L.-33004/99 सी.जी.-डी.एल.-अ.-18102025-267021 CG-DxLx-xEG-I1D8H1x0x2x0 25-267021 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4573] नई दिल्ली, बृहस्ट्प जतवार, अक्त बू र 16, 2025/आज‍व न 24, 1947 27, 1947 No. 4573] NEW DELHI, THURSDAY, OCTOBER 16, 2025/ASVINA 24, 1947 A 27, 1947 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 16 अक् तूबर, 2025 का.आ. 4702(अ).—यतः केन्द्रीय सरकार ने, भारतीय राष्ट्रीय रािमाग ग अजधजनयम, 1988 (1988 का 68) की धारा 11 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमाग ग मंत्रालय की अजधसूचना संख्या का.आ. 239 (अ), दिनांक 24 माचग 1998 और संख्या का.आ. 78 (अ), दिनांक 4 फरवरी 1999 द्वारा, केंर सरकार ने आंध्र प्रििे राज्य में राष्ट्रीय रािमागग संख्या-5 (नया एनएच-16) के खंड (दकमी 0.00 – दकमी 3.40, दकमी 3.40 – दकमी 75.00 (जवियवाड़ा-एलुरु खंड), दकमी 354.775 – दकमी 434.150 (जचलकलुररपेट-जवियवाड़ा खंड) को भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिसे इसके बाि प्राजधकरण कहा िाएगा) को सौंपा ह;ै अब, राष्ट्रीय रािमागग िल्ु क (िरों का अवधारण एवं सग्रं हण) जनयम, 2008, (जिसे इसके पश्चात “जनयम’’ के रूप में उल्लेजखत ह)ै ,के जनयम 3 के साथ परित राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंरीय सरकार एतद्द्वारा, आध्रं प्रिेि राज्य में राष्ट्रीय रािमागग संख्या 16 के जवियवाड़ा बाईपास के जचन्ना औवुटुपल्ली से गोलापुडी खंड तक (जडिाइन दक.मी. 0.000 से दक.मी. 30.000) की चार या अजधक लने वाले खंड के उपयोग के जलए नीचे िी गई सारणी 1 के स्ट्तंभ (2) में जवजनर्िगष्ट वाहनों के प्रकार पर 10.390 दक.मी (1.039 दक.मी लंबाई वाली, ताजलका-3) की समतल्ु य संरचना लंबाई (60 मीटर से अजधक लंबाई वाली) के जलए सारणी 1 के स्ट्तम्भ (2) में जवजनर्िगष्ट िरों पर तथा 28.961 दक.मी लंबाई वाले बाईपास [सारणी -2] (िस करोड़ रुपये या अजधक लागत 6919 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] वाले) के जलए सारणी 1 के स्ट्तभं (2) में जवजनर्िगष्ट आधार िर का डेढ़ गुणा पर िुल्क उद्ग्रहीत करती ह ै एवं प्राजधकरण को अपने अजधकाररयों के माध्यम से अथवा संजविाकार के माध्यम से ररयायत अवजध की समाजि की तारीख से कंसेसनेयर के साथ उि िुल्क को संग्रहीत करने के जलए प्राजधकृत करती है, जनम्नानुसार:- सारणी -1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दक.मी. आधार िल्ु क िर (रुपए म)ें (1) (2) कार, िीप, वैन अथवा हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के मालवाहक वाहन अथवा जमनी बस 1.05 बस अथवा रक (िो धुरी वाल)े 2.20 तीन धरु ी वाल ेवाजणजज्यक वाहन 2.40 भारी जनमागण मिीनरी (एच.सी.एम.) अथवा अथ गमूववंग उपस्ट्कर 3.45 (ई.एम.ई) अथवा बहुधुरीय वाहन (एम.ए.वी.) (चार से छह धरु ी वाले) बड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20 1 उपयुगि के अजतररि, जनम्नजलजखत िुल्क प्लािा पर 10 करोड़ रुपय े या उससे अजधक लागत वाले बाईपास के उपयोग के जलए जनम्नजलजखत िुल्क िेय होगा, िो ऐसे िल्ु क प्लािा के जलए जवजनर्िगष्ट जनवल बाईपास लबं ाई के जलए िेय होगा: - ताजलका -2 बाईपास की लम्बाई और लागत जिसके जलए अजतररि िल्ु क सिं ेय ह ै बाईपास का पर आरंभ पर जमलत े िर जिस पर िल्ु क सिं ेय िल्ु क प्लाज़ा का स्ट्थान (चनै िे ) नाम होत ेहुए हुए लागत ह ै लबं ाई (करोड़ रुपय े (दक.मी म)ें म)ें आंध्र प्रिेि के कृष्णा जिल े में जवियवाड़ा जडिाइन जडिाइन 28.961 987.08 चार या अजधक लेन के वेिरूु पवुलरूु गांव के पास बाईपास दक.मी दक.मी जलए ऊपर सारणी-1 में राष्ट्रीय रािमागग-16 के दक.मी 0.000 30.000 उजल्लजखत आधार िरों 13+040 (जडिाइन चेनेि) पर का 150% कुल लंबाई 28.961 2. उपयुगक् त के अजतररि, जनम्नजलजखत िल्ु क प् लािा (प्ल ािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत िुल्क भी िेय और संिेय होगा :-[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ताजलका -3 सड़क की लबं ाई के समान समकक्ष सड़क िर जिस पर िल्ु क सिं ेय ह ै िल्ु क प्लाज़ा का स्ट्थान (चनै िे ) पररवर्ततग बजु नयािी ढाचं ा की लबं ाई (दक.मी लबं ाई^ (दक.मी म)ें म)ें आंध्र प्रििे के कृष्णा जिले म ें चार या अजधक लेन के जलए वेिरूु पवुलरूु गांव के पास राष्ट्रीय 1.039^ 10.390 ऊपर सारणी-1 म ेंउजल्लजखत रािमागग-16 के दक.मी 13+040 आधार िरों का 100% (जडिाइन चने ेि) पर ^जववरण जनम्नानुसार ह:ैं - चनै िे लबं ाई (दकमी म)ें क्रम स.ं सरं चना का प्रकार दक.मी. दक.मी. स े तक 1 1.821 2.067 सड़क ऊपरी पलु (आरओबी) @ दकमी. 1.944 0.246 2 4.538 4.599 बड़ा पुल (एमिेबी) @ दकमी. 4.569 0.061 3 23.440 23.530 बड़ा पुल (एमिेबी) @ दकमी. 23.485 0.090 4 26.439 26.549 बड़ा पुल (एमिेबी) @ दकमी. 26.494 0.110 5 26.960 27.492 सड़क ऊपरी पलु (आरओबी) @ दकमी. 27.226 0.532 कुल 1.039 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और िुल्क प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करने वाल े व् यजक्त के जलए माजसक पास की िर वर् ग 2025-26 के जलए 350/- रुपए (तीन सौ पचास रुपए मात्र) ह ै और उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के अध् यधीन ह।ै 4. रािमाग ग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागत ः ताजलका -4 अनज्ञु ात एकतरफा यात्राओं की अजधकतम सख्ं या सिं ेय धनराजि जवजधमान्द्यता की अवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क भुगतान की तारीख से एक मास की राजि का िो-जतहाई पचास 5. िल्ु क प् लािा जस्ट्थ त होने वाले जिल े में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनज्ञु ेय भार से अजधक भार लि े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनुप्रयोज्य िुल्क के समतुल्य िल्ु क का भगु तान करन े4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रणे ी, सर्वगस रोड, वैकजल्प क सड़क इत् यादि जनयमों में जवजनर्िगष् ट पररभार्ाओं के अनरूु प होंगी। 8. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. उपयुगक् त ताजलका-1 में यथा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दक.मी. िुल्क की आधार िर के आधार पर यांजत्रक वाहनों से िुल्क की वास्ट्त जवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की अनमु ाजनत पूंिीगत लागत 1581.24 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट् थानांतरण, पेड़ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा िल्ु क के माध् यम स ेवसूल की गई पिूं ीगत लागत का प्राजधकरण द्वारा ररकाड गरखा िाएगा। [फा. सं. 11088/सी-िी(वीबीपी)/टोल अजधसूचना/पीआईय-ू वीआईिे/एनएचएआई/ई-238730] चेतना नन्द्ि वसंह, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 16th October, 2025 S.O. 4702(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways Number S. O 239(E), dated 24th March 1998 and S.O. 78(E), dated 4th February 1999 issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretches (Km 0.00 – Km 3.40, Km 3.40 – Km 75.00 (Vijayawada – Eluru section), Km 354.775 – Km 434.150 (Chilakaluripet-Vijayawada section) of National Highway Number-5 (New NH-16) in the state of Andhra Pradesh, to the National Highways Authority of India (hereinafter referred to as the "Authority"); Now, therefore, in exercise of the powers conferred by section 7 of the National Highway Act, 1956 (48 of 1956), read with rule 3 of the National Highway Fee (Determination of Rates and Collection) Rules, 2008 (herein after referred to as the said “rules”), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for equivalent structure length (having length more than 60m) of 10.390 km (having length of 1.039 km [Table-3]) and at one and half times the base rate for bypasses having length of 28.961 km [Table-2] costing rupees ten crore or more on the type of vehicle specified in column (1) of the Table 1 below for use of four or more lane of Vijayawada Bypass from Chinna Auvutupalli to Gollapudi (from design kilometer 0.000 to kilometer 30.000) section of National Highway number 16 in the State of Andhra Pradesh and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely: Table-1 Base rate of fee per km Type of vehicle for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving 3.45[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.350.00 (Rupees Three hundred fifty only) for the year 2025-26 and is subject to revision every year as per the provision of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Table-4 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Two Twenty-four hours from the time journey of payment. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper each in English and vernacular language. 10. The estimated capital cost of the project is Rs. 1581.24 Cr. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
