1988) की धारा 11 के तहत िारी की गई भारत सरकार के तत्कालीन िहािरानी, सड़क पररवहन और रािमाग ग मंत्रालय (सड़क पररवहन और रािमागग जवभाग) की अजधसूचना संख्या का.आ.465 (अ), दिनांक 26 अप्रैल, 2002 द्वारा तजमलनाडु राज्य म ें राष्ट्रीय रािमाग ग संख्या 07 (नया एनएच-44) के सलेम स े मिरु ै (दकमी 207.600 स े दकमी 248.165, दकमी

259.230 स ेदकमी. 292.400, दकमी. 306.400 स ेदकमी. 446.800) खडं को भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिस े इसके बाि "प्राजधकरण" कहा िाए) को सुपुिग दकया ह;ै अतः अब, परवती संिोधनों सजहत राष्ट्रीय रािमागग िुल्क (िर अवधारण एवं सग्रं हण) जनयम 2008 के जनयम 3 (जिसे इसके बाि "जनयम" कहा िाए) के साथ परित राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करत े हुए और भारत सरकार के सड़क पररवहन और रािमाग ग मत्रं ालय की अजधसूचना संख्या का.आ.1856(अ) दिनांक: 29.07.2009 का अजधक्रमण करत े हुए, केंद्र सरकार एतद्द्वारा तजमलनाडु राज्य में एन एच-07 (नई सं. 44) के डडंडीगुल से समयानलूर के जडजाइन दकमी 368.147 से दकमी 421.196 तक (मौिूिा दकमी. 373.275 स े दकमी. 426.60 तक) चार लेन वाले खंड के उपयोग के जलए नीचे िी गई सारणी 1 के कॉलम (1) में जवजनर्िगष्ट वाहनों के प्रकार पर 43.162 दकमी की जनवल सड़क लंबाई (सारणी-2) और 0.187 दकमी (1.87 दकमी लंबाई वाली, [सारणी-4]) की समतुल्य संरचना लंबाई (60 मीटर स ेअजधक लंबाई) के जलए सारणी 1 के कॉलम (2) म ेंजवजनर्िष्टग आधार िर और िस करोड़ रुपये या उससे अजधक लागत वाले 9.70 दकमी दकलोमीटर लंबाई वाले बाईपास [सारणी-3] के जलए आधार िर का डेढ़ गणु ा 6655 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] िर से िुल्क उद्गृहीत करती ह ै एव ं प्राजधकरण को अपन े अजधकाररयों या दकसी संजविाकार के माध्यम स े उि िुल्क को संग्रहीत करने के जलए प्राजधकृत करती ह,ै अथातग सारणी – 1 वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें

1. इसके अंतगतग उद्गृहीत और सगं ृहीत िल्ु क, ऐसे िल्ु क प्लािाओं के अंतगगत जवजनर्िगष्ट जनवल सड़क की िरू ी हते ु िुल्क प्लािाओं म ेंिेय और संिये होगी, अथागत: - सारणी – 2 िल्ु क प्लािा का अवस्ट्थान(चने िे ) लम्बाई (दक.मी. म)ें जिसके जलए िल्ु क िेय जिस िर पर िल्ु क जलया ह ै िाता ह ै तजमलनाडु राज्य म ें डडंडीगुल जिल े के 43.162 दकमी चार या अजधक लने के जलए कोजिनजिप्टी गांव में एनएच-44 के उपयुगि सारणी -1 म ें (बाईपास की लंबाई जिसकी लागत 10 उजल्लजखत आधार िरों का जडिाइन दकमी.392.921 पर। करोड़ रुपय े से अजधक ह ैऔर संरचनाओं की 100% लंबाई 60 मीटर से अजधक को छोड़कर)

4. गैर वाजणजज्यक प्रयोिन के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और टोल प्लािा से बीस दकलोमीटर की िरू ी के 2026 भीतर जनवास करन ेवाल ेव्यजि के जलए माजसक पास की िर वर्ग-360 के जलए 27/- रुपए (रुपए तीन सौ साि मात्र) ह ैऔरउि जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध्यधीन ह।ै

5. रािमागग खंड पर एकाजधक यात्राओं के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत:- सारणी – 5 सिं ेय धनराजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्यत की अवजध अजधकतम सख्ं या एक तरफ की यात्रा के जलए िल्ु क का डेढ़ गनु ा भुगतान के समय से िो चौबीस घंटे4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] पचास एकल यात्राओं के जलए भुगतान िुल्क की िो- भुगतान की जतजथ स ेएक पचास जतहाई राजि मास

6. जिस जिले में िल्ु क प्लािा जस्ट्थत ह,ै वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के तहत चलन े वाले वाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के वाहन के जलए जनधागररत िर का 50% होगा, बित ेऐस ेवाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो।

7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स ेअजधक भार लि ेयांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10में जवजनर्िगष्ट िल्ु क के समतुल्य िुल्क का भुगतान करने के जलए उत्तरिायी होगा।

8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप्त वाहनों की श्रणे ी, सर्वगस रोड, वैकजल्पक सड़क इत्यादि उि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनरूु प होंगी।

9. उि जनयमों के जनयम 12 के अनसु ार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा।

10. उपयुगि सारणी 1– यथा उजल्लजखत आधार वर्ग .के जलए प्रजत दकमी 08-2007 िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों से िुल्क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उस े उि जनयमों के जनयम 5 के अनुसार प्रजतवर्ग संिोजधत दकया िाएगा तथा तिनुसार उस े अग्रँ ेिी और क्षेत्रीय भार्ा के कम से कम एक–एक समाचार पत्र म ेंप्रकाजित दकया िाएगा।

11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 1034.26 करोड़ रुपये ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट्थानांतरण, पड़े ों को काटने, भजवष्य में सुिढ़ृ ीकरण, क्षमता म ेंवजृ ि इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए पूंिीगत लागत पररवतगन के अध्य धीन ह।ै प्राप् त प्रयोक्त ा िुल्क के माध् यम स ेवसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा.सं. पररयोिना-26016(12)/2/2026- पीआईय ूमिरु ै/ ई -267520] चेतना नंि डसंह, संयिु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION New Delhi, the 28th August, 2026 S.O. 4794(E).— Whereas, vide notifications of the Government of India in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways) number S.0.465

(E), dated the 26th April, 2002, issued under section 11 of the National Highways Authority of India Act,1988 (68 of 1988, the Central Government had entrusted the stretches of Salem to Madurai section (from Km.

207.600 to Km. 248.165, Km. 259.230 to Km. 292.400, Km. 306.400 to Km. 446.800) of National Highway No.07 (New NH- 44) in the State of Tamil Nadu to the National Highways Authority of India (hereinafter referred to as the Authority);

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of rates and Collection) Rules, 2008 and subsequent amendments (hereinafter referred to as the "rules") and in supersession of the

notification of the Government of India in the Ministry of Road Transport and Highways number S.O.

1856(E) dated 29.07.2009, the Central Government hereby levies the fee at the rate specified in column(2) of the Table 1 for net road section length of 43.162 Km (Table-2) and for equivalent structure length (having length more than 60m) of 0.187 Km (having length of 1.87 Km) and at one and half times the base rate for bypasses having length of 9.70 Km (Table 3) costing rupees ten crore or more on the type of vehicles specified in column (1) Table-1 below for use of four laning of Dindigul to Samayanallur section from design Km.

368.147 to Km. 421.196 (existing Km. 373.275 to Km 426.60) of NH-07 (New No.44) in the State of Tamil Nadu and authorises the Authority to collect, either through its officials or through a contractor, the said fee,

In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalization factor of 10:

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.360/- (Rupees Three Hundred and Sixty only) for the year 2026-27, and is subject to revision every year as per the provisions of the said rules.

5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- Table-5 Amount Payable Maximum number of one-way Period of validity journeys allowed One and half times of the fee for Two Twenty-four hours from the one way journey time of payment Two-third of amount of the Fifty One month from date of Fee payable for fifty single payment journeys

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.

7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules.

8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.

9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7

10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

11. The estimated capital cost of the project is Rupees 1034.26 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
