## Policy Analysis Report: National Highway Fee Levy on NH-66 (Old NH-17) in Goa
**1. Executive Summary:**
This report analyzes a new policy notification issued by the Ministry of Road Transport and Highways, Government of India, regarding the levy of fees for the use of a specific section of National Highway 66 (formerly NH-17) in the State of Goa. The policy establishes a tolling regime for the Patradevi to Zuari Bridge Package-3 section, specifying fee rates based on vehicle type and distance, as well as additional fees for structures exceeding 60 meters in length. The policy aims to recover capital costs associated with the highway construction and maintenance. Key findings indicate a complex fee structure considering vehicle type, road length, and structure usage, with provisions for local residents and multiple journeys.
**2. Introduction:**
This report aims to provide a comprehensive overview of the policy notification issued by the Ministry of Road Transport and Highways on May 30, 2025, regarding the levy of fees on National Highway 66 (Old NH-17) in Goa. The analysis is based solely on the information provided in the given policy text.
**3. Policy Overview:**
* This is a **New Policy**.
* **Core Objective(s):** Based on the provided text, the primary objective of this policy is to levy fees for the use of a specific section of National Highway 66 (Old NH-17) to recover the capital cost invested in its development and maintenance. The policy also aims to regulate the usage of the highway and structures, particularly concerning overloaded vehicles.
**4. Background and Rationale:**
Since the Central Government entrusted the National Highway No. 66 (Old NH-17) to the State Government of Goa, this new policy likely addresses the need to generate revenue for the maintenance and improvement of this section of the highway. The imposition of user fees is a common mechanism for funding infrastructure projects, particularly on National Highways. The text suggests a need to regulate usage, especially of overloaded vehicles, and to ensure the recovery of the capital investment in the project (estimated at Rs. 5005.56 crore).
**5. Key Provisions / Changes:**
This is a New Policy. Therefore, the key provisions are:
* **Fee Levy:** Establishes a fee structure for using the Patradevi to Zuari Bridge Package-3 section of NH-66 (Old NH-17) in Goa.
* **Fee Structure (Table 1):** Specifies base rates for different vehicle types (Car/Jeep/Van, LCV/LGV/Mini Bus, Bus/Truck, Three Axle, HCM/EME/MAV, Oversized Vehicles) based on a base year of 2007-08. These rates serve as a baseline.
* **Fee Plaza Location and Length (Table 2):** Designates the location of the fee plaza at Km 476.500 of NH66 near Torxem Village. A fee is payable for the 46.812 km section.
* **Structure Fee (Table 3):** Imposes additional fees for using structures longer than 60 meters, by converting their length into an equivalent road length (multiplied by a factor of 10). The fee plaza also applies to these structures.
* **Monthly Pass:** Offers a monthly pass for Rs. 350 (for the year 2025-26) to local residents (within 20 km) owning non-commercial vehicles.
* **Multiple Journey Passes (Table 4):** Provides options for multiple journey passes:
* One and a half times the fee for one way journey (valid for 24 hours).
* Two-thirds of the fee for fifty single journeys (valid for one month).
* **Commercial Vehicle Discount:** Grants a 50% fee reduction for commercial vehicles (excluding national permit vehicles) registered in the district where the fee plaza is located, provided no service road or alternative road is available.
* **Overloaded Vehicle Fee:** Stipulates that overloaded vehicles must pay a fee equal to that specified in sub-rule 1A of rule 10 of the existing rules and must remove the excess load before using the highway.
* **Definitions:** References existing rules for definitions of vehicle categories, permissible loads, exempted vehicles, service roads, and alternative roads.
* **Display of Fee Rates:** Mandates the display of fee rates for public information.
* **Annual Revision:** Requires the National Highways Authority of India (NHAI) to calculate and revise the actual fee amount annually based on the base rate, completed length, and existing rules (Rule 5). They are obligated to publish these rates.
* **Capital Cost Tracking:** Requires the NHAI to maintain a record of the recovery of capital costs through user fees.
**6. Target Audience and Stakeholders:**
The directly affected parties and stakeholders include:
* **Road Users:** All users of the Patradevi to Zuari Bridge Package-3 section of NH-66 (Old NH-17) in Goa, including drivers and owners of various vehicle types.
* **Local Residents:** Specifically, residents within 20 km of the fee plaza are eligible for discounted monthly passes.
* **Commercial Vehicle Operators:** Particularly those registered in the district and utilizing the highway without alternative road options.
* **National Highways Authority of India (NHAI):** Responsible for collecting fees, revising rates, maintaining records of capital cost recovery, and implementing the policy.
* **Contractors:** If NHAI chooses to collect fees through a contractor.
* **Ministry of Road Transport and Highways:** The governing body that issued the notification.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The National Highways Authority of India (NHAI) is responsible for implementing the fee collection process, including setting up the fee plaza, collecting fees, and maintaining records.
* **Timelines:** The policy comes into effect on May 30, 2025, with fee rates subject to annual revision. The monthly pass rate is specific to the year 2025-26.
* **Procedures:**
* The fee rates must be calculated and revised annually by the NHAI based on established rules.
* The revised rates must be published in at least one English and one vernacular language newspaper.
* The NHAI must maintain records of capital cost recovery through user fees.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes and impact of this new policy are:
* **Revenue Generation:** To generate revenue to recover the capital cost of the highway project (Rs. 5005.56 crore) and fund ongoing maintenance.
* **Infrastructure Funding:** Provide a sustainable funding mechanism for the upkeep and improvement of the specified section of NH-66 (Old NH-17).
* **Regulated Usage:** To regulate the use of the highway, particularly concerning overloaded vehicles, ensuring safety and minimizing damage to the infrastructure.
* **Reduced Burden on Taxpayers:** Shift the financial burden of highway maintenance from general taxpayers to highway users.
* **Potential Economic Impact:** Impact on transportation costs for businesses and individuals using the highway, potentially influencing prices of goods and services.
**9. Conclusion:**
The policy notification regarding the levy of fees on National Highway 66 (Old NH-17) in Goa establishes a comprehensive tolling system aimed at recovering capital costs and ensuring the long-term maintenance of this critical infrastructure. The policy considers various factors, including vehicle type, road length, structure usage, and the needs of local residents. Effective implementation and monitoring by the NHAI are crucial to achieving the policy's intended outcomes. This marks a key step in the user-pays model for infrastructure development.
