(करोड़ में) ूपपए म)ें झारखण्ड राज्य के जडजाइन दकमी जडजाइन चार या अजधक रााँची जिले के तरुु प 113.730 दकमी लेन के जलए गााँव के बर ीच/एनएच एनएच-33 का 140.000 ऊपर सारणी-3 (मौिूिा दकमी 2 .407 33 के जनकट रांची बर ाईपास (मौिूिा में उजल्लजखत 113.730) 339.967 दकमी 545.52 आधार िरों का दकमी/चेनेि पर 140.000) 3 0%[भाग II—खण् ड 3(ii)] भारत का रािपत्र असाधारण 3 3. उपयुगि के अजतररि, जनम्नजलजखत बर ुजनयािी ढांचों , जिनकी लम्बर ाई 60 मीटर स े अजधक ह,ै के उपयोग के जलए ऐसी बर ुजनयािी ढांचों की लम्बर ाई को समकरण गुणक 10 से गणु ा करके रािमागग की समकक्ष लम्बर ाई में पररवतितगत करत े हुए, जनम्नजलजखत िुल्क प्लािा (प्लािा) ) पर, जनम्नजलजखत िुल्क भी िेय और भगु तान योग् य होगाः सारणी – 4 िुल्क प्लािा का स्ट्थान (चैनेि) संरचनाओ की लंबर ाई (दक.मी. सड़क की िर जिस पर िुल्क भगु तान में) जिसको सड़क की समकक्ष समकक्ष लम्बर ाई योग् य ह ै लम्बर ाई मे पररवतितगत दकया (दक.मी. म)ें िाना ह ै झारखण्ड राज्य के रााँची जिल ेके चार या अजधक लेन के जलए तुरुप गााँव के बर ीच/एनएच 33 के ऊपर सारणी-3 में उजल्लजखत 0.8625 8.625 जनकट 339.967 दकमी/चेनेि पर आधार िरों का 300% ^ब् योरा इस प्रकार ह ै क्रम स.ं चनै ेि संरचना का प्रकार लंबर ाई (दकमी में) दक.मी. से दक.मी. तक 1 124+495 124+583 आरओबर ी 0.0874 2 125+492 125+568 आरओबर ी 0.07 4 3 116+196 116+348 बर ड़ा पुल 0.3 20 4 137+652 137+740 बर ड़ा पुल 0.0888 125+237 125+492 वायडक् ट (रांची समाजि पर) 0.2 6 125+568 125+688 वायडक् ट (िमिेिपुर समाजि पर) 0.3398 7 120+984 121+068 फ्लाईओवर 0.0836 कुल 0.8625 4. जिस व्यजि का अपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत हुआ हो और वह िुल्क प्लािा स े बर ीस दकलोमीटर तक की िरू ी में ही रहता/रहती हो, उसके जलए वर्ग 2023-24 के जलए माजसक पास की िर 330.000/- ूपपए (तीन सौ तीस ूपपए मात्र) होगी और उि जनयमों के उपबर ंधों के अनुसार उसमें प्रत्येक वर्ग संिोधन दकया िायेगा । 5. रािमागग खण्ड पर बर हुयात्रा) हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी- िेय राजि अनुमत् य े एकतरफा यात्रा) वैद्यता अवजध की अजधकतम संख्या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबर ीस घंटे पचास एकल यात्रा) के जलए भुगतान िुल्क की पचास भुगतान की तारीख से एक मास राजि का िो-जतहाई4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 6. जिस जिले म ें िल्ु क प्लािा जस्ट्थत ह ै उसमें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बर िते के ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सतिवगस रोड अथवा वैकजल्पक सड़क उपलब्ध न हो। 7. िो यांजत्रक वाहन अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार की अपेक्षा अजधक भार से लिा हुआ होगा उसके चालक अथवा माजलक अथवा प्रभारी व्यजि को ऐसे अजधक भार से लिे हुए वाहन को राष्ट्रीय रािमागग म ें प्रवेि कराने के जलए िल्ु क संग्रहण एिेंसी को राष्‍टर ीय रािमागग िुल् क जनयमावली के जनयम 30 के उप जनयम 3ए में उजल्ल जखत िुल् क के बर राबर र िल्ु क का भगु तान करना होगा और उसे रािमाग ग खण्ड का उपयोग करन े की तबर तक अनुमजत नहीं होगी िबर तक दक ऐसे यांजत्रक वाहन से अजधक भार को हटा न दिया िाए। 8. यांजत्रक वाहनों की श्रेणी, उनके जलए अनज्ञु ेय भार, छूट-प्राि वाहनों की श्रेणी, सतिवगस सडक, वैकजल्पक सड़क आदि सजहत सभी पररभार्ाएं जनयमों में उजल्लजखत पररभार्ा) के अनुसार होंगी। 9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताग) की िानकारी के जलए िल्ु क की िर प्रितििगत दकया िाएगा। 10. ऊपर सारणी-1 में यथा-उजल्लजखत, आधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िाने वाल े वास्ट्तजवक िुल्क और कटौजतयों की गणना भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण द्वारा खंडों की परू ी कर ली गई लम्बर ाई के आधार पर की िायेगी और उसमें उि जनयमों के जनयम 5 के अनुसार वातिर्गक तौर पर संिोधन दकया िाएगा तथा उसे, तिनुसार, अंग्रेिी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 545.52 करोड़ रुपए ह।ै पूंिी लागत में पररवतगन हो सकता ह ै क्य ोंदक भूजम अिगन, िन-उपयोजगता सेवा) का स्ट्थ ान बर िलन,े पेड़ों की कटाई आदि िैसे दक्रयाकलाप अभी परू े दकए िान े िेर् ह।ैं प्राजधकरण द्वारा प्रयोगकताग) से वसूल दकए गए िुल्क के िररए पूंिीगत लागत की वसूली का ररकाडग रखा िाएगा। [फा. स.ं एनएचएआई/पीआईयू/आरएनसी/एनएच-33(पैकेि-1)/ टोल_फी_नोरटदफकेिन/2023 /ई-231993] सुमन प्रसाि वसंह, संयक्ु त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 15th March, 2024 S.O. 1381(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 2739(E) dated 30th October 2009 and S.O. 1035(E) dated 7th May, 2010 issued under Section 11, of National Highways Authority of India Act, 1988 (68 of 1988) the Central Government has entrusted the stretch from kilometre 40.500 to kilometre 114.000 of Hazaribagh to Ranchi section of NH-33 and from kilometre 114.000 to kilometre 277.500 of Ranchi to Jamshedpur section of NH-33 in the State of Jharkhand to the National Highways Authority of India (hereinafter referred to as the “Authority”). Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby levies the fee on mechanical vehicles at the rate specified in column (2) of the Table 1 for equivalent structure length (having length more than 60m) of 8.625 km (having length of 0.8625 km) and at one and one half times the base rate for bypasses having length of 25.407 km costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below of Ranchi- Jamshedpur Section from design kilometre 113.730 to kilometre 140.000 (existing km 113.730 to km 140.000) of National Highway number 33 in the State of Jharkhand and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely;-[भाग II—खण् ड 3(ii)] भारत का रािपत्र असाधारण 5 Table 1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 330.00 (Three hundred Thirty Rupees) for the year 2023 - 24 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 545.52 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
