(तीन सौ चालीस रुपए मात्र) है और उक् त कनयमो ंिे प्राविानो ंिे अनुसार प्रकतवर्ग संशोिन िे अध्य िीन है। 5. राजमार्ग िंड पर बहुल यात्राओ ंिे कलए कनम् नकलस्ित िरो ंपर पास जारी किए जाएंर्े, अिागत् तालिका-5 भुगतान-योग्य‍ धनरालश अनुमत एकतरफा यात्राओ ंकी वैधता की अवलध अलधकतम संख्‍या एितरफा यात्रा िे कलए फीस िा िो भुर्तान िे समय से चौबीस घं्े डेढ़ र्ुना पचास एिल यात्राओ ं िे कलए पचास भुर्तान िी तारीि से एि महीना4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] भुर्तान-योग्य फीस िी राकश िा िो-कतहाई 6. फीस प्ल ाजा स्‍ि त होने वाले कजले में पंजीिृ त वाकणस्ज् यि वाहनो ं (राष्‍ ्रीय परकम् िे अिीन प्रचाकलत किए जा रहे वाहनो ंिो छोड़िर) िे कलए फीस उस श्रेणी िे वाहन हेतु कनिागररत िर िी 50% होर्ी, बशते कि ऐसे वाकणस्ज्य ि वाहनो ं िे प्रयोर् िे कलए िोई सकवगस रोड या वैिस्‍ पि सड़ि उपलब् ि न हो।ं 7. संबंकित श्रेणी िे वाहनो ं िे कलए कवकनकिगष्‍ ् अनुज्ञेय भार से अकिि भार लिे यांकत्रि वाहन िा चालि या ‍ वामी या प्रभारी व्य स्क्त , राष्ट्रीय राजमार्ग पर अकतभार लिे वाहन िे प्रवेश िे कलए ्ोल संग्रहण एजेंसी िो ऐसी श्रेणी िे वाहनो ं िे प्रवेश कलए, िकित कनयमो ं िे कनयम 10 िे उप-कनयम 1ए िे अनुसार अनुप्रयोज्य फीस िे समतु‍ य फीस िा भुर्तान िरने िे कलए उत्त रिायी होर्ा और वह राजमार्ग िंड िा प्रयोर् िरने िे कलए तब ति हििार नही ंहोर्ा जब ति ऐसे यांकत्रि वाहन से लिा अकतभार ह्ाया नही ंजाता। 8. सभी पररभार्ाएं, यांकत्रि वाहनो ं िी श्रेणी, इनिे अनुज्ञेय भार, छू ् प्राप्त वाहनो ं िी श्रेणी, सकवगस रोड, वैिस्‍प ि सड़ि इत् याकि पूवोक्त कनयमो ंमें कवकनकिगष्‍ ् पररभार्ाओ ंिे अनुरूप होर्ं ी। 9. फीस िी िरें उक्त कनयमो ंिे कनयम 12 िे अनुसरण में प्रयोक्त ाओ ंिे सूचनािग प्रिकशगत िरनी होर्ं ी। 10. यांकत्रि वाहनो ंसे फीस िी वा‍त कवि राकश उपयुगक् त ताकलिा-1 में यिा-उस्‍ल स्ित आिार वर्ग 2007-08 िे कलए प्रकत किमी फीस िी आिार िर िे आिार पर प्रभाररत होर्ी और छू ्ो ंिी र्णना भारतीय राष्ट्रीय राजमार्ग प्राकििरण द्वारा िंड िी पूरी हो र्ई लंबाई िे आिार पर िी जाएर्ी और उसे उक् त कनयमो ंिे कनयम 5 िे अनुसार प्रकत वर्ग संशोकित किया जाएर्ा तिा तिनुसार उसे अंग्रेजी और क्षेत्रीय भार्ा िे िम से िम एि-एि समाचार पत्र में प्रिाकशत किया जाएर्ा। 11. इस पररयोजना िी प्राक् िकलत पूंजीर्त लार्त 839.35 िरोड़ रु. है। भूकम अकिग्रहण, सावगजकनि जन सुकविाओ ं िे ‍ िानांतरण, पेड़ो ं िो िा्ने, आकि िायगिलापो ं िो अभी पूरा किया जाना है इसकलए, पूंजीर्त लार्त पररवतगन िे अध् यिीन है। प्राप्त प्रयोक्त ा फीस िे माध्य म से वसूल िी र्ई पूंजीर्त लार्त िा भारतीय राष्ट्रीय राजमार्ग प्राकििरण द्वारा ररिाडग रिा जाएर्ा। [फा. सं. एमओआर्ीएच/पीआईयू/एम्ीएम/एनएचडीपी-IV/एनएच-216/पीडी/ई-203649] सुमन प्रसाि कसंह संयुक् त सकचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 10th September, 2024 S.O. 3923(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 2530(E) dated the 17th September, 2015 issued under Section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the National Highway 214 as situated in the State of Andhra Pradesh to the State Government of Andhra Pradesh Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules,2008 (hereinafter referred to as the “said rules”) and in supersession of the Gazette Notification published vide S.O.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 3106(E) dated 11.09.2020, the Central Government hereby levies the fee at sixty percent of the rate specified in column (2) of the Table 1 for net road section length of 44.852 Km and for equivalent structure length (having length more than 60m) of 1.670 Kms (having total length of 0.167 Kms) and ninety per cent of the base rate for bypasses having length of 17.924 Kms costing rupees ten crores or more on the type of vehicles specified in column(1) of Table 1 below for the use of two lane with paved shoulders of the Pasarlapudi to Losari section of National Highway number NH-214 and NH-214A [New NH-216)] from design Km 106.000 to Km.136.520 and 0.000 to 32.900 (Existing km.105.170 to km.135.740 and Km0.000 to Km34.230) in the state of Andhra Pradesh and authorises the National Highways Authority of India to collect, either through its officials or through a Contractor, the said fee, namely:- Table - 1 Base rate of fee per km for the base year Type of vehicle 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Minibus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle Commercial Vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to six 3.45 axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 340 (Three Hundred and Forty Rupees only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicle plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definition including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and same shall be published in at least one newspaper in English and vernacular language. 11. The estimated Capital Cost of the project is Rupees 839.35 crore. The Capital Cost of the project is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc., are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of the capital cost through user fee realised.
