L.-33004/99 सी.जी.-डी.एल.-अ.-17012025-260283 CG-DxLx-xEG-I1D7H0x1x2x0 25-260283 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 291] नई दिल्ली, बधु वार, िनवरी 15, 2025/पौष 25, 1946 No. 291] NEW DELHI, WEDNESDAY, JANUARY 15, 2025/PAUSHA 25, 1946 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 15 िनवरी, 2025 का.आ. 293(अ).—िबदक, केन्‍दर सरकार न े राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमाग ग मंत्रालय की अजधसूचना स.ं का.आ. 1096(अ), दिनांदकत 4 अगस्ट् त, 2005 के द्वारा ओजडिा राज्य म ें रारा-224 (नई रारा स.ं 57) को ओजडिा राज्य सरकार को सुपुिग कर दिया ह;ै अत: अब, राष्‍टर ीय रािमाग ग फीस (िरों का जनधारग ण और सग्रं हण) जनयम, 2008 (िो इसके आगे उक्त ‘जनयम’ के रूप म ें उजल्ल जखत ह)ै के जनयम 3 के साथ परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िजक्त यों का प्रयोग करते हुए, केन्‍द र सरकार, एतिद्वारा ओजडिा राज्य म ें राष्ट्रीय रािमागग स.ं 224/नई राष्ट्रीय रािमागग स.ं 57 के बलांगीर – खुिा ग खंड के जडिाइन चैनिे 50/000 स े 140/900 (मौिूिा दकमी 50.00 स े दकमी 140.900) तक के पेव्ड िोल्डर सजहत िो लेन उपयोग के जलए 88.029 दकमी (ताजलका-2) जनवल सड़क खंड लंबाई और 4.59 दकमी (0.459 दकलोमीटर की कुल लंबाई वाली) [ताजलका-3] की समतल्ु य कुल संरचना लंबाई (60 मीटर स े अजधक 418 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] लंबाई वाली) के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्‍ट ट आधार िर के 60% िर पर नीचे िी गई ताजलका 1 के कॉलम (1) म ें जवजनर्िगष्‍ट ट यांजत्रक वाहनों के प्रकार पर फीस उिगृहीत करती ह ै तथा भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम स े उक्त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अथागत:् - ताजलका-1 वाहन का प्रकार आधार वर् ष 2007-08 के लिए प्रति ककमी आधार फीस दर (रु. में) (1) (2) 0.65 कार, जीप, वैन या हल् के मोटर वाहन 1.05 हल्के वाणिज्‍ यक वाहन, हल्के माल वाहन या ममनी बस 2.20 बस या ट्रक (दो धुरी) 2.40 तीन धुरी वाणिज्‍ यक वाहन 3.45 भारी ननमााि मशीनरी (एचसीएम) या अर् ा मूववगिं उपस् कर (ईएमई) या बहु धुरीय वाहन (एमएवी) (चार से छ: धुरी) 4.20 ववशाल आकार के वाहन (सात या अधधक धुरी) 1. इसके अिंतगता उदगहृ ीत और सिंगहृ ीत फीस ऐसे पर्कर प् लाजाओिं के अिंतगता ववननर्दाष् ट दरू ी हेतु ननम् नमलणित पर्कर प् लाजाओिं में देय और सिंदेय होगी:- िालिका-2 पथकर प् िाजा की अवस्‍ थति ि ंब ा ई (ककमी में) दर, स्जस पर फीस संदेय है (डिजाइन चैनेज) स्जसके लिए फीस संदेय है ओडिशा रा‍ य के बौद्ध ज्जले में 88.029 पेव्ि शोल्िर सर्हत दो लेन उपयोग के नुआपाढा गािंव के ननकट ककमी मलए ऊपर तामलका-1 में उज्ल् लणित 117.400 पर आधार दरों का 60% 2. उपयुक्ा त के अनतररक्त, ननम्नमलणित टोल प् लाजा (प् लाजाओिं) पर 60 मीटर से अधधक लिंबाई वाली ननम् नमलणित अवसिंरचनाओिं के उपयोग के के मलए 10 के समतुल् य गुिक द्वारा ऐसी अवसिंरचनाओिं की लिंबाई को गुिा करके राजमाग ा की समतुल् य लिंबाई में अवसिंरचनाओिं की लिंबाई को पररवनतता करके ननम् नमलणित फीस भी देय और सिंदेय होगी:- िालिका-3 पथकर प् िाजा की समिुल् य सड़क िंबाई समिुल् य दर, स्जस पर फीस संदेय है अवस्‍ थति (चैनेज) में पररवतििष ककए जाने सड़क िंबाई के लिए अवसंरचना की (ककमी में) िंबाई (ककमी में)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 4.590 ओडिशा रा‍ य के बौद्ध 0.459^ पेव्ि शोल्िर सर्हत दो लेन ज्जले में नुआपाढा गािंव के उपयोग के मलए ऊपर तामलका-1 ननकट ककमी 117.400 पर में उज्ल् लणित आधार दरों का 60% ^60 मीटर से अधधक संरचनाओं के ब् यौरे ननम् नानुसार हैं:- चैनेज क्र. स.िं सिंरचना का प्रकार लिंबाई (ककमी में) ककमी से ककमी तक 1 57.160 57.279 बडा पुल 0.119 2 66.706 66.843 बडा पुल 0.137 3 90.838 91.041 बडा पुल 0.203 जोड 0.459 3. गैर-वाणिज्‍ यक प्रयोजनों के मलए पिंजीकृत यािंत्रिक वाहन के स् वामी और पर्कर प् लाजा से बीस ककमी की दरू ी के भीतर ननवास करन े वाले व्य ज्क् त के मलए मामसक पास की दर वर् ा 2024- 25 के मलए 340 रु. (तीन सौ चालीस रुपए माि) है और उक्त ननयम के प्रावधानों के अनुसार प्रनतवर् ा सिंशोधन के अध् यधीन है। 4. राजमाग ा ििंि पर बहुल यािाओिं के मलए ननम् नमलणित दरों पर पास जारी ककए जाएिंगे, अर्ाात:्- िालिका-4 भुगिान-योग् य धनरालि अनुमि एकिरफा यात्राओं की वैधिा की अवधध अधधकिम संख् या एकतरफा यािा के मलए फीस का िेढ गुना दो भुगतान के समय से चौबीस घिंटे पचास एकल यािाओिं के मलए भुगतान-योग् य पचास भुगतान की तारीि से फीस की रामश का दो-नतहाई एक महीना 5. फीस प् लाजा ज्स् र्त होने वाले ज्जले में पिंजीकृत वाणिज्‍ यक वाहनों (राष् ट्रीय परममट के अधीन प्रचामलत ककए जा रहे वाहनों को छोडकर) के मलए फीस उस श्रेिी के वाहन हेतु ननधााररत दर की 50% होगी, बशते कक ऐसे वाणिज्‍ यक वाहनों के प्रयोग के मलए कोई सववसा रोि या वैकज्ल् पक सडक उपलब् ध न हों। 6. सिंबिंधधत श्रेिी के वाहनों के मलए ववननर्दाष् ट अनुज्ञेय भार से अधधक भार लदे यािंत्रिक वाहन का चालक या स् वामी या प्रभारी व् यज्क् त, राष्ट्रीय राजमाग ा पर अनतभार लदे वाहन के प्रवेश के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] मलए टोल सिंग्रहि एजेंसी को ऐसी श्रेिी के वाहनों के प्रवेश मलए, उक् त ननयमों के ननयम 10 के उप-ननयम 1ए में ववननर्दाष् ट फीस के समतुल् य फीस का भुगतान करने के मलए उत् तरदायी होगा और वह राजमाग ा ििंि का प्रयोग करने के मलए तब तक हकदार नहीिं होगा जब तक ऐसे यािंत्रिक वाहन से लदा अनतभार हटाया नहीिं जाता। 7. सभी पररभार्ाएिं, यािंत्रिक वाहनों की श्रेिी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेिी, सववसा रोि, वैकज्ल् पक सडक इत् यार्द पूवोक् त ननयमों में ववननर्दाष् ट पररभार्ाओिं के अनुरूप होंगी। 8. फीस की दरें उक्त ननयमों के ननयम 12 के अनुसरि में प्रयोक् ताओिं के सूचनार् ा प्रदमशता करनी होंगी। 9. यािंत्रिक वाहनों से फीस की वास् तववक रामश उपयुक्ा त तामलका-1 में यर्ा-उज्ल् लणित आधार वर् ा 2007-08 के मलए प्रनत ककमी फीस की आधार दर के आधार पर प्रभाररत होगी और छूटों की गिना भारतीय राष्ट्रीय राजमाग ा प्राधधकरि द्वारा ििंि की पूरी हो गई लिंबाई के आधार पर की जाएगी और उसे उक् त ननयमों के ननयम 5 के अनुसार प्रनत वर् ा सिंशोधधत ककया जाएगा तर्ा तदनुसार उसे अिंग्रेजी और क्षेिीय भार्ा के कम से कम एक-एक समाचार पि में प्रकामशत ककया जाएगा। 10. इस पररयोजना की प्राक् कमलत पूिंजीगत लागत 255.212 करोड रु. है। चूिंकक, भूमम अधधग्रहि, सावजा ननक जन सुववधाओिं के स् र्ानािंतरि, पेडों को काटने, इत् यार्द कायका लापों को अभी पूरा ककया जाना है, इसमलए, पूिंजीगत लागत पररवतना के अध् यधीन है । प्राप् त प्रयोक् ता फीस के माध् यम से वसूल की गई पूिंजीगत लागत का भारतीय राष्ट्रीय राजमाग ा प्राधधकरि द्वारा ररकाि ा रिा जाएगा । [फा. सं. आरओ/बीबीएसआर/11011/57/ओजडिा/16-17/586/एसएमबीपी/24/392/2016-टोल अजधसूचना/ ई-237200] कमलेि चतुवेिी, संयुक् त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 15th January, 2025 S.O. 293(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1096 (E) dated the 4th August,2005 issued under section under section 5 of the National Highway Act, 1956 (48 of 1956), the Central Government has entrusted the National Highway number 224 (New NH no. 57) in the State of Odisha to the State Government of Odisha. Now, therefore, in exercise of powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the said[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 “rules”), the Central Government, hereby levies the fee at 60% of the base rate specified in column (2) of the Table -1 for net road section of 88.029 km (Table-2) and for equivalent structure length (having more than 60m ) of 4.59 km (having length of 0.459 km. [Table-3]) on the type of vehicle specified in column (1) of table -1 below for use of 2 lane with paved shoulders of Balangir-Khurda section from design chainage from Km 50/000 to 140/900 (Existing Km 50.00 to Km 140.900) on the National Highway No. 224/ New National Highway No. 57 in the state of Odisha and authorises National Highways Authority of India (NHAI) to collect, either through its officials or through contractor, the said fee, namely: - Table-1 Type of Vehicle Base rate of fee per Km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or 1.05 Mini Bus Bus or Truck (Two axles) 2.20 Three-axle commercial vehicle 2.40 Heavy construction machinery (HCM) or Earth Moving 3.45 Equipment (EMEO) or Multi Axle Vehicle (MAV) (four to Six axles ) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns mechanical vehicle registered for non-commercial purpose and resides within a distance of twenty kilometres from the Toll Plaza is Rs. 340.00 (Rupees: Three hundred Forty Only) for the year 2024-25 and is subject to revision every year as per the provisions of said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely : Table-4 Maximum number of one- Amount Payable way journeys allowed Period of validity One and half times of the fee for Two Twenty-four hours from the One way Journey time of Payments Two-third of amount of the fee Fifty Payable for fifty single journeys One month from date of payment 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the toll collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 7. All definitions including category of mechanical vehicle, its permissible load, category of exempted vehicle, service road, alternative road etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicle and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is 255.212 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
