4. एक ऐसे व्यजक्त के जलए माजसक पास की दर वर्ग 2022-23 के जलए 315.00 रुपये (तीन सौ पंरह मात्र) ह, जो ग र-
व्यावसाजयक उद्देश्यों के जलए पजं ीकृत एक यांजत्रक वाहन का माजलक ह और िल्ु क प्लाजा स े बीस दकलोमी र की दरू ी के
भीतर रहता ह और यह उक्त जनयमों के प्रावधानों के अनुसार प्रत्येक वर्ग संिोधन के अधीन ह।
5. राजमागग खडं पर बहुलयात्रा म के जलए जनम्नजलजखत दरों पर पास जारी दकए जाएंगे, अथातग ्: -

के प्रयोग के जलए कोई सर्तवस रोड या व कजल् पक सड़क उपलध न हों।
7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्दद् अनु्ेय भार से अजधक भार लद े यांजत्रक वाहन का चालक या स्ट् वामी या
प्रभारी व् यजक्त , रा्ीय राजमागग पर अजतभार लदे वाहन के प्रवेि के जलए ोल संग्रहण एज सी को ऐसी श्रेणी के वाहनों के
प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल् य फीस का भुगतान करन े
के जलए उत् तरदायी होगा और वह राजमाग ग खंड का प्रयोग करन े के जलए तब तक हकदार नहीं होगा जब तक ऐसे यांजत्रक
वाहन से लदा अजतभार ह ाया नहीं जाता।
8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अन्ु ेय भार, छू प्राप् त वाहनों की श्रेणी, सर्तवस रोड, व कजल् पक
सड़क इत् यादद पूव्क्त जनयमों म जवजनर्दद् पररभार्ा म के अनुरूप होंगी।
9. फीस की दर उक्त जनयमों के जनयम 12 के अनुसरण म प्रयोक्त ा म के सूचनाथग प्रदर्तित करनी होंगी।
10. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक् त ताजलका-1 म यथा-उजल् लजखत आधार वर्ग 2007-08 के जलए
प्रजत दकमी फीस की आधार दर के आधार पर प्रभाररत होगी और छू ों की गणना भारतीय रा्ीय राजमागग प्राजधकरण
द्वारा खंड की पूरी हो गई लंबाई के आधार पर की जाएगी और उसे उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत
दकया जाएगा तथा तदनुसार उसे अंग्रेजी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र म प्रकाजित दकया
जाएगा।
11. इस पररयोजना की प्राक्क जलत पूंजीगत लागत रु. 737.76 करोड़ ह। भूजम अजधग्रहण, सावगजजनक जन सुजवधा म के
स्ट् थानांतरण, पेड़ों को का न,ेआदद कायगकलापों को अभी परू ा दकया जाना ह इसजलए, पूंजीगत लागत पररवतगन के अध् यधीन
ह और अंजतम पूंजीगत लागत को पृथक रूप स े अजधसूजचत दकया जाएगा। प्राप् त प्रयोक्त ा फीस के माध् यम स े वसूल की गई
पूंजीगत लागत का भारतीय रा्ीय राजमागग प्राजधकरण द्वारा ररकाडग रखा जाएगा तथा पूंजीगत लागत की वसूली के
पश् चात् उदग्राय फ फीस घ ाकर दरों के 40% तक कर दी जाएगी और कजथत जनयमों के अनुसरण म वार्तर्क रूप स ेसंिोजधत
की जाएगी।

New Delhi, the 21st October, 2022
S.O. 5068(E).—Whereas by notification of the Government of India in the Ministry of Road
Transport and Highways number S.O 2530(E) dated 17th September 2015 issued under section 5 of the
National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the stretch from
Kilometer 122.725 to kilometer 184.855 (Repalle to Eeppurpalem) of National Highway No.214A (New
NH-216) in the state of Andhra Pradesh to the State Government of Andhra Pradesh;
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act,
1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 (hereinafter referred to as the ―said rules‖), the Central Government hereby levies the fee on
mechanical vehicles in column(1) at 100% of the base rate specified in column (2) of the Table 1 for net
road section length of 3.05Km and at 150% of the base rate for bypass having length 8.7Km costing rupees
ten crores or more for the use of four lane section and at 60% of the base rate for net length of 30.944Km
and for equivalent structure length (having length more than 60m) of 4.820 Kms (having total length of
0.482Kms) and at 90% of the base rate for bypasses having length of 18.954Kms costing rupees ten crores
or more for the use of two lane with paved shoulder in the type of vehicles specified in column(1) of Table
1 below for Repalle to Eeppurpalem section of National Highway number NH-214A [New NH-216)] from
design Km 122.725 to Km.184.855 (Existing km.129.927 to km.195.000) in the state of Andhra Pradesh
and authorizes the National Highway Authority of India to collect, either through its officials or through a
Contractor, the said fee, namely:-

3. In addition to above, the following fee shall also be due and payable for the use of the following
structures having length more than 60m at the following Toll Plaza (s), by converting the length of
structures into an equivalent length of highway by multiplying the length of such structures by an
equalization factor of 10 :-

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-
commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 315.00
(Three hundred and fifteen only) for the year 2022-23 and is subject to revision every year as per the
provisions of the said rules.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -

6. Fee for commercial vehicle (excluding vehicle plying under National permit) registered in the district
where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provides no service
road or alternative road is available for use of such commercial vehicles.
7. The driver or owner a person in charge of a mechanical vehicle which is loaded in excess of
permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on
the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of
the said rules, and shall not be entitled to make use of the highway section unless the excess load has been
removed from such mechanical vehicle.
8. All definition including category of mechanical vehicles, its permissible load, category of exempted
vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.
9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said
rules.
10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above,
the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by
the National Highway Authority of India on the basis of the completed length of the section and revised
annually in accordance with the rule 5 of the said rules and same shall be published in at least one
newspaper in English and vernacular language.
11. The estimated capital cost of the project is Rupees 737.76Crore. The capital cost is subject to
variation as the activities of land acquisition, utility shifting, Tree cutting, etc. are yet to be completed and
the final capital cost will be notified separately]. The National Highways Authority of India shall maintain
a record of the recovery of capital cost through user fee realized recovery of capital and after recovery of
the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in
accordance with the said rules.
