(जिसकी लंबाई 1.518 दक.मी. ह)ै की समकक्ष संरचना लम्बाई (जिनकी लम्बाई 60 मीटर से अजधक ह)ै हते ु सारणी 1 के स्ट्तम्भ (2) में जवजनर्िष्टग िर पर और बाईपास जिनकी लंबाई 58.167 दक.मी. ह,ै पर आधार िर के 150% पर, नीचे सारणी 1 के स्ट्तम्भ (1) में जवजनर्िष्टग प्रकार के वाहनों पर िुल्क उद्ग्रहीत दकया िाएगा और उि ररयायतग्राही को कायागरंभ करने की तारीख को तथा उस तारीख से अथवा इस अजधसूचना के रािपत्र में प्रकािन पर, िो भी बाि में हो, करार में जवजनर्िष्टग समापन की तारीख तक िुल्क संग्रहीत तथा प्रजतधाररत करने हते ु प्राजधकृत करती ह।ै यह िुल् क अजधसूचना टीओटी पररयोिना पर कायागरंभ करने की तारीख से प्रभावी होगी:- सारणी 1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दक.मी.* चार या अजधक लने के एनएच खंड के जलए िल्ु क की आधार िर (रुपय ेम)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के माल वाहक वाहन अथवा 1.05 जमनी बस बस या रक (िो धुरी वाले) 2.20 तीन धुरी वाले वाजणजज्यक वाहन 2.40 भारी संजनमागण मिीनरी (एच.सी.एम॰) या अथग मूलवंग 3.45[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 उपस्ट् कर (ई.एम.ई) या बहुधुरीय वाहन (एम.ए.वी.) (दक.मी.) जवद्यमान दक.मी. 237.650 पर हेब्बालू प्लािा 0.00 20.700 जचत्रिगु ग बाईपास 20.498 227.200 229.400 भारमसागर बाईपास 2.200 255.000 260.00 िवे ांगरे बाईपास 5.00 260.00 265.00 िवे ांगरे बाईपास 5.00 276.300 281.400 हररहर बाईपास 4.629 जवद्यमान दक.मी. 286.110 पर चलगेरी प्लािा 292.736 302.406 रानीबेन्नुरु बाईपास 9.670 325.356 327.056 नेलोगल बाईपास 1.620 328.306 337.856 हवेरी बाईपास 9.550 कुल लंबाई (दक.मी.) 58.1674 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 3. उपयुगि के अजतररि, जनम्नजलजखत संरचनाओं, जिनकी लम्बाई 60 मीटर से अजधक है, के उपयोग के जलए ऐसी संरचनाओं की लम्बाई को समकरण गुणक 10 से गुणा करके रािमागग की समकक्ष लम्बाई में पररवर्तगत करते हुए, जनम्नजलजखत िुल्क प्लािा (प्लािाओं) पर, जनम्नजलजखत िुल्क भी िोध्य और संिये होगाः टोल प्लािा का स्ट्थान (जवद्यमान सड़क की लंबाई के समकक्ष सड़क की समकक्ष लम्बाई िर जिस पर िुल्क भुगतान योग्य दक.मी.) पररवर्तगत संरचना की लंबाई ह ै (दक.मी. में) जवद्यमान दक.मी. 237.650 पर 0.268 2.68 ऊपर सारणी-1 में उजल्लजखत हब्े बालू प्लािा आधार िरों का 100% जवद्यमान दक.मी. 286.110 पर 0.712 7.12 ऊपर सारणी-1 में उजल्लजखत चलगेरी प्लािा आधार िरों का 100% जवद्यमान दक.मी. 352.550 पर 0.538 5.38 ऊपर सारणी-1 में उजल्लजखत बंकापुर प्लािा आधार िरों का 100% 4 लेन संरचनाओं (60 मीटर से अजधक की लंबाई) का जववरण इस प्रकार ह:ै टोल प्लािा का स्ट्थान जवद्यमान चेनेि (दक.मी.) संरचना का प्रकार लंबाई (दक.मी.) जवद्यमान दक.मी. 237.650 पर 6.971 फ्लाईओवर सह आरओबी 0.130 हब्े बालू प्लािा 13.850 इंटरचेंि फ्लाईओवर 0.072 210.654 बड़ा पुल 0.066 जवद्यमान दक.मी. 286.110 पर 276.209 बड़ा पुल 0.095 चलगेरी प्लािा 279.514 बड़ा पुल 0.470 308.876 आरओबी 0.066 326.626 आरओबी 0.081 जवद्यमान दक.मी. 352.550 पर 345.554 बड़ा पुल 0.280 बंकापुर प्लािा 356.335 फ्लाईओवर 0.129 363.573 फ्लाईओवर 0.129 कुल दक.मी. 1.518 4. जिस व्यजि का अपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत हुआ हो और वह िुल्क प्लािा से बीस दकलोमीटर तक की िरू ी में ही रहता/रहती हो, उसके जलए वर्ग 2023-24 के जलए माजसक पास की िर 330.00/-रूपए (तीन सौ तीस रूपए मात्र) होगी और राष्ट्रीय रािमागग िुल्क (िरों का अवधारण एवं संग्रहण) जनयम, 2008 के प्रावधानों के अनुसार उसमें प्रत्येक वर्ग संिोधन दकया िायेगा। 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागत्ः सिं ये राजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम संख्या एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए संिये िुल्क पचास भुगतान की दिनांक से एक माह की राजि का िो-जतहाई 6. जिस जिले में िुल्क प्लािा जस्ट्थत ह,ै उसमें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह ेवाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस सड़क अथवा वैकजल्पक सड़क उपलब्ध न हो।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 7. दकसी यांजत्रक वाहन का चालक अथवा माजलक अथवा प्रभारी व्यजि, िो अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार से अजधक लिा है, राष्ट्रीय रािमागग पर ओवरलोडेड वाहन को प्रवेि कराने के जलए िुल्क एकत्र करने वाली एिेंसी को जनम्नवत िुल्क का भुगतान करने के जलए उत्तरिायी होगा : अजधकतम अनमु ये सकल वाहन भार स ेअजधक आधार िर का गणु क कारक िल्ु क भार का प्रजतित (1) (2) (3) 0% to 20% िो [(जनयम 4 के उप-जनयम (2) के तहत यांजत्रक >20% to 40% चार वाहन की ऐसी श्रेणी के जलए लागू िुल्क) x >40% to 60% छह (गुणक कारक)] >60% to 80% आि >80% तथा अजधक िस 8. याजं त्रक वाहनों की श्रेणी, उनके जलए अनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क आदि सजहत सभी पररभार्ाएं उि जनयमों में जवजनर्िष्टग पररभार्ाओं के अनुसार होंगी। 9. उि जनयमों के जनयम 12 के अनुसार,प्रयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 10. ऊपर ताजलका-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िाने वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा पररयोिना रािमागग की पूरी कर ली गई लम्बाई के आधार पर की िायेगी। उसे प्राजधकरण द्वारा कंसेसनायर के माध्य म से अंग्रेिी और स्ट्थानीय भार्ा के कम-स-े कम एक समाचार पत्र में प्रकाजित करवाया िाएगा और तत् प्‍ चात ररयायत करार के प्रावधान एवं उक् त जनयमों के जनयम 5 के अनुसार उसम ें वार्र्गक तौर पर संिोधन दकया िाएगा और प्रकाजित दकया िाएगा, बिते दक िुल्क के पूवगवती संिोधन की तारीख से 6 (छह) महीने की अवजध के भीतर कोई संिोधन प्रभावी नहीं होगा। [फ़ा. सं. एनएचएआई/फाइनेंस/इनजवट/23-24/फीनोरटदफकेिन/ जचत्रिगु ग-िावणगेरे-हवेरी-हुबलीसेक्िन/बी-3(मोजडफ़ाईड)/ई- 235880] सुमन प्रसाि लसंह, संयुक् त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2024 S.O. 1575(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. No. 4367 (E) dated 19.09.2022, S.O. No. 5306 (E) dated 14.11.2022 & S.O. No. 4624 (E) dated 20.10.2023 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said Section of said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles at the rate specified in column (2) of the Table 1 for net road section length of 154.785 km and for equivalent structure length (having length more than 60 m) of 15.18 km (having length of 1.518 Km) and at 150% of the base rate for bypasses length of 58.167 Km for use of four or more lane sections on the type of vehicles specified in column (1) of the Table 1 below and authorises the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement. This fee notification shall be effective from the Appointed Date of the ToT project. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 330.00 (Rupees Three Hundred Thirty only) for the year 2023-24 which is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely; Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time of journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules shall be liable to pay fee, for entering the overloaded vehicle on the National Highway to the user fee collecting agency, equal to fee as follows. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 9. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 10. Based on the Base Rate of Fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed length of the Project Highway. The same shall be got published by the Authority through the Concessionaire in at least one newspaper, each in English and vernacular language and thereafter revised annually in accordance with the rule 5 of the said rules and provision of Concession Agreement and got published, provided that no revision shall be effected within a period of 6 (six) months from the date of the preceding revision of Fee.
