413.200 स े दकलोमीटर 488.270 (लखनऊ-सीतापुर खंड) तक के खडं को भारतीय राष्ट्रीय रािमाग ग प्राजधकरण (जिस े इसके बाि "प्राजधकरण" कहा िाए) को सुपुिग दकया ह;ै अतः अब, राष्ट्रीय रािमाग ग िल्ु क (िर अवधारण एवं सग्रं हण) जनयम 2008 के जनयम 3 (जिसे इसके बाि "जनयम" कहा िाए) के साथ परित राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए और भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सख्ं या का.आ.1422(अ) दिनांक:

20.06.2011 का अजधक्रमण करत ेहुए, केंद्र सरकार एतद्द्वारा उत्तर प्रििे राज्य म ेंराष्ट्रीय रािमागग स.ं- 30 (परु ाना एन एच-

24) के दकलोमीटर 413.200 से दकलोमीटर 479.400 तक वतगमान लखनऊ सीतापुर खंड के चार लने के उपयोग के जलए नीचे िी गई सारणी 1 के कॉलम (1) में जवजनर्िगष्ट वाहनों के प्रकार 66.058 दकमी की जनवल सड़क लंबाई [सारणी-2] और

3. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और िल्ु क प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करने वाले व् यज‍त के जलए माजसक पास की िर वर्ग 2026-27 के जलए 360/- रुपए (तीन सौ साि रुपए मात्र) ह ैऔर उि जनयमों के अनुसार प्रजतवर्ग संिोधन के अध् यधीन ह।ै

4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः सारणी-4 अनज्ञु ात एकतरफा यात्राओं की अजधकतम सख्ं या सिं ेय धनराजि जवजधमान्यता की अवजध एकतरफा यात्रा के जलए िुल्क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक माह िुल्क की राजि का िो-जतहाई पचास

5. िुल्क प्ल ािा जस्ट् थत होने वाल ेजिले में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत वाहनों को छोड़कर) के जलए िल्ु क उस श्रणे ी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्प क सड़क उपलब्ध न हों।

6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स ेअजधक भार लि ेयांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए कजथत जनयमों के जनयम 10 म ेंजवजनर्िगष्ट िल्ु क के समतुल्य िुल्क का भुगतान करने के जलए उत्तरिायी होगा।

7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी।

8. उि जनयमों के जनयम 12 के अनुसार, प्रयोिा की िानकारी के जलए िुल्क की िरों को प्रिर्ितग दकया िाएगा।

9. उपयुग‍ त ताजलका-1 में यथा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दक.मी. िुल्क की आधार िर के आधार पर यांजत्रक वाहनों स े िुल्क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा तिनुसार उस े अग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा।

10. इस पररयोिना की अनुमाजनत पूंिीगत लागत 322 करोड़ रुपय ेह ै। चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट्थ ानांतरण, पेड़ों को काटने इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए पूंिीगत लागत पररवतगन के अध् यधीन प्राप् त प्रयो‍त ा िुल्क के माध् यम से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाड गरखा िाएगा। [फा. स.ं पररयोिना-35017(62)/3/2026- पीआईय ूलखनऊ/(ई-268392)] चेतना निं ससंह, संयु‍ त सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION New Delhi, the 17th September, 2026 S.O. 5119(E).— Whereas by the notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1585 (E) dated 10.11.2005 issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 413.200 to kilometer

488.270 (Lucknow-Sitapur section) of National Highway No. 30 (Old NH-24) in the State of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the "Authority");

Now, therefore, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of

1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (here in after referred to as the "Rules"), and in supersession of notification of the Government of India in the Ministry of Road Transport and Highways, number S.O. 1422 (E) dated 20.06.2011, the Central Government hereby levies the fee at the rate specified in column (2) of the Table-1 for net road section length of 66.058 km [Table-2] and for equivalent structure length (having length more than 60 meter) of 1.42 Km (having length 0.142 Km [Table-3]) on the type of vehicles specified in column (1) of Table-1 below for the use of four lane of Lucknow -Sitapur Section of existing km. 413.200 to kilometer 479.400 on National Highway No. 30 (Old NH-24) in the state of Uttar Pradesh, and authorises the Authority to collect, either through its officials or through a Contractor, the said fee, namely:- Table-1 Type of Vehicle Base rate of fee per km for the Base year 2007-08 (in Rupees)

2. 3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides with in a distance of twenty kilo meters from the toll plaza is Rs. 360.00 (Rupees Three Hundred and Sixty only) for the year 2026-27, which is subject to revision every year as per the provisions of the of the said rules.

4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of one way Period of validity journeys allowed Twenty-four hours from the One and half times of the fee for one way journey Two time of payment Two- third of amount of the fee payable for fifty One month from date of Fifty or more single journeys payment

5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.

6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules.

7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.

8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.

9. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

10. The estimated capital cost of the project is Rupees 322 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a record of the recovery of capital cost through user fee realised.
