L.-33004/99 सी.जी.-डी.एल.-अ.-01092025-265845 CG-DxLx-xEG-I0D1H0x9x2x0 25-265845 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 3867] नई दिल्ली िुक्रवार, अगस्ट्त 29, 2025/भार 7, 1947 No. 3867] NEW DELHI, FRIDAY, AUGUST 29, 2025/BHADRA 7, 1947 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 29 अगस्ट् त, 2025 का.आ. 3972(अ).— िबदक, केन्‍द र सरकार न े राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमाग ग मंत्रालय की अजधसूचना सं. का.आ. 195(अ), दिनांदकत 6 माच,ग 2000 के द्वारा ओजडिा राज्य म ें राष्ट्रीय रािमागग (रारा) सं.-26 (पुरानी रारा सं. 201) को ओजडिा राज्य सरकार को सुपुिग कर दिया है; अत: अब, राष्ट्रीय रािमागग फीस (िरों का जनधागरण और सग्रं हण) जनयम, 2008 (िो इसके आग े उक्त ‘जनयम’ के रूप म ें उजल्ल जखत ह)ै के जनयम 3 के साथ परित राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िज जियों का प्रयोग करते हुए, केन्‍दर सरकार, एतिद्वारा ओजडिा राज्य में रारा सं.-26 (परु ानी रारा सं. 201) के बारगढ़ - बलागं ीर खडं के जडिाइन चैनेि 0.000 से दकमी 72.000 तक चार लेन अथवा अजधक के खंड के उपयोग के जलए 20.937 दकमी (ताजलका-2) और 0.63 दकमी (0.063 दकलोमीटर की कुल लंबाई वाली) [ताजलका-3] की समतल्ु य कुल संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) की जनवल सड़क खंड लंबाई के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष् ट आधार िर िर पर तथा पेव्ड िोल्ड र सजहत िो लने के उपयोग के जलए 49.655 दकमी (ताजलका-2) की जनवल सड़क खंड लंबाई के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्ट आधार िर के 60% िर पर नीचे िी गई ताजलका 1 के कॉलम (1) म ें जवजनर्िगष् ट यांजत्रक वाहनों के प्रकार पर फीस उिगृहीत करती ह ै तथा भारतीय राष्र ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम से उक्त फीस के सग्रं हण के जलए प्राजधकृत करती ह,ै अथागत्:- 5789 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथ गमूववंग उपस्ट् कर (ईएमई) या बहु 3.45 धुरीय वाहन (एमएवी) (चार स ेछ: धुरी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अतं गतग उिगृहीत और सगं ृहीत फीस ऐसे पथकर प् लािाओं के अतं गतग जवजनर्िगष् ट िरू ी हते ु जनम्न जलजखत पथकर प् लािाओं म ेंिेय और संिेय होगी:- ताजलका-2 पथकर प्ल ािा की अवजस्ट्थ जत (जडिाइन लबं ाई (दकमी म)ें जिसके जलए िर, जिस पर फीस सिं ेय ह ै चनै िे ) फीस सिं ेय ह ै ओजडिा राज्य के बलागं ीर जिले म ें टाउन 20.937 चार लेन अथवा अजधक लने के उपयोग के बलांगीर के जनकट रारा-26 के दकमी [60 मीटर से अजधक लम्बाई वाले जलए ऊपर ताजलका-1 म ें उजल्ल जखत आधार 48.650 पर सरचनाओ को छोड़कर] िरों का 100% ओजडिा राज्य के बलागं ीर जिले म ें टाउन पेव् ड िोल्ड र सजहत िो लेन के उपयोग के बलांगीर के जनकट रारा-26 के दकमी 49.655 जलए ऊपर ताजलका-1 में उजल् लजखत आधार 48.650 पर िरों का 60% 2. उपयुगक्त के अजतररि, जनम्नजलजखत टोल प्ल ािा (प्ल ािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िेय और संिेय होगी:- ताजलका-3 पथकर प्ल ािा की समतल्ु य सड़क लबं ाई म ेंपररवर्ततग दकए समतल्ु य सड़क लबं ाई िर, जिस पर फीस सिं ेय ह ै अवजस्ट्थ जत (चनै िे ) िान ेके जलए अवसरं चना की लबं ाई (दकमी म)ें (दकमी म)ें चार लेन अथवा अजधक ओजडिा राज्य के बलांगीर लेन के उपयोग के जलए जिले में टाउन बलागं ीर के 0.063^ 0.63 ऊपर ताजलका-1 म ें जनकट रारा-26 के दकमी उजल् लजखत आधार िरों का 48.650 पर 100% ^ब् यौरे जनम्न ानुसार ह:ैं- चनै िे सरं चना का प्रकार लबं ाई (दकमी म)ें दकमी स े दकमी तक 2.708 2.771 बड़ा पुल 0.063[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करन े वाल ेव् यजक्त के जलए माजसक पास की िर वर्ग 2025-26 के जलए 350 रु. (तीन सौ पचास रुपए मात्र) ह ैऔर उि जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमाग गखंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएगं े, अथागत्:- ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान-योग् य फीस की पचास भुगतान की तारीख से एक राजि का िो-जतहाई महीना 5. फीस प् लािा जस्ट् थत होने वाले जिले में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यजक्त , राष्ट्रीय रािमागग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, उक्त जनयमों के जनयम 10 के उप-जनयम 1ए म ें जवजनर्िगष् ट फीस के समतुल् य फीस का भुगतान करने के जलए उत् तरिायी होगा और वह रािमागग खंड का प्रयोग करने के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाए,ं यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवोक्त जनयमों में जवजनर्िगष् ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उि जनयमों के जनयम 12 के अनुसरण में प्रयोक्त ाओं के सूचनाथग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक् त ताजलका-1 में यथा-उजल्ल जखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अंग्रेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्राक्क जलत पूंिीगत लागत 338.08 करोड़ रु. ह।ै वन भूजम के जवपथन, िनोपयोगी सुजवधाओं के स्ट् थानांतरण, पेड़ों को काटने, आदि कायगकलापों को अभी पूरा दकया िाना ह ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम स े वसूल की गई पिूं ीगत लागत का भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. स.ं आरओ/बीबीएसआर/11017/जमस. कोर. ऑफ टेक/29/2008/ई-190432] जवनय कुमार, अपर सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 29th August, 2025 S.O. 3972(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 195(E) dated the 6th March, 2000 issued under Section 5 of the National Highway Act, 1956 (48 of 1956), Central Government has entrusted the stretch of National Highway No.26 (Old NH No. 201) in the State of Odisha to the State Government of Odisha.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Now, therefore, in exercise of powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the said “rules”), the Central Government, hereby levies the fee at base rate specified in column (2) of the Table 1 for net road section length of 20.937 km [Table-2] and for equivalent structure length (having length more than 60m ) of 0.63 km (having length of 0.063 km [Table-3]) for use of four lane or more section and at Sixty (60%) percent of the base rate specified in column (2) of the Table 1 for net road section length of 49.655 km [Table-2] for use of two lane with paved shoulder section on the type of vehicle specified in column (1) of Table 1 below for use of Bargarh - Bolangir section from design chainage Km 0.000 to Km 72.000 of National Highway Number 26 (old NH-201) in the State of Odisha and authorises National Highways Authority of India (NHAI) to collect, either through its officials or through a contractor, the said fee, namely: Table-1 Base rate of fee per Km for the base year Type of Vehicle 2007-08 (in Rupees) (1) (2) Car, Jeep van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or 1.05 Mini Bus Bus or Truck (Two axles) 2.20 Three-axle commercial vehicle 2.40 Heavy construction machinery (HCM) or Earth Moving Equipment 3.45 (EME) or Multi Axle Vehicle (MAV)(four to Six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purpose and resides within a distance of twenty kilometres from the Toll Plaza is Rs. 350.00 (Rupees Three Hundred & Fifty Only) for the year 2025-26 and is subject to revision every year as per the provisions of said rules. 4. For multiple journey on the highway section, passes shall be issued at the following rates, namely: Table-4 Maximum number of one way journeys allowed Amount Payable Period of validity One and half times of the fee for One Two Twenty four hours from the time of way Journey Payments Two-third of amount of the fee Payable Fifty One month from date of payment for fifty single journeys 5. Fee for commercial vehicles (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the toll collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicle, its permissible load, category of exempted vehicle, service road, alternative road etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per Kilometer for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicle and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is 338.08 Crore [The capital cost is subject to variation as the activities of Diversion of forest land, utility shifting, tree cutting, etc. are yet to be completed.
