[जिसमें 123.721 दक.मी. समकक्ष लंबाई के साथ 82.481 दकमी बाइपास और 1.981 दक.मी. की सरचनाएं िाजमल ह ै (जिनकी लम्बाई 60 मीटर से अजधक ह)ै और जिसकी समकक्ष लम्बाई 19.810 दक.मी. ह]ै ताजलका 1 के स्ट्तम्भ (2) में जवजनर्िष्टग िर पर (जिसे इसके पश् चात् ‘‘आधार िर‘‘ कहा गया ह)ै , नीचे ताजलका 1 के स्ट्तम्भ (1) में जवजनर्िष्टग प्रकार के वाहनों पर िुल्क उद्ग्रहीत दकया िाएगा और उत ररयायतग्राही को कायागरंभ करने की तारीख को तथा उस तारीख से अथवा इस अजधसूचना के रािपत्र में प्रकािन पर, िो भी बाि में हो, करार में जवजनर्िष्टग समापन की तारीख तक िुल्क संग्रहीत तथा प्रजतधाररत करने हते ु प्राजधकृत करती है। यह िुल् क अजधसूचना टीओटी पररयोिना पर कायागरंभ करने की तारीख से प्रभावी होगी:- ताजलका 1 वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी* चार या अजधक लने के एनएच खडं के जलए िल्ु क की आधार िर (रुपय ेम)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के माल वाहक वाहन अथवा जमनी बस 1.05 बस या रक (िो धुरी वाले) 2.20 तीन धुरी वाले वाजणजज्यक वाहन 2.40 भारी संजनमागण मिीनरी (एच.सी.एम॰) या अथग मूलवंग उपस्ट् कर (ई.एम.ई) 3.45 या बहुधुरीय वाहन (एम.ए.वी.) (चार से छह धुरी वाले) बड़े आकार वाले वाहन (सात या अजधक धुरी वाले ) 4.20 1. नीचे उद्ग्रहीत एवं संग्रहीत िुल्क, जनम्नजलजखत िुल्क प्लािा पर, ऐसे िुल्क प्लािा के जलए जवजनर्िष्टग सड़क की जनवल लंबाई हते ु करने वाले वाहन के पास पहले पूरे िुल्क का भुगतान करने का जवकल्प होगा िुल्क प्लािा और िुल्क रसीि दिखाकर िसू रे िुल्क प्लािा को पार करें।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 4. रािमागग खंड पर अधीन चल रह ेवाहनों को छोड़कर) के जलए िुल्क उस श्ेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस सड़क अथवा वैकजल्पक सड़क उपलब्ध न हो। 6. िो यांजत्रक वाहन अपनी श्ेणी के जलए जनधागररत अनुज्ञेय भार की अपेक्षा अजधक भार से लिा हुआ होगा उसके चालक अथवा माजलक अथवा प्रभारी व्यजत को ऐसे अजधक भार से लि ेहुए वाहन को राष्ट्रीय रािमागग में प्रवेि कराने प्रिर्िगत दकया िाएगा। 9. ताजलका-1 में उजल्लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी िुल्क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िाने वाले िुल्क की वास्ट्तजवक राजि और छूट की गणना प्राजधकरण द्वारा पररयोिना रािमागग के पूणग भाग की लंबाई के आधार पर की िाएगी। प्राजधकरण द्वारा इसे ररयायतग्राही के माध्यम से अंग्रेिी और स्ट्थानीय भार्ा में कम से कम एक-एक समाचार पत्र में प्रकाजित कराया िाएगा और National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 0.000 to km 334.000 (Kanpur – Varanasi Section) of National Highways number 2 in November, 2023 for the bid submitted on 16.10.2023 for the Tolling, Operation, Maintenance and Transfer (ToT mode) of Allahabad Bypass Section from km 628.753 to 713.215 (Project length 84.462 km) of No. 895(E) dated 26th March, 2014 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said Section of said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles at the rate specified in column (2) of the Table 1 for total equivalent road length of 143.531 km [including 82.481 km bypass with equivalent length of 123.721 km and 1.981 km of structures (having length more than 60m) with equivalent length of 19.810 km] for use of four or more lane sections (hereinafter referred to as “base rate”) on the type of vehicles specified in column (1) of the Table 1 below and authorizes the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement. This fee notification shall be effective from the Appointed Date of the ToT project. The vehicle using only a part of the section by crossing a fee plaza shall pay the specified fee for that category of the vehicle for that plaza only and the vehicle using the whole section shall have an option to pay the whole fee at the first fee plaza and cross another fee plaza by showing the fee receipt. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely; Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time of journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty or more single journeys 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the Base Rate of Fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed portion of the length of the Project Highway. The same shall be got published by the Authority through the Concessionaire in at least one newspaper, each in English and vernacular language and thereafter revised annually in accordance with the rule 5 of the said rules and provision of Concession Agreement and got published, provided that no revision shall be effected within a period of 6 (six) months from the date of the preceding revision of Fee.
