(चार से छह धरु ी वाले) िड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अंतगतग उद्गृहीत और संग्रहीत िुल्क, ऐसे पथकर प्ल ाजाओं के अंतगगत जवजनर्िगष् ट िरू ी हते ु जनम्न जलजखत पथकर प् लाजाओं म ेंिेय और संिेय होगी, अथागत; सारणी 2 िल्ु क प्ल ािा का स्ट्थ ान (चने िे ) लिं ाई (दक.मी. म)ें जिसके जलए िल्ु क सिं ेय िर जिस पर िल्ु क सिं ेय ह ै ह ै उत्तर प्रिेि राज्य के जिला-जििनौर म ें 17.500 पेव् ड िोल् डर सजहत िो लेन के ग्राम-डेहरी के पास एनएच-709एडी जलए ऊपर सारणी-1 में [िाईपास की लंिाई (लागत 10 करोड़ से के चैनेि 167+200 पर उजल्लजखत आधार िरों का 60% अजधक) और संरचनाओं की लंिाई (60 मीटर से अजधक) को छोड़कर] 2. उपयुगि के अजतररि, जनम्न जलजखत िुल् क प् लाजा पर 10 करोड़ रुपये या उससे अजधक लागत वाले िाईपास के उपयोग के जलए जनम्नजलजखत िुल्क भी िेय होगा, िो ऐसे िल्ु क प्ल ाजा के जलए जवजनर्िगष् ट जनवल िाईपास लंिाई के जलए होगा: सारणी-3 िल्ु क प्लाजा का िाईपास का पर आरंभ होत े पर जमलत ेहुए िाईपास की लिं ाई और स्ट्थान (चने िे ) नाम हुए लागत जिसके जलए िर जिस पर िल्ु क अजतररि िल्ु क सिं ेय ह ै सिं ेय ह ै लिं ाई लागत (दक.मी. म)ें (करोड़ रुपए म)ें पेव् ड िोल्ड र सजहत िो लेन उत्तर प्रिेि राज्य के जलए ऊपर सारणी-1 म ें के जिला-जििनौर जििनौर जडजाइन चैनेि जडजाइन चैनेि उजल्लजखत आधार िरों का 3.251 21.38 में ग्राम-डेहरी के िाईपास 153+660 156+990 90% पास एनएच-[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 709एडी के चनै ेि 167+200 पर 3. उपयुगि के अजतररि, जनम्नजलजखत िुल् क प् लाजा (प्ल ाजाओं) पर 60 मीटर से अजधक लंिाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंिाई को गुणा करके रािमाग ग की समतुल् य लंिाई म ेंअवसंरचनाओं की लंिाई को पररवर्तगत करके जनम्नजलजखत िल्ु क भी िेय और संिेय होगा: सारणी-4 िल्ु क प्लाजा का स्ट्थान सड़क की लिं ाई के समान समकक्ष सड़क िर जिस पर िल्ु क भगु तान योग्य ह ै (चने िे ) पररवर्ततग िजु नयािी ढाचं ा लिं ाई (दक.मी. म)ें की लिं ाई* (दक.मी. म)ें उत्तर प्रिेि राज्य के जिला- पेव् ड िोल्ड र सजहत िो लेन के जलए ऊपर जििनौर में ग्राम-डेहरी के 0.869^ 8.69 सारणी-1 म ेंउजल्लजखत आधार िरों का 60% पास एनएच-709एडी के चैनेि 167+200 पर ^संरचनाओं (>60 मीटर लंिाई वाली) का जववरण जनम्नानुसार ह:ै क्रम स.ं चने िे सरं चना का प्रकार लिं ाई (दक.मी. म)ें दक.मी. स े दक.मी. तक 1 154+331 154+410 आरओिी 0.079 2 164+045 164+115 िड़ा पुल 0.070 173+750 174+200 0.450 3 174+200 174+390 फ्लाईओवर 0.190 174+390 174+470 0.080 कुल 0.869 4. गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प् लाजा से िीस दक.मी. की िरू ी के भीतर जनवास करने वाले व्य जि के जलए माजसक पास की िर वर्ग 2025-26 के जलए 350.000/-रूपए (तीन सौ पचास रूपए मात्र) ह ैऔर उि जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 5. रािमागग खण्ड पर िहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी-5 अनज्ञु ात एकतरफा यात्राओं की अजधकतम सख्ं या सिं ेय धनराजि जवजधमान्द्य ता की अवजध एकतरफा यात्रा के जलए िल्ु क का िो भुगतान के समय से चौिीस घंटे डेढ़ गुना4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] पचास एकल यात्राओं के जलए भुगतान की तारीख से एक मास भुगतान िुल्क की राजि का िो- पचास जतहाई 6. िुल्क प्लािा जस्ट्थत होन े वाले जिले म ेंपंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह ेवाहनों को छोड़कर) के जलए िुल्क उस श्रणे ी के वाहन हते ु जनधागररत िर की 50% होगी, ििते दक ऐस ेवाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो । 7. संिंजधत श्रेणी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10 के उप जनयम 1ए के अनुसार अनुप्रयोज्य िुल् क के समतुल् य िल्ु क का भुगतान करन े के जलए उत् तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए ति तक हकिार नहीं होगा िि तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता, अथागत: - अजधकतम अनज्ञु ये सकल वाहन भार स े आधार िर म ेंगणु न कारक िल्ु क अजधक भार का प्रजतित (1) (2) (3) 0% स े 20% िो >20% स े 40% चार [(जनयम 4 के उपजनयम (2) के अंतगतग यांजत्रक >40% स े 60% छह वाहन की ऐसी श्रेणी के जलए लागू िल्ु क) x (गणु न कारक)] >60% स8े 0% आि >80% और उससे अजधक िस 8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रणे ी, सर्वगस रोड, वैकजल्पक सड़क इत् यादि उि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी। 9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 10. उपयुगक् त ताजलका-1 म ें यथा-उजल्लजखत, आधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों से िल्ु क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंिाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उस े अंग्रेिी और क्षेत्रीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा । 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 300.59 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट् थानांतरण, पड़े ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा िल्ु क के माध् यम स ेवसूल की गई पिूं ीगत लागत का प्राजधकरण द्वारा ररकॉड गरखा िाएगा। [फा. सं. सीओडीआईवी-13017/1/2024-पीआईय ूमेरि/ई-249360] जवनय कुमार, अपर सजचव[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th July, 2025 S.O. 3448(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 3032(E) dated 22nd June, 2018 issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the National Highway No. 709AD (The highway starting from its junction with NH-709 near Panipat in the state of Haryana connecting to Shamli, Muzaffarnagar, Bhopa, Bijnor and terminating at its junction with NH-734 near Nagina in the state of Uttar Pradesh) to the National Highways Authority of India (hereinafter referred to as the “Authority”) Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the sixty percent of the rate specified in column (2) of the Table 1 for net road section length of 17.500 km [Table-2] and for equivalent structure length (having length more than 60m) of 8.69 Km (having total length of 0.869 Km, Table-4 and at ninety per cent of the base rate specified in column (2) of the Table 1 for bypasses having length of 3.251 km [Table-3] costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below for the use of two lane with paved shoulders of Muzaffarnagar – Miranpur Section from design km 153+660 to design km 175+280 (existing km 0+000 to km 24+780) of NH-709AD in the State of Uttar Pradesh and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table – 1 Types of Vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini 1.05 Bus Bus or Truck (Two Axles) 2.20 Three-Axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving 3.45 Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the Fee plaza is Rs.350.00 (Rupees Three Hundred Fifty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicles (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternate road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle, namely: - Multiplying Percentage of excess load over Maximum Factor to Fees Permissible Gross Vehicular Weight the base rate (1) (2) (3) 0% to 20% Two >20% to 40% Four [(Fees applicable for such category of mechanical >40% to 60% Six vehicle under sub-rule (2) of rule 4) x (Multiplying factor)] >60% to 80% Eight >80% and above Ten 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rs. 300.59 Crs. The Capital cost of the project is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
