L.-33004/99 ससीी..जजीी..--डडीी..एएलल..--अअ..--2288003322002266--227711336688 CCGG--DDxLLx--xEEG--I22D88H00x33x22x00 2266--227711336688 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 1534] नई दिल्ली, बधु वार, माच ग25, 2026/ चत्रै 4, 1948 No. 1534] NEW DELHI, WEDNESDAY, MARCH 25, 2026/ CHAITRA 4, 1948 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 25 माच,ग 2026 का.आ. 1599(अ).—िबदक, केन्‍द र सरकार न े राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का. आ. 3033 (अ), दिनांदकत 22.06.2018 के द्वारा उत् तर प्रिेि राज्य में राष्‍टर ीय रािमाग गसं. 91ए (नया एनएच-234) को उत् तर प्रिेि राज्य सरकार को सुपुि गकर दिया ह;ै अत: अब, राष्‍टर ीय रािमागग िुल्क (िरों का जनधारग ण और संग्रहण) जनयमावली, 2008 (िो इसमें आग े ‘जनयम’ के रूप म ें उजल्ल जखत ह)ै , के जनयम 3 के साथ परित, राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िज‍त यों का प्रयोग करत ेहुए, केन्‍दर ीय सरकार, एतिद्वारा उत् तर प्रिेि राज्य में राष्‍टर ीय रािमागग सं. 91ए (नया एनएच- 234) के जडिाइन दकलोमीटर 0.000 से दकलोमीटर 40.000 (मौिूिा दकलोमीटर 0.000 से दकलोमीटर 40.000) तक ताजलका 1 के कॉलम (1) में जवजनर्िगष्‍ट ट वाहनों के प्रकार पर पव्े ड िोल्डर सजहत िो लेन वाल ेखंड की 37.625 दकलोमीटर लंबाई [ताजलका -2] के जनवल सड़क खंड के उपयोग के जलए और 0.75 दकलोमीटर (लंबाई 0.075 दकलोमीटर [ताजलका - 4] की समतल्ु य संरचना लंबाई (60 मीटर से अजधक लंबाई वाले) के उपयोग के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्ट आधार िर के 60% प्रजतित पर और चार लने वाले खंड की 2.300 दकलोमीटर लंबाई [ताजलका -2] के जनवल सड़क खडं के उपयोग के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्ट आधार िर के 100% िर स े फीस उिगृहीत करती ह ै तथा भारतीय राष्ट्रीय रािमागग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध्यम से उक्त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अथागत- ् : 2217 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-1 वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथग मूववंग उपस्ट् कर (ईएमई) या 3.45 बहु धुरीय वाहन (एमएवी) (चार से छ: धरु ी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अतं गगत उिगृहीत और संगहृ ीत फीस ऐस ेपथकर प् लािा के जलए जवजनर्िगष्‍ट ट जनवल सड़क लबं ाई हते ुजनम्न जलजखत पथकर प् लािाओं में िेय और सिं ेय होगी:- ताजलका 2 िल्ु क प्ल ािा की अवजस्ट्थ जत (चनै िे ) लबं ाई (दकमी म)ें जिसके िर, जिस पर फीस सिं ेय ह ै। जलए फीस सिं ेय ह ै चार या अजधक लेन के जलए ऊपर ताजलका-1 म ें उत्तर प्रिेि के इटावा जिले म ें वैवाहा 2.300 उजल् लजखत आधार िरों का 100% और गनुपरु गांव 91ए (नया एनएच- पेव् ड िोल्ड र सजहत िो लने के जलए ऊपर ताजलका- 234) के दकमी/चनै ेि 35.400 पर 37.625 1 में उजल्ल जखत आधार िरों का 60% 2. उपयुगक्त के अजतररक्त, जनम्नजलजखत टोल प्लािा (प्लािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल्य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्नजलजखत फीस भी िेय और संिेय होगी:- ताजलका 3 सरं चनाओं की लबं ाई समान सड़क (दकमी म)ें को समान पथकर प्ल ािा की अवजस्ट्थ जत (चनै िे ) दकमी लबं ाई जिस िर पर फीस सिं ेय ह ै सड़क लबं ाई म ेंपररवर्ततग (दकमी म)ें दकया िाना ह ै उत्तर प्रिेि के इटावा जिल ेमें ववै ाहा और पेव्ड िोल्डर सजहत िो लेन के गनुपरु गांव 91ए (नया एनएच-234) के 0.075 दकमी 0.75 दकमी जलए ऊपर ताजलका-1 में दकमी/चैनेि 35+400 पर उजल्लजखत आधार िरों का 60%[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्व ामी और पथकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करन े वाल े व् यज‍त के जलए माजसक पास की िर वर् ग 2025-26 के जलए 340.00 रु. (तीन सौ चालीस रुपए मात्र) ह ैऔर उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएंगे, अथागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का िो भुगतान के समय से चौबीस घंटे डेढ़ गुना पचास एकल यात्राओं के जलए भुगतान-योग् य फीस की राजि का पचास भुगतान की तारीख से एक महीना िो-जतहाई 5. फीस प् लािा जस्ट्थ त होन ेवाल ेजिल ेमें पंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बित ेदक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार स ेअजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍त , राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल् य फीस का भुगतान करन े के जलए उत् तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवो‍त जनयमों में जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयो‍त ाओं के सूचनाथग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुग‍ त ताजलका-1 म ें यथा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अंग्रिे ी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्रा‍क जलत पूंिीगत लागत 369.32 करोड़ रु. ह।ै भूजम अजधग्रहण, िनोपयोगी सुजवधाओं के स्ट् थानांतरण, पड़े ों को काटन,े आदि कायगकलापों को अभी पूरा दकया िाना ह ैइसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयो‍त ा फीस के माध्य म से वसूल की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा ररकाड ग रखा िाएगा। [फा. सं. सीई-आरओ/एलकेओ/एनएच-91ए/यपू ी/2019-20/577 ई-198169] चेतना नंि वसंह, संयु‍ त सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th March, 2026 S.O. 1599(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways (number S.O. 3033 (E) dated 22.06.2018 issued under Section-5 of the National Highway Act, 1956 (48 of 1956), the Central Government has entrusted the NH. No. 91A (New NH-234) in the State of Uttar Pradesh to the State Government of Uttar Pradesh. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the said “Rules”), the Central Government hereby levies the fee at sixty percent of the base rate specified in column (2) of Table-1 for two lane with paved shoulder section having a net road section length of 37.625 km [Table- 2], and for equivalent structure length (having length more than 60m) of 0.75 km (having length of 0.075 Km [Table 4]) and hundred percent of the base rate specified in column (2) of Table-1 for four lane section having a net road section length of 2.300 km [Table-2], on the type of vehicles specified in column (1) of the Table 1 below, of NH-91A (New NH-234) from design kilometer 0.000 to kilometer 40.000 (existing km 0.000 to km 40.000) of National Highway number NH-91A (New NH-234) in the State of Uttar Pradesh and authorises the National Highway Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table 1 Base rate of fee per km for the base Type of vehicle year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment 3.45 (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalisation factor of 10: - Table 3 Length of structures (in Location of Fee Plaza Equivalent road km) to be converted into Rate at which fee is payable) (chainage) length (in km) equivalent road length At Km/Ch. 35.400 of 91A (New 60% for two lane with paved NH-234) Vaivaha & Ganupur shoulders, of the base rates 0.075 km 0.75 km villages in Etawah district of mentioned in Table-1 above Uttar Pradesh. 3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340 (Three Hundred Forty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table 4 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highway Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 369.32 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. The National Highway Authority of India shall maintain a record of the recovery of capital cost through user fee realised.
