तीन सौ ) रुपय े 340.00 के जलए 26-2025 वष ग ,ह ै तथा िुल्क प्लािा स े बीस दकलोमीटर की िरू ी के भीतर रहता है िो प्रावधानों के अनुसार ,ह ै(चालीस रुपय ेमात्र उक्त जनयम में प्रत्येक वषग के संिोधन के अधीन ह।ै 4. रािमागग खंड पर एकाजधक यात्राओं के जलए, जनम्नजलजखत िरों पर पास िारी दकए िाएगं े, अथागत: सारणी - 4 िेय राजि अजधकतम संख्या एक वैधता की अवजध अनमु त यात्रा माग ग एक तरफ की यात्रा के जलए िुल्क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क की राजि का िो- पचास भुगतान की तारीख से एक महीने जतहाई 5. जिस जिल े में िुल्क प्लािा जस्ट्थत हवै हां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के तहत चलन े वाल े वाहनों , को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन के जलए जनधागररत िर का 50%होगाबिते ऐसे वाजणजज्यक वाहनों के , उपयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लि े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजक्तराष्ट्रीय रािमागग पर अजतभार ल ,ि े वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए कजथत जनयमों के जनयम10 ,के उप1 जनयम-ए में जवजनर्िगष्ट िल्ु क के समतल्ु य िल्ु क का भगु तान करने के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभाषाएवं ैकजल्पक ,सर्वगस रोड ,छूट प्राप्त वाहनों की श्रणे ी ,इनके अनुज्ञेय भार ,यांजत्रक वाहनों की श्रणे ी , सड़क इत्यादि उक्त जनयमों में जवजनर्िगष्ट पररभाषाओं के अनरूु प होंगी। 8. उक्त जनयमों के जनयम 12 के अनुसारउपयोगकताओंग की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया , िाएगा। 9. उपयुगक्त सारणी 1 –में यथा उजल्लजखत आधार वषग .के जलए प्रजत दक 2008 – 2007मी .िुल्क की आधार िर के आधार पर यांजत्रक वाहनों से िुल्क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5के अनुसार प्रजतवष ग संिोजधत दकया िाएगा तथा तिनुसार उसे अाँग्रेिी और क्षेत्रीय भाषा के कम से कम एक–एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की अनुमाजनत पूंिीगत लागत 2703₹.97 करोड़ रुपये ह।ै चूंदक भूजम ,अजधग्रहणउपयोजगता , पिूं ीगत लागत पररवतनग के ,इसजलए ,इत् यादि कायगकलापों को अभी परू ा दकया िाना है ,पेड़ों को काटन े ,स्ट्थानांतरण अध् यधीन ह।ै प्राप् त प्रयोक्त ा िल्ु क के माध् यम स ेवसूल की गई पिूं ीगत लागत का प्राजधकरण द्वारा ररकाड गरखा िाएगा। [फा. सं. यूपीडीआईवी-21015/244/2025- भाराराप्रा-क्षे.का. वाराणसी (उ.प्र. पूवग) /ई- 259648] चेतना निं ससंह, संयुक्त सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 19th January, 2026 S.O. 370(E).—Whereas by notification of the Government of India in the Ministry of Road Transport rd and Highways number S.O.3833(E) dated the 3 August, 2018, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government had entrusted the stretch from Kilometer 0.000 to Kilometer 80.000 of Sonauli – Gorakhpur Section of National Highway-29 Extension in the State of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, by notifications of the Government of India in the Ministry of Road Transport and Highways numbers S.O.1611(E) dated 16th April, 2019 and its subsequent amendment notification number S.O. 4382 (E) dated 25th September, 2025, the Central Government had authorised the authority to collect, either through its official or through a Contractor, for the use of two laning with paved shoulder of Sonauli to Gorakhpur Section from Design Km. 0.000 (Existing chainage Km. 0.000) to Design Km. 81.412 (Existing chainage Km. 80.000) of National Highway No. 24 (Old NH- 29E) in the State of Uttar Pradesh ; Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), and in supersession of the notifications of the Government of India in the Ministry of Road Transport and Highways numbers S.O. 1611(E) dated 16th April, 2019, and S.O. 4382(E) dated 25th September, 2025, except as respects things done or omitted to be done under such supersession , the Central Government hereby notifies that this notification shall come into force with effect from the Commercial Operation Date (COD) of the ongoing four-laning work of the existing two-lane Sonauli–Gorakhpur section. Accordingly, the fee shall be levied on the type of vehicles specified in column (1) of the Table-1 at the base rate specified in column (2) of the Table-1 below for the net road length of 74.200 kilometer [Table-2], and at one and half times the base rate specified in column (2) of the Table-1 for bypasses having length of 5.340 kilometer [Table-3] costing rupees ten crore or more, for the use of four lane with paved shoulders of Sonauli to Gorakhpur section from design kilometer 0.000 (existing chainage kilometer 0.000) to design kilometer 79.54 (existing chainage kilometer 80+295) on National Highway number 24 (old NH-29E) in the state of Uttar Pradesh and the Central Government hereby authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table- 1 Base rate of fee per km for the base year Type of vehicle 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini 1.05 Bus Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to 3.45 six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.000 (Three Hundred and Forty Rupees only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table -4 Maximum number of one way journeys allowed Amount Payable Period of validity One and half times of the fee for one way journey Two Twenty-four hours from the time of payment Two-third of amount of the fee payable for fifty Fifty One month from date of payment single journeys. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 2703.97 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
