें जिसके जलए िल्ु क िर जिस पर िल्ु क भगु तान योग्य ह ै सिं ेय ह ै उत्तर प्रिेि के हरिोई जिले में बल्लीपरु 53.526 दक.मी चार या अजधक लेन के जलए ऊपर गांव के पास दक.मी/ 183.627 पर [ 60 मीटर से अजधक सरं चनाओं की सारणी-1 म ेंउजल्लजखत आधार िरों का (दक.मी 175.080 स े दक.मी लंबाई को छोड़कर] 100% 229.070 तक) 2. उपयुगक् त के अजतररि, जनम्नजलजखत िल्ु क प्ल ािा (प् लािाओं) पर 60 मीटर स े अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत िुल्क भी िेय और संिेय होगी:- सारणी -3 सड़क की लबं ाई के िर जिस पर िल्ु क भगु तान योग्य समकक्ष समान पररवर्ततग ह ै िल्ु क प्लाज़ा का स्ट्थान (चनै िे ) सड़क लबं ाई बुजनयािी ढाचं ा की (दक.मी म)ें लबं ाई (दक.मी म)ें उत्तर प्रििे के हरिोई जिल े म ें चार या अजधक लेन के जलए ऊपर बल्लीपुर गांव के पास दक.मी/ 0.4640^ 4.640 सारणी-1 म ेंउजल्लजखत आधार िरों 183.627 पर (दक.मी 175.080 से का 100% दक.मी 229.070 तक)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ^जववरण जनम्नानुसार ह:ैं - चनै िे सरं चना का प्रकार लबं ाई (दकमी म)ें क्रम स.ं दक.मी. स े दक.मी. तक 1 दक.मी. 188.069 दक.मी. 188.159 बड़ा पुल 0.090 2 दक.मी. 190.938 दक.मी. 191.028 वीयूपी 0.090 3 दक.मी. 194.532 दक.मी. 194.732 बड़ा पुल 0.200 4 दक.मी. 199.831 दक.मी. 199.915 आर ओ बी 0.084 कुल 0.4640 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प् लािा से बीस दकमी की िरू ी के भीतर जनवास करने वाले व् यजक्त के जलए माजसक पास की िर वर्ग 2024-25 के जलए 340/- रुपए (तीन सौ चालीस रुपए मात्र) ह ै और उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के अध् यधीन ह।ै 4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः सारणी-4 अनज्ञु ात एकतरफा यात्राओं की अजधकतम सख्ं या सिं ेय धनराजि वधै मान्द्यता की अवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक मास िुल्क की राजि का िो-जतहाई पचास 5. िल्ु क प् लािा जस्ट्थ त होने वाले जिल े में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनुप्रयोज्य फीस के समतुल्य फीस का भुगतान करन े के जलए उत्तरिायी होगा और वह रािमागग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष् ट पररभार्ाओं के अनरूु प होंगी। 8. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक् त ताजलका-1 में यथा-उजल्ल जखत आधार वर् ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा तिनुसार उस े अंग्रेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 10. इस पररयोिना की अनुमाजनत पूंिीगत लागत 1138.81 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट्थ ानांतरण, पड़े ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. स. ं यूपीडीआईवी-20013/23/2024-पीआईय ूलखनऊ/ई-245719] कमलेि चतुवेिी, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 19th February, 2025 S.O. 928(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 3032(E) dated the 22th June 2018, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the National Highway No-731 (highway starting from its junction NH-31 near Saidpur connecting Khuthan, Jaunpur, Sultanpur, Lucknow, Hardoi, Shajahanpur and terminating at Paliya in the State of Uttar Pradesh) in the State of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the Authority); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles at the 100% of rate specified in column (2) of the Table 1 for net road section length of 53.526 km [Table-2] and for equivalent structure length (having length more than 60m) of 4.640 km (having structure length 0.4640 km [Table-3]) on the type of vehicles specified in column (1) of the Table 1 below for the use of four and more lane of section End of Hardoi Bypass to End of Hardoi District (from Km. 175.080 – Km. 229.070) of National Highway number 731 in the State of Uttar Pradesh and authorises the Authority to collect, either through its officials or through a contractor from the date of end of concession period with concessionaire the said fee, as under: Table-1 Base rate of fee per km for Type of Vehicle the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving 3.45 Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.340.00 (Rupees Three Hundred Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table–1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 1138.81 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
