(चार से छह धुरी वाले) बड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अतं गतग उद्ग्रहीत और संग्रहीत िुल्क, ऐस े िल्ु क प्लािाओं के अतं गतग जवजनर्िगष्ट जनवल सड़क की िरू ी हते ु िल्ु क प्लािाओं म ेंिेय और संिेय होगी, अथागत: - सारणी–2 िल्ु क प्लाि का अवस्ट्थान लम्बाई (दक.मी.म)ें जिसके जलए वह िर जिस पर िल्ु क िेय ह ै िल्ु क िेय ह ै एनएच-66 (कासरगोड जिल े म ें कुंबला 36.793 चार या अजधक लेन के जलए उपरोि गांव के पास) का दकमी 37+200 सारणी-1 म ें उजल्लजखत आधार िरों (नयाएनएच चेनेि 20+000) [संरचनाओं की लंबाई (>60 मीटर) का 100% को छोड़कर] 2. उपयुगि के अजतररि, जनम्नजलजखत िल्ु क प्लािा पर 60 मीटर स े अजधक लंबाई वाली जनम्नजलजखत संरचनाओं के उपयोग के जलए सरं चनाओं की लंबाई को 10 के समतुल्य कारक से गुणा करके रािमागग की समतुल्य लंबाई में पररवर्ततग करके जनम्नजलजखत िुल्क भी िेय और संिेय होगा :- सारणी – 03 िल्ु क प्लाज़ा का अवस्ट्थान समतल्ु य सड़क लबं ाई म ें समतल्ु य सड़क लबं ाई वह िर जिस पर िल्ु क िये ह ै (चने िे ) पररवर्ततग की िान ेवाली (दकमी म)ें सरं चनाओं की लबं ाई (दक मी म)ें एनएच-66 (कासरगोड जिल े चार या अजधक लने के जलए उपरोि में कुंबला गांव के पास) का सारणी-1 में उजल्लजखत आधार िरों दकमी 37+200 (नयाएनएच 2.207* 22.07 का 100% चने िे 20+000)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 *60 मीटर से अजधक लंबाई वाली संरचनाओं का जववरण प्रारंजभक चेनेि समाजि चेनेि कुल लंबाई क्र.सं. संरचना का प्रकार और नाम (दकमी. पर) (दकमी. पर ) ( मीटर ) नया3 लने पलु + मौिूिा 2 लने पलु 1 25+345 25+491 146.5 नया6 लने फ्लाईओवर 2 28+230 28+440 210 नया3 लने पलु + मौिूिा 35+040 और 35+370 और 2 लेन पुल 3 248.5 35+148 35+315 नया6 लने पलु 4 37+411 37+677 266 नया3 लने पलु + मौिूिा 41+836 और 42+091 और 2 लने पलु 5 175.5 41+956 42+052 6 48+780 49+940 6 लने फ्लाईओवर 1160 सरं चना की कुल लबं ाई 2206.50 3. गैर वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और पथकर प्लािा स े बीस दकलोमीटर तक की िरू ी के भीतर जनवास करन े वाल े व्यजि के जलए माजसक पास की िर वष ग 2025-26 के जलए 340/- रूपए (तीन सौ चालीस रूपए मात्र) ह ैऔर उि जनयमों के प्रावधानों के अनुसार प्रजतवषग संिोधन के जलए अध्यधीन ह।ै 4. रािमागग खडं पर एकाजधक यात्राओं के जलए, जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत: - सारणी – 4 अनुमत एकतरफा यात्राओं की िेय राजि अजधकतम संख्या वैधता की अवजध एक तरफ की यात्रा के जलए िल्ु क की राजि िो भुगतान के समय से चौबीस का डेढ़ गुना घंटे पचास एकल यात्राओं के जलए िये िुल्क की पचास भुगतान की तारीख स े राजि का िो-जतहाई एक महीने 5. जिस जिले म ें िुल्क प्लािा जस्ट्थत ह,ै वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के तहत चलन े वाले वाहनों को छोड़कर) के जलए िल्ु क उस श्रणे ी के वाहन के जलए जनधागररत िर का 50% होगा, बिते ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लि े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए म ें जवजनर्िगष्ट िल्ु क के समतल्ु य िल्ु क का भगु तान करन े के जलए उत्तरिायी होगा और वह रािमागग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभाषाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राि वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क इत्यादि उि जनयमों म ेंजवजनर्िगष्ट पररभाषाओं के अनरूु प होंगी। 8. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. उपयुगि सारणी – 1 में यथा उजल्लजखत आधार वषग 2007– 2008 के जलए प्रजत दक.मी .िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों स े िल्ु क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो चुकी लंबाई के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] आधार पर की िाएगी और उसे उि जनयमों के जनयम 5के अनुसार प्रजतवषग संिोजधत दकया िाएगा तथा तिनुसार उस े अँग्रेिी और क्षेत्रीय भाषा के कम से कम एक–एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की अनमु ाजनत पूंिीगत लागत ₹4492.27 करोड़ रुपय े ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट्थानांतरण, पड़े ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतनग के अध् यधीन ह।ै प्राप् त प्रयोक्त ा िल्ु क के माध् यम स ेवसूल की गई पिूं ीगत लागत का प्राजधकरण द्वारा ररकाड गरखा िाएगा। [फा. सं. केआरडीआईवी -20015/9/2024- पीआईयू कन्नूर/ ई -250681] चेतना नंि ससंह, संयिु सजचव, MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 4th November, 2025 S.O. 5037(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O.1507(E) dated the 12th May 2020, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from existing Kilometer 17.200 to Kilometer 57+200 (Thalapady (Karnataka/Kerala border) to Chengala section) of National Highway No.17 (New NH-66) in the State of Kerala to the National Highways Authority of India (herein after referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956(48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules,2008 (hereinafter referred to as the " said rules"), the Central Government hereby levies the fee at the base rate specified in column (2) in Table 1 below for a net road section length of 36.793 Km [Table-2] and for equivalent structure length (having length more than 60m) of 22.07 km (having length of 2.207 km, Table-3) on the type of vehicles specified in column (1) of the Table 1 below for use of four or more lane of Thalapady (Kerala/Karnataka border) to Chengala section from design Ch Km 17+200 to Km 56+200 (new NH Ch Km 00+000 to Km 39+000) of National Highway 66 in the State of Kerala and authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-01 Base rate of fee per km for the base year 2007-08(in Type of vehicle Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle 3.45 (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340/-(Rupees Three Hundred and Fourty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules. and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rs. 4492.27 Cr. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
