L.-33004/99 सी.जी.-डी.एल.-अ.-28032025-262048 CG-DxLx-xEG-I2D8H0x3x2x0 25-262048 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 1484] नई दिल्ली, बृहस्ट्प जतवार, माच ग27, 2025/चत्रै 6, 1947 No. 1484] NEW DELHI, THURSDAY, MARCH 27, 2025/CHAITRA 6, 1947 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 27 माच,ग 2025 का. आ. 1502(अ).— यतः, केन्द्रीय सरकार ने, राष्ट्रीय रािमागग अजधजनयम, 1988 (1988 का 68) की धारा 11 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना संख्या का.आ. 3836 (अ), दिनांक 02.08.2018 द्वारा आंध्र प्रिेि राज्य में एनएच-140 के दकमी 0.000 से दकमी 61.128 (पुटालपड्डु के जनकट एनएच-40 के साथ िंक्िन से मल्लावरम खंड) तक का खंड भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिसे इसके पश्चात् ‘प्राजधकरण’ कहा िाए) को सुपुि गदकया ह;ै और यतः, भारतीय राष्ट्रीय रािमागग प्राजधकरण अजधजनयम, 1988 (1988 का 68) की धारा 14 के प्रावधान के अनुसरण में, प्राजधकरण ने एनएचआईटी साउिनग प्रोिेक््स प्राइवेट जलजमटेड ("एनएसपीपीएल"), और जिसका पंिीकृत कायागलय 325, तीसरा तल, डी21 कॉपोरेट पाकग, सेक्टर 21, द्वारका, धूलसीरस, नई दिल्ली, िजिण पजश्चम दिल्ली-110077 में है (जिसे इसके पश्चात "कंसेसनेयर" कहा िाए) के साथ 12.03.2025 को आंध्र प्रिेि राज्य में राष्ट्रीय रािमागग सं. 140 के दकमी 0.000 से दकमी 61.128 (कुल पररयोिना लंबाई 61.128 दकमी) तक जचत्तूर-मल्लावरम खंड (जिसे इसके पश्चात उक्त खंड कहा िाए) पर टोल लगाने, संचालन, अनुरिण और हस्ट्तांतरण के जलए एक करार (जिसे इसके पश्चात उक्त करार कहा िाए) दकया ह।ै अब, इसजलए, राष्ट्रीय रािमागग िुल्क (िर अवधारण एव ं संग्रहण) जनयम, 2008 के जनयम 3 (जिसे इसके पश्चात “जनयम’’ कहा िाए) के साथ परित राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 8ए द्वारा प्रित्त िजक्तयों का उपयोग करते हुए और ऐसे अजधक्रमण से पहले की गई या करने से छूटी हुई बातों को छोड़कर अजधसूचना संख्या का.आ. संख्या 2436 (अ) दिनांक 21.06.2021 का अजधक्रमण करते हुए केंर सरकार, उक्त खंड के जनमागण, अनुरिण, प्रबंधन और संचालन में िाजमल व्यय, जनवेि की गई पूंिी पर ब्याि, उजचत ररटनग, यातायात की मात्रा और प्राजधकरण और कंसेसनेयर के साथ दकए गए करार की अवजध को ध्यान में 2206 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] रखते हुए, एतिद्वारा अजधसूजचत करती ह ैदक उक्त खंड के उपयोग के जलए नीचे िी गई ताजलका 1 के कॉलम (1) में जवजनर्िगष्ट वाहनों के प्रकार पर छह लेन के 36.6282 दकमी जनवल सड़क खंड लंबाई और 13.428 दकमी (लंबाई 1.3428 दकमी) समतल्ु य संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) के जलए यांजत्रक वाहनों पर नीचे ताजलका -1 के कॉलम (2) में जवजनर्िगष्ट िरों पर और 10 करोड़ रू. या उससे अजधक की लागत वाले 23.157 दक.मी. लंबाई वाले छह लेन बाईपास के जलए आधार िर के डेढ़ गुना िर पर िुल्क उद्ग्रहीत और संग्रहीत दकया िाएगा, तथा उक्त कंसेसनेयर को वाजणजज्यक संचालन की जतजथ या प्रकािन या आजधकाररक रािपत्र में इस अजधसूचना के प्रकािन की जतजथ, िो भी बाि में हो, से लेकर करार में जवजनर्िगष्ट समाजि की जतजथ तक िुल्क संग्रहीत और प्रजतधाररत करने के जलए प्राजधकृत करती है। सारणी-1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दक.मी. आधार िल्ु क िर (रुपए म)ें (1) (2) कार, िीप, वैन अथवा हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के मालवाहक वाहन अथवा जमनी बस 1.05 बस अथवा रक (िो धुरी वाले) 2.20 तीन धुरा वाले वाजणजज्यक वाहन 2.40 भारी जनमागण मिीनरी (एच.सी.एम.) अथवा अथग मूववंग उपस्ट्कर (ई.एम.ई) 3.45 अथवा बहुधुरीय वाहन (एम.ए.वी.) (चार से छह धुरी वाले) बड़े आकार वाले वाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अंतगगत उिगृहीत और संगृहीत िुल् क ऐसे पथकर प्ल ािाओं के अंतगगत जवजनर्िगष् ट िरू ी हते ु जनम् नजलजखत पथकर प्ल ािाओं में िेय और संिेय होगी, अथागत:- सारणी -2 टोल प् लािा का स्ट्थ ान (जवद्यमान दकलोमीटर[दकमी]) लंबाई (दकमी म)ें जिसके जलए िल्ु क सिं ये ह ै िर जिस पर िल्ु क सिं ये ह ै आंध्र प्रिेि के जचत्तूर जिले में गडांकी गांव 36.6282 चार या अजधक लेन के जलए ऊपर के पास एनएच-140 के जडिाइन दकमी [बाईपास की लंबाई (जिनकी लागत 10 करोड़ सारणी-1 में उजल्लजखत आधार िरों का 37.350 पर से अजधक) और (>60 मीटर)] संरचनाओं की 100% लंबाई को छोड़कर 2. उपयुगक्त के अजतररक्त, जनम् नजलजखत स्ट्थानों पर 10 करोड़ रुपये या उससे अजधक लागत वाले बाईपास के उपयोग के जलए जनम्नजलजखत िुल्क भी िेय और संिेय होगा: सारणी-3 टोल प्लाज़ा का बाईपास का पर आरंभ होत े पर जमलत े बाईपास की लबं ाई बाईपास की िर जिस पर िल्ु क स्ट्थान (चने िे ) नाम और हुए (दक.मी. म)ें हुए जिसके जलए िल्ु क लागत (करोड़ सिं ये ह ै स्ट्थान सिं ये ह ै(दक.मी. म)ें रुपए म)ें (दक.मी.म)ें आंध्र प्रिेि के जचत्तूर कजनपकम 3.565 20.800 16.157 (संरचनाओं चार या अजधक 457.24 जिले में गडांकी गांव बाईपास की लंबाई को छोड़कर लेन के जलए ऊपर[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 के पास एनएच-140 (> 60 मीटर) अथागत सारणी-1 में के जडिाइन दकमी 1.078 दकमी) उजल्लजखत आधार 37.350 पर िरों का 100% कािीपेंटला 40.700 47.700 7.000 198.10 बाईपास कुल (दक.मी.म)ें 23.157 655.34 3. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल् क प्ल ाज़ा (प् लाज़ाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतुल् य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमागग की समतुल् य लंबाई में अवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्नजलजखत िुल्क भी िेय और संिेय होगा: सारणी-4 टोल प् लािा का स्ट् थान (जवद्यमान सड़क की लबं ाई के समकि सड़क लबं ाई िर जिस पर िल्ु क भुगतान योग्य है समान पररवर्ततग (दक.मी. म)ें दकलोमीटर[दकमी]) बजु नयािी ढाचं ा की लंबाई (दक.मी. म)ें आंध्र प्रिेि के जचत्तूर जिले में गडांकी चार या अजधक लेन के जलए ऊपर गांव के पास एनएच-140 के जडिाइन 1.3428^ 13.428 सारणी-1 में उजल्लजखत आधार िरों का दकमी 37.350 पर 100% ^60 मीटर से अजधक लंबाई वाली 6 लने संरचनाओं का ब्योरा इस प्रकार ह :ै क्रम स.ं जवद्यमान दकलोमीटर सरं चना का प्रकार कुल लंबाई (दकमी) स े तक 1 8.150 8.450 बड़ा / जस्ट्टल्ट पुल 0.300 2 8.700 8.900 बड़ा पुल 0.200 3 10.000 10.500 बड़ा / जस्ट्टल्ट पुल 0.500 4 20.161 20.239 बड़ा पुल 0.078 5 49.1021 49.1669 बड़ा पुल 0.0648 6 60.276 60.476 बड़ा पुल 0.200 कुल लंबाई 1.3428 4. प्राजधकरण यांजत्रक वाहनों पर लगाए िाने वाले प्रयोक्ता िुल्क िर का जनधागरण करते समय राष्ट्रीय रािमागग िुल्क जनयमों के जनयम 4(5) और जनयम 4(6) का अनुपालन सुजनजश्चत करेगा, िैसा दक ताजलका-1 में जवजनर्िगष्ट है।” 5. गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प् लाज़ा से बीस दक.मी. की िरू ी के भीतर जनवास करने वाले व् यजक्त के जलए माजसक पास की िर वर्ग 2024-25 के जलए 340.000/-रूपए (तीन सौ चालीस रूपए मात्र) ह ै और राष्ट्रीय रािमागग िुल्क (िर अवधारण एवं संग्रहण) जनयम, 2008 के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के अध्य धीन है। 6. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागत्ः सारणी-5 अनज्ञु ात एकतरफा यात्राओं की अजधकतम संख्या सिं ये धनराजि जवजधमान्द्यत की अवजध एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क भुगतान की तारीख से एक मास की राजि का िो-जतहाई पचास4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 7. िुल्क प्लािा जस्ट्थत होने वाले जिले में पंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह ेवाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 8. दकसी यांजत्रक वाहन पर जनयमों के अंतगगत उसकी श्रेणी के जलए जनर्िगष्ट अनुज्ञेय भार से अजधक भार लिा हुआ है, तो उसे प्लािा पार करने के जलए राष्ट्रीय रािमागग का उपयोग करने की अनुमजत तब तक नहीं िी िाएगी िब तक दक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व्यजक्त, उक्त जनयमों में लागू प्रावधान के अनुसार िुल्क संग्रहण एिेंसी को राष्ट्रीय रािमागग पर अजतभाररत वाहन के प्रवेि के जलए िुल्क का भुगतान करने के जलए उत्तरिायी होगा, अथागत्: - सारणी -6 अजधकतम अनुज्ञेय सकल वाहन भार से आधार िर में गुणन कारक िुल्क अजधक भार का प्रजतित (1) (2) (3) 0% से 20% िो >20% से 40% चार [(जनयम 4 के उपजनयम (2) के अंतगगत यांजत्रक >40% से 60% छह वाहन की ऐसी श्रेणी के जलए लागू िुल्क) x (गुणन कारक)] >60% से80% आि >80% और उससे अजधक िस 9. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट-प्राि वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी। 10. उक्त जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 11. यांजत्रक वाहनों से िुल् क की वास्ट् तजवक राजि उपयुगक् त ताजलका-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा की िाएगी। प्राजधकरण द्वारा इसे कंसेसनेयर के माध्यम से अंग्रेिी और स्ट्थानीय भार्ा में कम से कम एक समाचार पत्र में प्रकाजित कराया िाएगा और उसके बाि उक्त जनयम के जनयम 5 और ररयायत करार के उपबंधों के अनुसार इसे प्रजतवर्ग संिोजधत दकया िाएगा और प्रकाजित दकया िाएगा; तथाजप, बिते दक ऐसा संिोधन िुल्क के पूवगवती संिोधन की तारीख से 6 (छह) महीने की अवजध तक प्रभावी नहीं होगा। [फा. सं. जवत्तअनुभाग-16012(12)/1/2024-O/o मप्र.(वित्त-II)-भाग(3)/ई-249666] कमलिे चतुवेिी, सयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2025 S.O. 1502(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number SO No. 3836 ( E) 02.08.2018 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 0.000 to km 61.128 (Junction with[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 NH-40 near Putalpaddu to Mallavaram Section) of NH-140 in the state of Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an Agreement (hereinafter referred to as said agreement) with with NHIT Southern Projects Private Limited ("NSPPL"), and having its registered office at 325, 3rd Floor, D21 Corporate Park, Sector 21. Dwarka, Dhulsiras, New Delhi, South West Delhi-110077 (hereinafter referred to as “Concessionaire”) on 12.03.2025 for the Tolling, Operation, Maintenance and Transfer of Chittoor - Mallavaram section from km 0.000 to km 61.128 (Total Project length 61.128 km) of National Highway No. 140, in the state of Andhra Pradesh (hereinafter referred to as the said section). Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”) and in supersession of the Notification Number S.O. The Authority shall ensure compliance with Rule 4(5) and Rule 4(6) of the NH Fee Rules while determining the user fee rate to be levied on mechanical vehicles, as specified in Table-1. 5. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008. 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 8. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 10. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 11. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
