(तीन सौ चालीस रुपए मात्र) ह ैऔि उक्त धनयमों के प्राविानों के अनुसाि प्रधतवर् ग संशोिन के अध्यिीन ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 5. िाजमार् ग िंड पि बहुल यात्राओं के धलए धनम्नधलधित ििों पि पास जािी ककए जाएर्ं े, अथागत् ताजलका-5 भर्ु तान-योग्य िनिाधश अनमु त एकतिफा यात्राओं की वधै ता की अवजध अधिकतम सख्ं या एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय स े चौबीस घंटे पचास एकल यात्राओं के धलए भुर्तान-योग्य फीस की पचास भुगतान की तारीख स े एक िाधश का िो-धतहाई महीना 6. फीस प्लाजा धथथत होने वाले धजले म ें पंजीकृत वाधणधज्यक वाहनों (िाष्ट्रीय पिधमट के अिीन प्रचाधलत ककए जा िह े वाहनों को छोड़कि) के धलए फीस उस श्रेणी के वाहन हते ु धनिागरित िि की 50% होर्ी, बशते कक ऐसे वाधणधज्यक वाहनों के प्रयोर् के धलए कोई सर्वगस िोड या वैकधलपक सड़क उपलब्ि न हों। 7. संबंधित श्रेणी के वाहनों के धलए धवधनर्िगष्ट अनुज्ञेय भाि स े अधिक भाि लि े यांधत्रक वाहन का चालक या थवामी या प्रभािी व्यधक्त, िाष्ट्रीय िाजमार् ग पि अधतभाि लिे वाहन के प्रवेश के धलए टोल संग्रहण एजेंसी को ऐसी श्रेणी के वाहनों के प्रवेश धलए, कधथत धनयमों के धनयम 10 के उप-धनयम 1ए के अनुसाि अनप्रु योज्य फीस के समतुलय फीस का भुर्तान किन े के धलए उत्तििायी होर्ा औि वह िाजमार् ग िंड का प्रयोर् किन े के धलए तब तक हकिाि नहीं होर्ा जब तक ऐस े यांधत्रक वाहन स े लिा अधतभाि हटाया नहीं जाता। 8. सभी परिभार्ाए,ं यांधत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भाि, छूट प्राप्त वाहनों की श्रणे ी, सर्वगस िोड, वैकधलपक सड़क इत्याकि पूवोक्त धनयमों म ेंधवधनर्िगष्ट परिभार्ाओं के अनरूु प होंर्ी। 9. फीस की ििें उक्त धनयमों के धनयम 12 के अनुसिण म ेंप्रयोक्ताओं के सूचनाथग प्रिर्शगत किनी होंर्ी। 10. यांधत्रक वाहनों स े फीस की वाथतधवक िाधश उपयुगक्त ताधलका-1 म ें यथा-उधललधित आिाि वर्ग 2007-08 के धलए प्रधत ककमी फीस की आिाि िि के आिाि पि प्रभारित होर्ी औि छूटों की र्णना भाितीय िाष्ट्रीय िाजमार्ग प्राधिकिण द्वािा िंड की पूिी हो र्ई लंबाई के आिाि पि की जाएर्ी औि उसे उक्त धनयमों के धनयम 5 के अनुसाि प्रधत वर्ग संशोधित ककया जाएर्ा तथा तिनुसाि उसे अंग्रेजी औि क्षेत्रीय भार्ा के कम स े कम एक-एक समाचाि पत्र म ें प्रकाधशत ककया जाएर्ा। 11. इस परियोजना की प्राक्कधलत पूंजीर्त लार्त 1070.45 किोड़ रु. ह।ै भूधम अधिग्रहण, सावगजधनक जन सुधविाओं के थथानातं िण, पेड़ों को काटने, आकि कायगकलापों को अभी पूिा ककया जाना ह ै इसधलए, पूंजीर्त लार्त परिवतनग के अध्यिीन ह।ै प्राप्त प्रयोक्ता फीस के माध्यम स े वसूल की र्ई पूंजीर्त लार्त का भाितीय िाष्ट्रीय िाजमार्ग प्राधिकिण द्वािा रिकाडग ििा जाएर्ा। [फा. स.ं एमओआरटीएच/पीआईयू/एमपीटी/एनएचडीपी-IV/एनएच-216/काकीनाड़ा बाइपास/टोल नोरटदफकेिन/ ई-247473] कमलेश चतुवेिी, संयक्ु त सधचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 21st March, 2025 S.O. 1365(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S. O. 2530 (E) dated the 17th September, 2015 issued under Section 5 of National Highways Act, 1958 (48 of 1958), the Central Government has entrusted the National Highway-216 (Old NH-214) from Digamarru to Kathipudi in the State of Andhra Pradesh to the State Government of Andhra Pradesh. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules") and in suppression to notification S.O. 4125(E), Dated 15.11.2019, the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 17.627 km (Table-2) and for equivalent structure length (having more than 60m) of 2.330Km (having total length of 0.233Km, Table-4) and at one hundred and fifty percent of the base rate for bypass havin-g length of 9.640 Km (Table-3) costing rupees ten crore or more, for four lane section and at ninety percent of the base rate for bypass having length of 18.836 Km (Table-3) costing rupees ten crore or more and at sixty percent of the base rate for equivalent structure length (having length more than 60m) of 3.890 km (having length of 0.389 km, Table-4) for two lane with paved shoulders, on the type of vehicles specified in column (1) of the Table 1 below of Kathipudi to Gurajanapalli (end of Kakinada bypass) from design kilometer 0.000 to kilometer 46.725 (existing km 000.000 to km 41.161) of National Highway number 216 (old NH-214) in the State of Andhra Pradesh and authorises the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table 1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-Commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred and Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-5 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys. 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1070.45 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
