L.-33004/99 सी.जी.-डी.एल.-अ.-04082026-275155 xxxGIDHxxx CG-DL-E-04082026-275155 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण् ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY सं. 4081] नई दिल्ली, िुक्रवार, िुलाई 31, 2026/श्रावण 9, 1948 No. 4081] NEW DELHI, FRIDAY, JULY 31, 2026/SHRAVAN 9, 1948 सड़क पररवहन और रािमागग मंत्रालय अजधसूचना नई दिल्ली, 31 िुलाई, 2026 का.आ. 4257(अ).—िबदक, केन्‍दर सरकार ने राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का.आ. 1668 (अ), दिनांदकत 26 मई, 2020 के द्वारा तेलंगाना राज्य में जस्ट् ित राष्ट्रीय रािमागग सं.-16 (नई एनएच सं. 63) [दकमी.28.00 से दकमी.168.00 (अमूगर- मंजचयागल खंड) को छोड़कर] को तेलंगाना राज्य सरकार को सुपुिग कर दिया है; अत: अब, राष्‍ट रीय रािमागग िुल्क फीस (िरों का जनधागरण और संग्रहण) जनयमावली, 2008 (िो इसके आगे ‘जनयम’ के रूप में उजल् लजखत है) के जनयम 3 के साि परित राष्‍ट रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िज‍ तयों का प्रयोग करते हुए, केन्‍दर ीय सरकार, एतिद्वारा तेलंगाना राज्य में राष्ट्रीय रािमागग सं.-63 (पुरानी एनएच सं. 16) के जनिामाबाि से िगिलपुर खंड के दकमी 180.600 से दकमी 223.00 तक खंड के पेव्ड िोल्डर सजहत िो लेन खंड के 27.440 दकमी [ताजलका-2] की जनवल सड़क खंड लंबाई के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्‍ट ट आधार िर के 60% पर और चार अिवा अजधक लेन के 5.756 दकमी [ताजलका-2] और 0.84 दकमी (0.084 दकमी लंबाई वाली 5911 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] [ताजलका-3]) की समतुल्य संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्‍ट ट आधार िर के 100% पर नीचे िी गई ताजलका 1 के कॉलम (1) में जवजनर्िगष्‍ट ट यांजत्रक वाहनों के प्रकार पर फीस उिगृहीत करती है तिा भारतीय राष्‍ट रीय रािमागग प्राजधकरण को उसके अजधकाररयों अिवा दकसी िेकेिार के माध् यम से उ‍ त फीस के संग्रहण के जलए प्राजधकृत करती है, अिागत्:- ताजलका-। वाहन का प्रकार आधार वर्ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. में) (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज् यक वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धुरीय वाजणजज् यक वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अिग मूववंग उपस्ट् कर (ईएमई) या बहु धुरीय 3.45 वाहन (एमएवी) (चार से छ: धुरी) जविाल आकार के वाहन (सात या अजधक धुरी) 4.20 1. इसके अंतगगत उिगृहीत और संगृहीत फीस ऐसे पिकर प् लािाओं के अंतगगत जवजनर्िगष्‍ट ट िूरी हेतु जनम् नजलजखत पिकर प् लािाओं में िेय और संिेय होगी, अिागत्:- ताजलका-2 पिकर प् लािा की अवजस्ट् िजत लंबाई (दकमी में) जिसके जलए फीस संिेय है िर, जिस पर फीस संिेय है । (चैनेि) तेलंगाना राज्य में जिला 27.44 पेव्ड िोल्डर सजहत िो लेन के जलए मंजचयागल में बावराओपेट गांव के ऊपर ताजलका-1 में उजल् लजखत जनकट रारा-63 के आधार िरों का 60% दकमी/चै.203.700 पर 5.756 चार या अजधक लेन के जलए ऊपर ताजलका-1 में उजल् लजखत आधार [(> 60 मी.) लंबाई वाली संरचना को छोड़कर] िरों का 100%[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 2. उपयुग‍ त के अजतररक्त जनम्नजलजखत टोल प् लािा पर 60 मीटर से अजधक लंबाई वाली जनम् नजलजखत अवसंरचनाओं के उपयोग के जलए 10के समतुल् य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमागग की समतुल् य लंबाई में अवसंरचनाओं की लंबाई को पररवर्तगत करके जनम् नजलजखत फीस भी िेय और संिेय होगी-: ताजलका-3 पिकर प् लािा की अवजस्ट् िजत समतल्ु य सड़क लबं ाई म ेंपररवर्तगत समतुल् य िर, जिस पर फीस संिेय है (चैनेि) दकए िान ेके जलए अवसंरचनाओं^ सड़क लंबाई की लंबाई (दकमी में) (दकमी में) तेलंगाना राज्य में जिला चार या अजधक लेन के जलए मंजचयागल में बावराओपेट गांव ऊपर ताजलका-1 में उजल् लजखत 0.084 0.840 के जनकट रारा-63 के आधार िरों का 100% दकमी/चै.203.700 पर ^4 लेन वाली अवसंरचना का ब् यौरा जनम् नानुसार है: - चैनेि क्र.सं. संरचना का प्रकार लंबाई (दकमी में) दकमी से दकमी तक 0.084 1 180.770 180.854 बड़ा पुल कुल 0.084 3. गैर-वाजणजज् यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पिकर प् लािा से बीस दकमी की िूरी के भीतर जनवास करने वाले व् यज‍ त के जलए माजसक पास की िर जवत्त वर्ग 2026-27 के जलए 360 रु. (तीन सौ साि रुपए मात्र) है और राष्‍ट रीय रािमागग िुल्क (िरों का जनधागरण और संग्रहण) जनयमावली, 2008 के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के अध् यधीन है। 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम् नजलजखत िरों पर पास िारी दकए िाएंगे, अिागत् ताजलका-4 भुगतान-योग् य धनराजि अनुमत एकतरफा यात्राओं की वैधता की अवजध अजधकतम संख् या एकतरफा यात्रा के जलए फीस का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए पचास भुगतान की जतजि से एक माह भुगतान-योग् य फीस की राजि का िो- जतहाई 5. फीस प् लािा जस्ट् ित होने वाले जिले में पंिीकृत वाजणजज् यक वाहनों (राष्‍ट रीय परजमट के अधीन प्रचाजलत दकए िा रहे वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हेतु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज् यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब् ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍ त, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, उ‍ त जनयमों के जनयम 10 में जवजनर्िगष्‍ट ट फीस के समतुल् य फीस का भुगतान करने के जलए उत् तरिायी होगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि उ‍ त जनयमों में जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण में प्रयो‍ ताओं के सूचनािग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुग‍ त ताजलका-1 में यिा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍ त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तिा तिनुसार उसे अंग्रेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्रा‍ कजलत पूंिीगत लागत 177.119 करोड़ रु. है। भूजम अजधग्रहण, िनोपयोगी सुजवधाओं के स्ट् िानांतरण, पेड़ों को काटने आदि कायगकलापों को अभी पूरा दकया िाना है इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन है। प्राप् त प्रयो‍ ता फीस के माध् यम से वसूल की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. स.ं आरडब्ल्यू/एचवाईडी/िेबी-29/एनएच(ओ)/कोर-पाटग(1)/ ई-269405] चेतना नंि वसंह, संयुक्त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 31st July, 2026 S.O. 4257(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S.O. No.1668(E) dated 26th May 2020 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the NH no. 16 (new NH no. 63) [Excluding km 28.00 to km 168.00 (Armoor- Mancherial section)] in the State of Telangana to the State Government of Telangana. Now, therefore, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the rate 60% of rate specified in Column (2) of the Table 1 for net road section length of 27.440 km [Table-2] for use of two lane with paved shoulder section and at 100% of the base for net road section length 5.756 km [Table-2] and for equivalent structure length (having length more than 60m) of 0.84 km (having length of 0.084 km [Table-3]) for the use of four or more lane, on the type of vehicle specified in column (1) of the table 1 below, of Nizamabad to Jagadalpur Section from kilometer 180.600 to kilometer 223.00 of National Highway number 63 (Old NH-16) in the state of Telangana and authorises the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table – 1 (1) (2) Type of Vehicle Base rate of fee per Km for the base year 2007-08 (in Rupees) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two axles) 2.20[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Three-axle commercial vehicles 2.40 Heavy Const. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.360/- (Rupees Three Hundred and Sixty only) for the year 2026-27 which is subject to revision every year as per the provisions of the said rules. 4. For multiple journey on the highway section, passes shall be issued at the following rates, namely:- Table – 4 Amount Payable Maximum number of one way Period of validity journeys allowed One and half times the fee for one way journey Two Twenty four hours from the time of payment Two-third of amount of the fee payable for fifty Fifty One month from date of payment single journeys 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules. 7. All definitions including category of mechanical vehicles, its permissible load category of exempted vehicles, service road, alternative road, etc., shall be as per the definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of Fee per kilometer for the base year 2007-2008 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 177.119 crores. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc., are yet to be completed.
