संख्या का. आ. 122(अ) दिनाकं 17.01.2014 द्वारा मेससग मुरािाबाि बरेली एक्सप्रेसवे जलजमटेड (जिसे इसके पश्चात
"कंसेसनेयर" के रूप म ेंसंिर्भगत दकया िाए) को वाजणजययक प्रचालन की जतजथ या आजधकाररक रािपत्र म ेंइस अजधसूचना के
प्रकािन की जतजथ से, िो भी बाि में हो, करार म ें जवजनर्िगष्ट समाजि की जतजथ तक िुल्क सग्रं हीत और प्रजतधाररत करने के
जलए प्राजधकृत दकया ह।ै
और यतः, भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिसे इसके पश्चात 'प्राजधकरण' कहा िाए) ने अपने अजतररि व्यय
पर उत्तर प्रिेि रायय में राष्ट्रीय रािमागग संख्या 24 (नया एनएच-09) पर जिला मरु ािाबाि में 800 मीटर की लंबाई के जलए
आरओबी (दकमी. 179.350 से दकमी. 180.150) जवकजसत दकया ह।ै उि आरओबी के जलए िुल्क संग्रह की रीजत और
कंसेसनेयर को प्राजधकरण की ओर से िल्ु क संग्रहण के जलए सक्षम बनाने हते ु भारतीय राष्ट्रीय रािमागग (जिसे इसके पश्चात
"प्राजधकरण" कहा िाए) और कंसेसनेयर के बीच दिनांक 10 अिूबर, 2024 को एक परू क करार दकया गया ह।ै
अब, राष्ट्रीय रािमागग िुल्क (िर अवधारण एव ं संग्रहण) जनयम, 2008 के जनयम 3 के साथ परित राष्ट्रीय रािमाग ग

कंसेसनेयर के बीच दकए गए उपयुगि करार को ध्यान में रखते हुए, एतिद्वारा कंसेिनेयर को प्राजधकरण की ओर से मुरािाबाि
में 800 मीटर लंबे आरओबी के उपयोग हते ु िुल्क सग्रं हण के जलए अजधकृत करती ह ै और का.आ. संख्या 122(अ) दिनांक
17.01.2014 (जिसे इसके पश्चात "उि अजधसूचना" कहा िाए) द्वारा भारत के रािपत्र, असाधारण, परै ा II, धारा 3, उप-
धारा (ii) म ेंप्रकाजित अजधसूचना में जनम्नजलजखत संिोधन करती है, अथागत:-
(i) उि अजधसूचना के परै ाग्राफ 3 में, "66.950 दकमी" (पंजि 7 म ेंििागई गई) को “67.680 दकमी और 0.700 दकमी
(0.070 दकमी की लबंाई वाली) की समतल्ुय सरंचना लबंाई (60 मीटर स ेअजधक लबंाई वाली)” से प्रजतस्ट्थाजपत
दकया िाएगा।
(ii) उि अजधसूचना में, बबंि ुसंख्या 1 में जवजनर्िगष्ट सारणी को जनम्नजलजखत के साथ प्रजतस्ट्थाजपत दकया िाएगा:

NOTIFICATION
New Delhi, the 12th August, 2026
S.O. 4469(E) .— Whereas in the exercise of the powers conferred by Section 8A of NH Act, 1956 (48 of 1956)
read with rule 3 of NH Fe Rules, 2008, Central Government vide Gazette Notification bearing number S.O. 122(E)
dated 17.01.2014 has authorised the M/s Moradabad Bareilly Expressway Limited(hereinafter referred to as the
“Concessionaire”) to collect and retain the fee on and from the date of commercial operation or publication of this
notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement.
And whereas, National Highways Authority of India (hereinafter referred to as the ‘Authority’) at its own
additional cost has developed ROB (from Km. 179.350 to Km. 180.150) in district Moradabad for a length of 800m on
the National Highway number 24 (new NH-09) in the State of Uttar Pradesh. A supplementary agreement dated 10th
October, 2024 has been signed between National Highways of India (hereinafter referred to as the “Authority”) and
Concessionaire for the modalities of fee collection for the said ROB and to enable the concessionaire to collect the fee
on behalf of the Authority.
Now, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956),
read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules 2008, the Central
Government, having regard to the aforesaid agreement entered into between the authority and the concessionaire, hereby
authorises the Concessionaire to collect the fee for use of ROB in Moradabad, having a length of 800m, on behalf of
the Authority and makes the following amendments to the notification published in the Gazette of India, Extraordinary,
Para II, Section 3, Sub-Section (ii) vide S.O. 122(E) dated 17.01.2014 (hereinafter referred to as the “said notification”),
namely:-
(i) In Paragraph 3 of said notification, the figure “66.950 km” (appearing in line 7) shall be substituted with
“67.680 km and for equivalent structure length (having length more than 60 m) of 0.700 km (having length
of 0.070 km)"
(ii) In the said notification, the Table specified in Point No. 1 shall be substituted with the following:

into an equivalent length of highways by multiplying the length of such structures by an equalisation factor of
10, at the base rates mentioned in Table-1 above, namely: -
