L.-33004/99 सी.जी.-डी.एल.-अ.-26072025-264980 CG-DxLx-xEG-I2D6H0x7x2x0 25-264980 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 3369] नई दिल्ली, िुक्रवार, िुलाई 25, 2025/श्रावण 3, 1947 No. 3369] NEW DELHI, FRIDAY, JULY 25, 2025/SHRAVANA 3, 1947 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 24 िुलाई, 2025 का.आ. 3446(अ).—िबदक, केन्‍द र सरकार न े राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का.आ. 4174(अ), दिनांदकत 27.12.2016 के द्वारा तेलगं ाना राज्य में जस्ट्ि त नई रारीय रािमागग (रारा) स.ं-167 को तले गं ाना राज्य सरकार को सुपुि ग कर दिया ह;ै अत: अब, राष्‍टर ीय रािमागग फीस (िरों का जनधागरण और संग्रहण) जनयम, 2008 (िो इसके आग े ‘जनयम’ के रूप म ें उजल् लजखत ह)ै के जनयम 3 के साि परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िज‍त यों का प्रयोग करत े हुए, केन्‍द र सरकार, एतिद्वारा तले गं ाना राज्य म ें रारीय रािमागग (रारा) स.ं-167 के हग्गारी - िेडचेरला खंड के दकमी 182.120 से दकमी 227.600 तक खंड के पेव्ड िोल्डर सजहत िो लेन के खडं के उपयोग के जलए 39.463 दकमी [ताजलका 2] की जनवल सड़क खडं लंबाई और 2.170 दकमी [ताजलका 3] (0.217 दकमी की लंबाई वाली) की समतुल्य संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) के जलए ताजलका 1 के कॉलम (2) म ेंजवजनर्िगष्‍ट ट आधार िर के 60% िर पर तिा चार अिवा अजधक लने के उपयोग के जलए 5.850 दकमी [ताजलका 2] की जनवल सड़क खंड लंबाई के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्‍ट ट आधार िर पर नीचे िी गई ताजलका 1 के कॉलम (1) में जवजनर्िगष्‍ट ट यांजत्रक वाहनों के प्रकार पर फीस उिगहृ ीत करती ह ैतिा भारतीय राष्‍टर ीय रािमागग प्राजधकरण को उसके अजधकाररयों अिवा दकसी िेकेिार के माध् यम से उ‍त फीस के संग्रहण के जलए प्राजधकृत करती है, अिागत:् - 5004 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-। वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अि गमूववंग उपस्ट् कर (ईएमई) या बहु 3.45 धुरीय वाहन (एमएवी) (चार स ेछ: धुरी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अंतगगत उिगृहीत और सगं ृहीत फीस ऐसे पिकर प् लािाओं के अंतगगत जवजनर्िगष्‍ट ट िरू ी हते ु जनम्न जलजखत पिकर प् लािाओं में िेय और सिं ेय होगी:- ताजलका-2 पिकर प्ल ािा की लबं ाई (दकमी म)ें जिसके िर, जिस पर फीस सिं ेय ह ै। अवजस्ट्ि जत (चनै िे ) जलए फीस सिं ेय ह ै तेलगं ाना राज्य के महबूबनगर जिले 39.463 पेव् ड िोल्ड र सजहत िो लेन के जलए ऊपर ताजलका-1 म ें में कचवार गांव के जनकट रारा-167 उजल् लजखत आधार िरों का 60% के दकमी/च.ै 210.550 पर 5.850 चार अिवा अजधक लने के जलए ऊपर ताजलका-1 म ें उजल् लजखत आधार िरों का 100% 2. उपयुग‍त के अजतरर‍त , जनम्न जलजखत टोल प् लािा (प्ल ािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िेय और संिेय होगी:- ताजलका-3 पिकर प्ल ािा की समतल्ु य सड़क लबं ाई म ेंपररवर्ततग समतल्ु य सड़क िर, जिस पर फीस सिं ेय ह ै अवजस्ट्ि जत (चनै िे ) दकए िाने के जलए अवसरं चनाओं की लबं ाई (दकमी लबं ाई (दकमी म)ें म)ें तेलगं ाना राज्य के महबूबनगर पेव् ड िोल् डर सजहत िो लेन के जलए जिले में कचवार गांव के जनकट ऊपर ताजलका-1 म ें उजल्ल जखत ^0.217 2.170 रारा-167 के दकमी/च.ै आधार िरों का 60% 210.550 पर ^िो लेन सरं चनाओं के ब् यौरे जनम्न ानुसार ह:ैं - क्र. स.ं चनै िे सरं चना का प्रकार लबं ाई (दकमी म)ें दकमी स े दकमी तक 1 194.303 194.457 बड़ा पुल 0.154 2 227.047 227.110 बड़ा पुल 0.063[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 कुल 0.217 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पिकर प् लािा स ेबीस दकमी की िरू ी के भीतर जनवास करने वाले व् यज‍त के जलए माजसक पास की िर वर्ग 2025-26 के जलए 350 रु. (तीन सौ पचास रुपए मात्र) ह ै और उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमाग गखंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएगं े, अिागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान-योग् य पचास भुगतान की तारीख से एक महीना फीस की राजि का िो-जतहाई 5. फीस प् लािा जस्ट् ित होने वाले जिले में पंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ुजनधारग रत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍त , राष्ट्रीय रािमागग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, उ‍त जनयमों के जनयम 10 के उप-जनयम 1ए म ें जवजनर्िगष्‍ट ट फीस के समतुल् य फीस का भुगतान करने के जलए उत् तरिायी होगा और वह रािमागग खंड का प्रयोग करने के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाए,ं यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवो‍त जनयमों में जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण में प्रयो‍त ाओं के सूचनािग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुग‍ त ताजलका-1 में यिा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उस ेउ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर् गसंिोजधत दकया िाएगा तिा तिनुसार उस ेअग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्रा‍क जलत पूंिीगत लागत 182.70 करोड़ रु. ह।ै भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट् िानांतरण, पड़े ों को काटने, आदि कायगकलापों को अभी परू ा दकया िाना ह ैइसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयो‍त ा फीस के माध्य म से वसूल की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा ररकाड ग रखा िाएगा। [फा. स.ं आरडब्ल् यू/एचवाईडी/िेबी-028/एनएच(ओ)/कोर/ई-178105] जवनय कुमार, अपर सजचव,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th July, 2025 S.O. 3446(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S.O. No. 4174(E) dated 27.12.2016 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the new National Highway number 167 in the State of Telangana to the State Government of Telangana. Now, therefore, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the rate 60% of rate specified in Column (2) of the Table 1 for net road section length of 39.463 km [Table-2] and for equivalent structure length (having length more than 60 m) of 2.170 km (having length of 0.217 Km [Table-3]) for the use of two lane with paved shoulder and at the rate specified in Column (2) of the Table 1 for net road section length of 5.850 km [Table-2] for use of four lane or more on the type of vehicle specified in column (1) of the table-1 below, of Haggari – Jadcharla Section from kilometer 182.120 to kilometer 227.600 of National Highway number 167 in the state of Telangana and authorises the National Highway Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table – 1 (1) (2) Base rate of fee per Km for Type of Vehicle the base year 2007-08 (in Rupees) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Const. Machinery (HCM) or Earth Moving Equipment (EME) or Multi axle 3.45 Vehicle (MAV) (Four to Six axles) Oversized Vehicles (Seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.350/- (Rupees Three Hundred and Fifty only) for the year 2025-26 which is subject to revision every year as per the provisions of the said rules. 5. For multiple journey on the highway section, passes shall be issued at the following rates, namely:- Table – 4 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for One month from date of Fifty fifty single journeys payment 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per the definitions specified in the said rules. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of Fee per kilometer for the base year 2007-2008 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 182.70 crores. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc., are yet to be completed.
