(चार स ेछह धरु ी वाल)े बड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अंतगतच उिगृजहत और सग्रं हीत िल्ु क ऐसे पथकर प्लािाओं के अंतगचत जवजनर्िचष्ट िरू ी हते ु जनम्नजलजखत पथकर प्लािाओं म ेंिेय और संिेय होगी, अथाचत; सारणी-2 िल्ु क प्ल ािा का अवस्ट्थ ान (लबं ाई दक.मी.) जिसके जलए िल्ु क सिं ेय ह ै िर जिस पर िल्ु क सिं ेय ह ै (चने िे ) 33.900 दकमी. पेव्ड सोल्डर सजहत िो लेन के जलए उपयिुच उत्तर प्रिेि के अमेिी जिल े [बाईपास (लागत 10 करोड़ स ेअजधक) की सारणी -1 में उजल्लजखत आधार िरों का के नसरतपरु गांव के पास लंबाई और सरं चनाओं (60 मीटर से अजधक) की 60% एन एच-330ए के दकमी लंबाई को छोड़कर] 29.500 (जडिाइन चेनेि) 8.600 दकमी. चार या अजधक लेन के जलए उपयुचि पर [बाईपास (लागत 10 करोड़ स ेअजधक) की सारणी -1 में उजल्लजखत आधार िरों का लंबाई और सरं चनाओं (60 मीटर से अजधक) की 100% लंबाई को छोड़कर] 2. उपयुचि के अजतररि, जनम्नजलजखत िल्ु क प्लािा पर 10 करोड़ रुपये या उससे अजधक लागत वाले बाईपास के उपयोग के जलए जनम्नजलजखत िुल्क भी िेय होगा, िो ऐस े िल्ु क प्लािा के जलए जवजनर्िचष्ट जनवल बाईपास लंबाई के जलए होगा:- सारणी -3 िल्ु क प्लाज़ा का बाइपास का नाम पर आरंभ पर जमलत ेहुए बाइपास की लबं ाई और िर जिस पर िल्ु क अवस्ट्थान (चने ज़े ) होत ेहुए लागत जिसके जलए अजतररि सिं ेय ह ै िल्ु क सिं ेय ह ै लबं ाई (दक. मी. लागत म)ें (करोड़ रुपए म)ें उत्तर प्रिेि के अमेिी िगिीिपुर जडज़ाइन जडज़ाइन दकमी 57.01 चार या अजधक जिले के नसरतपरु बाईपास दकमी 50.120 2.30610 लगभग लेन के जलए गांव के पास एन एच 47.720 उपयुचि सारणी -1 -330ए के दकमी [60 मीटर स े में उजल्लजखत 29.500 (जडिाइन अजधक लंबाई आधार िरों का चेनेज़) पर वाले संरचनाओं 150 % को छोड़कर] कुल लबं ाई 2.3061[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 * 60 मीटर से अजधक लम्बाई वाली संरचना को छोड़कर बाईपास की लम्बाई । 3. उपयुचि के अजतररि, जनम्नजलजखत िुल्क प्लािा पर (प्लािाओं) 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लम्बाई को गुणा करके रािमागच की समतुल्य लम्बाई में अवसंरचनाओं की लम्बाई को पररवर्ततच करके जनम्नजलजखत िल्ु क भी िेय और संिेय होगी:- सारणी – 4 िल्ु क प्लाज़ा का अवस्ट्थान सरं चनाओं की लबं ाई को समतल्ु य समतल्ु य सड़क वह िर जिस पर िल्ु क िेय ह)ै (चने िे ) (दकमी म)ें सड़क लबं ाई म ें की लबं ाई (दकमी. म)ें पररवर्ततच दकया िाएगा उत्तर प्रिेि के अमेिी जिल ेके चार या अजधक लेन के जलए नसरतपरु गांव के पास एन एच- उपयुचि सारणी -1 में 330ए के दकमी 29.500 0.09390 0.9390 उजल्लजखत आधार िरों का (जडिाइन चने ेज़) पर 100% ^जववरण जनम्नानुसार ह ै:- चने िे क्रम स.ं सरं चना का प्रकार लबं ाई (दकमी. म)ें दकमी स े दकमी तक 1 49.0675 50.0065 आरओबी 0.09390 कुल 0.09390 4. गैर वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और पथकर प्लािा स े बीस दकलोमीटर तक की िरू ी के भीतर जनवास करने वाले व्यजि के जलए माजसक पास की िर वर्च 2024-25 के जलए 340/-रूपए (मात्र तीन सौ चालीस रूपए) और उि जनयमों के प्रावधानों के अनुसार प्रजतवर्च संिोधन के जलए अध्यधीन ह।ै 5. रािमागच खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथाचतः सारणी – 5 अनज्ञु ात एकतरफा यात्राओं की सिं ेय धनराजि वद्यै मान्द्यता अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क पचास भुगतान की तारीख से एक मास की राजि का िो – जतहाई 6. जिस जिल े में िुल्क प्लाज़ा जस्ट्थत ह ै उसमें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन प्रचा जलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधाचररत िर की 50% होगी, बिते दक ऐस े वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वचस रोड या वैकजल्पक सड़क उपलब्ध न हों। 7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िचष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमागच पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10 के उप – जनयम 1 ए के अनुसार अनुप्रयोज्य िल्ु क के समतुल्य िुल्क का भुगतान करने के जलए उत्तरिायी होगा और वह रािमाग च खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट - प्राप्त वाहनों की श्रेणी, सर्वचस रोड, वैकजल्पक सड़क इत्यादि जनयमों में जवजनर्िचष्ट पररभार्ाओं के अनुरूप होंगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताओंच की िानकारी के जलए िल्ु क की िरों को प्रिर्िचत दकया िाएगा । 10. यांजत्रक वाहनों से िुल्क की वास्ट्तजवक राजि उपयिुच सारणी – 1 म ें यथा उजल्लजखत आधार वर्च 2007 – 08 के जलए प्रजत दक.मी. िल्ु क की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उसे उि जनयमों के जनयम 5 के अनुसार प्रजतवर्च संिोजधत दकया िाएगा तथा तिनुसार उसे अग्रँ ेिी और क्षेत्रीय भार्ा के कम स ेकम एक–एक समाचार पत्र म ेंप्रकाजित दकया िाएगा। 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 547 करोड़ रुपय े करोड़ रुपय े ह।ै चूंदक, भूजम अजधग्रहण, सावचिजनक िन सुजवधाओं के स्ट् थानांतरण, पड़े ों को काटने, इत् यादि कायचकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतनच के अध् यधीन ह।ै प्राप् त प्रयोक्त ा िुल्क के माध् यम स े वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडच रखा िाएगा। [फा. सं. यूपीडीआईवी-21018/114/2024- पीआईयू रायबरेली/ई-248090] कमलेि चतुवेिी, संयिु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 19th March, 2025 S.O. 1314(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 3690 (E), dated 09th December 2016, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 0.000 to km 50.120 Raebareli-Jagdishpur section of NH-330A in the state of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the "Authority"); Now, therefore, in exercise of the powers conferred by section 7 of the National Highway Act, 1956 (48 of 1956), read with rule 3 of the National Highway Fee (Determination of Rates and Collection) Rule, 2008 (herein referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles in column (1) at sixty per cent of the rates specified in column (2) of the Table 1 for road section length of 33.900 km [Table-2] of two lane with paved shoulders and at the 100% of rate specified in column (2) of the Table 1 for 8.600 km [Table-2] for four or more lane section & equivalent structure length (having length more than 60m) of 0.9390 km (having length of 0.09390 km [Table-4]) and at one and one half times the base rate for four lane bypass having length of 2.30610 km [Table-3] costing rupees ten crore or more on the type of vehicle specified in column (1) of the Table 1 below for the use of two/four lane with paved shoulder of Raebareli-Jagdishpur section from design km 00.000 to km 50.120 (existing chainage km. 0.00 to km 47.930), excluding the section from km 42.500 to km 47.720, of National Highway number 330A in the State of Uttar Pradesh and authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely: Table-1 Base rate of fee per km for the Type of vehicle base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving 3.45 Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance to twenty kilometers from the fee plaza is Rs.340.00 (Rupees Three Hundred Forty Only) for the year 2024-25 and is subject to revision every year as per the provision of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- Table-5 Maximum number of one Amount Payable Period of validity way journeys allowed One and one-half times of the fee for one way Two Twenty four hours from the time of journey payment. Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rs 547 Crore. The capital cost is subjected to variation as the activities of civil work, land acquisition, utility shifting, tree cutting etc., are yet to be completed.
