का.आ. 2547(अ).—यत:, केंद्र सरकार ने भारतीय राष्ट्रीय रािमागग प्राजधकरण अजधजनयम, 1988 (1988 का
68) की धारा 11 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना का.आ
5578 (अ) दिनांक 27 दिसंबर, 2024 द्वारा गुिरात राज्य म ें जवसलपुर (अहमिाबाि) के पास सरिार पटेल ररंग रोड के
साथ अपने िंक्िन स े िरूु होकर तािपरु , भाट, वासना चचरावाड़ी, कजवता, चलोिा, िवु ाल रूपवती, ससंधरेि, लाना,
िलालपरु (गोधनेश्वर), सरंधी, कररयाना, रूपगढ़, केिरगढ़, वेिल्का, सरगवाला, भोलाि, आनंिपुर, वसलंडा, अंबाली,
धोलेरा, संजधिा, हबे तपुर को िोड़ने वाल े और अधले ाई के पास राष्ट्रीय रािमागग-751 के साथ अपन े िंक्िन पर समाप्त होन े
वाले एनई-8 के खंड को भारतीय राष्ट्रीय रािमाग ग प्राजधकरण (जिसे इसके बाि "प्राजधकरण" कहा िाए) को सुपुि ग दकया ह;ै
और यत: राष्ट्रीय रािमागग िल्ु क (िर अवधारण एवं सग्रं हण) जनयम 2008 के जनयम 3 (जिसे इसके बाि "जनयम"
कहा िाए) के साथ परित राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग
करते हुए केंद्र सरकार द्वारा गिु रात राज्य म ें भारत सरकार की अजधसूचना का.आ. 2135 (अ) दिनांक 13 मई, 2025
द्वारा राष्ट्रीय एक्सप्रेसव े संख्या एनई -8 के दकमी. 0+000 से दकमी. 84+709 तक के खंड के जलए यांजत्रक वाहनों पर िल्ु क
लगान ेऔर संग्रहण करने के जलए प्राजधकरण को प्राजधकृत दकया गया;
अब, राष्ट्रीय एक्सप्रेसवे संख्या एनई-8 के दकमी.57.880 पर अजतररि इंटरचेंि का प्रावधान और अजधसूचना
संख्या का.आ. 2135 (अ) दिनांक 13 मई, 2025 के अजधक्रमण द्वारा केंद्र सरकार एतद्द्वारा गुिरात राज्य म ें एनई -8 के
दकमी 0+000 स े दकमी 84+709 तक के खंड के उपयोग के जलए नीच े िी गई सारणी 1 के कॉलम (1) म ें जवजनर्िगष्ट वाहनों

के प्रकार पर 4 लेन खडं के उपयोग के जलए यांजत्रक वाहनों पर 81.902 दकमी की जनवल सड़क लंबाई [सारणी-3] और
28.070 दकमी (2.807 दकमी [सारणी-5] की समतुल्य सरं चना लंबाई (60 मीटर स े अजधक) के जलए सारणी 1 के कॉलम
(2) म ें जवजनर्िगष्ट िर (जिसे इसके बाि "आधार िर" कहा िाए) के 125% की िर स े िल्ु क उद्ग्रहीत करती ह,ै एव ं प्राजधकरण
को अपन े अजधकाररयों या दकसी संजविाकार के माध्यम स े उि िुल्क को संग्रहीत करने के जलए प्राजधकृत करती ह,ै अथागत:-

प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के
प्रवेि के जलए, कजथत जनयमों के जनयम 10के अनुसार अनप्रु योज्य िल्ु क के समतल्ु य िल्ु क का भगु तान करने के जलए
उत् तरिायी होगा ।
8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क
इत् यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनरूु प होंगी।
9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा।
10. जत्रक वाहनों से िुल् क की वास्ट् तजवक राजि उपयुगक् त सारणी-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत
दकलोमीटर िुल्क की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई
लंबाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा
तिनुसार उसे अग्रं ेिी और क्षेत्रीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म ेंप्रकाजित दकया िाएगा।
11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 4798.24 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता
स्ट् थानांतरण, पड़े ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतनग के
अध् यधीन ह।ै प्राप् त प्रयोक्त ा िल्ु क के माध् यम स ेवसूल की गई पिूं ीगत लागत का प्राजधकरण द्वारा ररकॉड गरखा िाएगा।

S.O. 2547(E).—Whereas by Gazette notification of the Government of India in the Ministry of Road
Transport and Highways number S.O. 5578 (E) dated 27.12.2024 issued under section 11 of the National Highways
Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch of NE-8 starting from its
junction with Sardar Patel Ring Road near Visalpur (Ahmedabad) connecting Tajpur, Bhat, Vasna Chacharavadi,
Kavitha, Chaloda, Juval Roopvati, Sindhrej, Lana, Jalalpur (Godhneshwar), Sarandhi, Kariyana, Rupgadh,
Keshargadh, Vejalka, Saragvala, Bholad, Anandpur, Valinda, Ambali, Dholera, Sandhida, Hebatpur and terminating
at its junction with NH-751 near Adhelai in the state of Gujarat to the National Highways Authority of India (herein
after referred to as the “Authority”).
And whereas, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of
1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008,
(hereinafter referred to as the "Rules"), the Central Government by notification of the Government of India number
S.O. 2135 (E) dated 13th May, 2025 authorized Authority for levying and collecting fee on mechanical vehicles for
the section from Km. 0+000 to Km.84+709 of National Expressway no. NE-8 in the state of Gujarat;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9
Now, upon provision of additional Interchange at Km.57.880 of National Expressway no. NE-8 and in
supersession of the notification bearing number S.O. 2135 (E) dated 13th May, 2025, the Central Government, hereby
levies the fee on mechanical vehicles at 125% of the rate specified in Column (2) of the Table 1 (hereinafter referred
to as “ base rate”) for net road section length of 81.902 Km [Table-3] and for equivalent structure length (having
length more than 60m) of 28.070 km (having length of 2.807 km [Table-5]), for the use of 4 lane section on the Type
of Vehicles specified in Column (1) of the Table 1 below for the use of section from Km. 0+000 to Km.84+709 of
NE-8 in the State of Gujarat and authorises the Authority to collect, either through its officials or through a contractor,
the said fee, namely:-

5. The vehicle entering the project highway will be recorded at the Entry fee Plaza and user Fee will be collected at
Exit Fee Plaza for the road section used by the vehicle between Entry and Exit Fee Plazas as per details mentioned
under para (4).
6. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

* Provided that the user uses the same entry and exit fee plazas while performing the return journey.
7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load
specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the
fee collecting agency, equal to the fee specified in rule 10 of the said rules.
8. All definitions including the category of mechanical vehicles, its permissible load, category of exempted vehicles,
service road, alternative road, etc. shall be as per definitions specified in the rules.
9. The fee rates shall be displayed for the information of the users in accordance with rule 12 of the said rules.
10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table 1 above, the actual amount
of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of
the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same
shall be published in at least one newspaper, each in English and vernacular language accordingly.
11. The estimated capital cost of the project is Rs.4798.24 Cr. The capital cost is subject to variation as the activities
of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a record of
the recovery of capital cost through user fees realised.
