## Policy Analysis Report: Notification Regarding Fee Collection on Nashik Phata-Khed Section of National Highway 60
**1. Executive Summary:**
This report analyzes a notification from the Ministry of Road Transport and Highways, Government of India, dated July 15, 2022, regarding the levy and collection of fees on mechanical vehicles using the Nashik Phata-Khed section of National Highway 60 in Maharashtra. This notification supersedes previous notifications on the same matter (S.O.1760E dated 15.12.2005 and S.O. 2743E dated 08.07.2021). The core purpose is to establish and authorize the collection of fees for the use of this highway section, specifying rates based on vehicle type and distance. Key findings include the detailed fee structure, location of fee plazas, provisions for local users, and regulations for overloaded vehicles.
**2. Introduction:**
This report aims to provide a comprehensive overview of the policy notification S.O. 3205(E), issued on July 15, 2022, by the Ministry of Road Transport and Highways concerning fee collection on the Nashik Phata-Khed section of National Highway 60. This analysis is based solely on the information provided within the notification document.
**3. Policy Overview:**
This notification acts as an *amendment* to previously existing policy regarding toll collection on the Nashik Phata-Khed section of NH-60.
* **Core Objective(s):** The core objective of this notification is to define and enforce the collection of fees for using the specified section of National Highway 60 (Nashik Phata-Khed). This includes specifying fee rates based on vehicle type, designating fee plaza locations, and outlining rules for fee collection and exemptions.
**4. Background and Rationale:**
This notification amends previous policies regarding toll collection. The likely reason *for this specific amendment*, based on the provided text, is to update or revise the fee structure, collection methods, or specific details related to tolling on the Nashik Phata-Khed section of NH-60. This could be due to changes in traffic volume, infrastructure improvements, or the need to adjust fees to reflect costs and maintain the highway effectively. The notification explicitly states that it supersedes earlier notifications S.O.1760E and S.O.2743E, indicating a need for updated guidelines.
**5. Key Provisions / Changes:**
This section details the changes introduced by the notification text and focuses specifically on:
* **Original Policy Being Changed:** The notification supersedes notifications S.O.1760E dated 15.12.2005 and S.O. 2743E dated 08.07.2021, which previously defined the tolling policy for this highway section. This new notification replaces those policies with an updated framework.
* **New Rule/Provision:**
* **Fee Structure (Table 1):** Specifies the base rate of fee per km for different vehicle types, using the year 2007-08 as the base year for calculations.
* **Fee Plaza Locations (Table 2):** Defines the exact locations of the two fee plazas (FP1 and FP2) and the net road length for which fees are payable at each plaza. It also stipulates that users paying at one plaza are exempt from paying at the other.
* **Monthly Pass for Local Residents (Point 3):** Sets a monthly pass rate of Rs 275.00 for non-commercial vehicles registered to residents within 20 km of the fee plaza, subject to annual revisions.
* **Passes for Multiple Journeys (Table 3):** Defines the rates for passes allowing multiple journeys within specified timeframes.
* **Fee Reduction for Local Commercial Vehicles (Point 5):** Provides a 50% reduction in fees for commercial vehicles registered in the district where the fee plaza is located (excluding national permit vehicles), provided no service road or alternative road is available.
* **Overloaded Vehicle Fee (Point 6):** States that vehicles exceeding permissible load limits will be subject to fees as specified in sub-rule 1A of rule 10 of the said rules.
* **Definitions (Point 7):** States that definitions including mechanical vehicles, permissible load, exempted vehicles, service road and alternative road shall be as per definitions specified in the said rules.
* **Display of Fee Rates (Point 8):** Requires the display of fee rates for the information of users, as per rule 12.
* **Annual Revision (Point 9):** Specifies that the actual amount of fee and discounts will be calculated based on the completed length of the section, using 2007-08 as base rate, and revised annually.
* **Difference/Effect of Change:** The updated notification likely aims to adjust fee rates, streamline fee collection processes, and provide specific provisions for local residents and commercial vehicles. The changes would impact the cost of travel on this section of NH-60 for all vehicle users, with potential benefits for local residents and commercial entities through discounted rates.
**6. Target Audience and Stakeholders:**
Based on the provided text, the target audience and stakeholders include:
* **Vehicle Owners and Operators:** All owners and operators of mechanical vehicles using the Nashik Phata-Khed section of National Highway 60, especially car, jeep, van, Light Commercial Vehicle, Light Goods Vehicle, Mini Bus, Bus, Truck, Heavy Construction Machinery (HCM), Earth Moving Equipment (EME), Multi Axle Vehicle (MAV) and Oversized Vehicles.
* **Local Residents:** Individuals residing within 20 kilometers of the fee plazas who own non-commercial vehicles.
* **Commercial Vehicle Operators:** Businesses operating commercial vehicles registered in the district where the fee plaza is located.
* **National Highways Authority of India (NHAI):** The Authority responsible for collecting fees, either directly or through a contractor.
* **Fee Collection Agency/Contractor:** The entity directly involved in collecting fees at the fee plazas.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The National Highways Authority of India (NHAI) is the responsible authority for implementing this notification, including fee collection and enforcement. The Ministry of Road Transport and Highways is responsible for issuing the notification and setting the policy.
* **Timelines/Procedures:** The notification came into effect on July 15, 2022. Fees are to be levied and collected at the designated fee plazas (FP1 and FP2). The fee rates are subject to annual revision based on the established formula. Procedures for issuing monthly passes and discounts are implied but not explicitly detailed in the text. Overloaded vehicle regulations are to be enforced.
* **Amendment-Specific Implementation:** The NHAI needs to ensure that fee collection aligns with the newly defined rates, plaza locations, and discount provisions. They must update their systems to accommodate the new fee structure and verify eligibility for local resident passes and commercial vehicle discounts. Enforcement of the overloaded vehicle fee also needs to be implemented.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of these specific changes is to:
* **Generate Revenue:** To finance the maintenance and improvement of the Nashik Phata-Khed section of National Highway 60.
* **Regulate Traffic:** To manage traffic flow and ensure compliance with regulations, such as those related to overloaded vehicles.
* **Provide Benefits to Local Residents:** Offer more affordable access to the highway for nearby residents.
* **Support Local Businesses:** Reducing fee rates for local commercial vehicles.
**9. Conclusion:**
The notification S.O. 3205(E) dated July 15, 2022, significantly impacts the tolling policy on the Nashik Phata-Khed section of National Highway 60. It establishes a new fee structure, designates fee plaza locations, and provides specific provisions for local residents and commercial vehicle operators. This analysis, based solely on the provided notification text, highlights the key changes and their likely implications. The changes supersede previous tolling policy and set the groundwork for fee collections moving forward.
