(सारणी 2) की जनवल सड़क खंड लंिाई तथा 13.18 दक.मी. (1.318 दकमी की लंिाई वाली (सारणी-4) समतल्ु य संरचना लंिाई (60 मीटर स ेअजधक लम् िाई वाली) के जलए सारणी 1 के स्ट्तम्भ (2) म ें जवजनर्िगष्ट िर पर और 10 करोड़ रू. या उससे अजधक की लागत वाल े 41.972 दक.मी. दकमी दकमी 4.622 345.95 उजल्लजखत जसमररया 197.900 202.790 आधार िरों का 150% 3. उपयुगि के अजतररि, जनम्नजलजखत िुल् क प् लाजा (प्ल ाजाओं) पर 60 मीटर से अजधक लंिाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंिाई को गुणा करके रािमाग ग की समतुल् य लंिाई म ेंअवसंरचनाओं की लंिाई को पररवर्तगत करके जनम्नजलजखत िल्ु क भी िेय और संिेय होगा:[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 सारणी-4 ि ल्ु क प्लाजा का स्ट्थान (चने िे ) सरं चनाओं की लिं ाई (दकमी समकक्ष सड़क िर जिस पर िल्ु क सिं ेय ह ै म)ें को समकक्ष सड़क लिं ाई म ेंलिं ाई (दक.मी म)ें पररवर्ततग दकया िाना ह ै जिहार राज्य के पटना जिल े के चार अथवा अजधक लने के जलए ऊपर जिहारिीघा गााँव में दकमी/चेनेि सारणी-1 म ें उजल्लजखत आधार िरों 1.318 दकमी^ 13.18 दकमी पर दकमी 178.700 (जडजाइन) का 100% पर ^जववरण जनम्नानुसार ह:ैं चने िे सरं चना का प्रकार लिं ाई (दकमी म)ें दक.मी. स े दक.मी. तक (क) िजख्तयारपुर-मोकामा खंड 1 153.850 154.010 वायडक्ट 0.160 2 154.010 154.090 आरओिी 0.080 3 154.090 154.264 वायडक्ट 0.174 4 154.264 154.388 आरओिी 0.124 5 154.388 154.900 वायडक्ट 0.512 िजख्तयारपरु -मोकामा म ेंसरं चना की कुल लिं ाई 1.050 दकमी (ख) औंटा -जसमररया खडं 1 202.306 202.494 आरओिी -2 0.188 2 202.750 202.830 वायडक्ट 0.080 औंटा-जसमररया में संरचना की कुल लंिाई 0.268 दकमी सरं चनाओं की कुल लिं ाई 1.318 दकमी 4. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और िल्ु क प्ल ािा से िीस दकमी की िरू ी के भीतर जनवास करन े वाले व् यजक्त के जलए माजसक पास की िर वर्ग 2025-26 के जलए 340/- रुपए (तीन सौ चालीस रुपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 5. रािमागग खण्ड पर िहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः सारणी-5 सिं ेय धनराजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िुल्क का डेढ़ िो भुगतान के समय से चौिीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक माह िुल्क की राजि का िो-जतहाई पचास 6. िुल्क प् लािा जस्ट्थ त होने वाले जिले में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह ेवाहनों को छोड़कर) के जलए िुल्क उस श्रणे ी के वाहन हते ुजनधागररत िर की 50% होगी, ििते दक ऐस ेवाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 7. संिंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनुप्रयोज्य िल्ु क के समतुल्य िल्ु क का भुगतान करन े के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए ति तक हकिार नहीं होगा िि तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी। 9. उि जनयमों के जनयम 12 के अनसु ार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 10. उपयुगक् त ताजलका-1 में यथा-उजल् लजखत आधार वर् ग 2007-08 के जलए प्रजत दक.मी. िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों स े िल्ु क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खडं की पूरी हो गई लंिाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा तिनुसार उस े अग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 1733.009 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट् थानांतरण, पड़े ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा िुल्क के माध्य म से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. स.ं जिहार प्रभाग -20014/55/2025-पीआईय ूिेगूसराय/ई-262390] चेतना नंि वसंह, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th March, 2026 S.O. 1569(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S.O. 1035(E) dated the 7th May, 2010 issued under Section 11 of the National Highway Authority of India Act 1988 ( 68 to 1988), the Central Government has entrusted the stretch from kilometer 153.300 to kilometer 410.000 (Khagaria – Bakhtiyarpur – Purnea section) of National Highways No. 31 in the State of Bihar to National Highways Authority of India (hereinafter referred to as the “Authority”). Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act,1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "Rules") and in supersession of fee notification published vide S.O. 3237 dated 08.08.2024, the Central Government hereby levies the fee at the rate specified in columns (2) of the Table 1 for net road section length of 6.200 km [Table 2] and for equivalent structure length (having length more than 60m) of 13.18 km (having length of 1.318 km [Table 4]) and at one and one half times the base rate for bypasses having length of 41.972 km [Table 3] costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below for use of four laning of Bakhtiyarpur-Mokama Section from design km 153.300 to km 197.900 and Aunta-Simaria section from km 197.900 to km 202.790 of NH-31 in the State of Bihar and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km for the base year Type of vehicle 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.340/- (Rupees Three Hundred Forty only) for the year 2025-2026 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-5 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for fifty Fifty One month from date of payment single journeys. 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the projects is Rupees 1733.009 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
