L.-33004/99 सी.जी.-डी.एल.-अ.-08112025-267485 CG-DxLx-xEG-I0D8H1x1x2x0 25-267485 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4880] नई दिल्ली, बहृ स्ट्प जतवार, नवम्ब र 6, 2025/कार्तकग 15, 1947 25/आषाढ़ 3, 1947 No. 4880] NEW DELHI, THURSDAY, NOVEMBER 6, 2025/KARTIKA 15, 1947 SHADHA 3, 1947 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 4 नवम् बर, 2025 का.आ. 5035(अ).—िबदक, केन्‍द रीय सरकार ने राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का.आ. 5565(अ), दिनांदकत 29 अक्टूबर, 2018 के द्वारा रािस्ट्थान राज्य म ें नया राष्ट्रीय रािमागग-248ए को रािस्ट्थान राज्य सरकार को सुपुिग कर दिया ह;ै अत: अब, राष्‍टर ीय रािमाग ग फीस (िरों का जनधारग ण और सग्रं हण) जनयमावली, 2008 (िो इसके आग े ‘जनयम’ के रूप में उजल्ल जखत ह)ै के जनयम 3 के साथ परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िजक्त यों का प्रयोग करत े हुए, केन्‍दर ीय सरकार, एतिद्वारा रािस्ट्थान राज्य में राष्‍टर ीय रािमागग-248ए के िाहपरु ा – थानागािी खंड के जडिाइन दकमी 0.000 स े दकमी 36.810 (मौिूिा दकमी 0.000 से दकमी 37.552) तक चार लेन खंड के 3.23 दकमी (ताजलका-2) की जनवल सड़क खंड लंबाई के जलए ताजलका -1 के कॉलम (2) मे जवजनर्िगष्‍ट ट आधार िर पर और पेव्ि िोल्डर सजहत िो लेन के 26.396 दकमी (ताजलका-2) की जनवल सड़क खंड लंबाई के जलए ताजलका -1 के कॉलम (1) म े जवजनर्िगष्‍ट ट आधार िर के 60 प्रजतित िर पर तथा 10 करोड़ रु. या उससे अजधक लागत वाले बाईपास के 4.15 दकमी [ताजलका-3) लंबाई के पव्े ड िोल्डर सजहत िो लने के जलए ताजलका -1 के कॉलम (2) म े जवजनर्िगष्‍ट ट आधार िर के 90 7377 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] प्रजतित िर पर, नीचे िी गई ताजलका 1 के कॉलम (1) म ें जवजनर्िगष्‍ट ट वाहनों के प्रकार पर फीस उिगृहीत करती ह ै तथा भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम से उक्त फीस के संग्रहण के जलए प्राजधकृत करती ह-ै :अथागत ्, ताजलका-1 वाहन का प्रकार आधार वष ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथग मूववंग उपस्ट् कर (ईएमई) या 3.45 बहु धुरीय वाहन (एमएवी) (चार से छ: धरु ी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अंतगगत उिगृहीत और सगं ृहीत फीस ऐसे पथकर प्ल ािा के अंतगगत जवजनर्िगष्‍ट ट िरू ी हते ु जनम्न जलजखत पथकर प् लािा(ओं) में िेय और संिेय होगी:- ताजलका-2 पथकर प्ल ािा का अवस्ट्थ ान लबं ाई (दकमी म)ें जिसके जलए फीस िर, जिस पर फीस सिं ेय ह ै (चनै िे ) सिं ेय ह ै [बाइपास की लबं ाई को छोड़कर] रािस्ट्थान के कोटपुतली जिल े 26.396 पेव्ड िोल्डर सजहत िो लने के जलए ऊपर में भागवास चौरासी के ताजलका-1 म ें उजल्ल जखत आधार िरों का 60% जनकट रारा-248ए के 3.23 चार अथवा अजधक लेन के जलए ऊपर ताजलका- जडिाइन चैनेि दकमी 1 में उजल्ल जखत आधार िरों का 100% 04+360 पर 2. उपयुगक् त के अजतररक्त ,ऐसे िल्ु क प् लािा के जलए जवजनर्िगष्‍ट ट 4.15 दकमी बाइपास की जनवल लंबाई के जलए जनम्न जलजखत िल्ु क प् लािा पर करोड़ 10रु. अथवा अजधक लागत वाले बाइपास के उपयोग हते ु जनम्न जलजखत िुल्क भी िेय और संिेय होगी-: ताजलका-3 पथकर प्ल ािा बाइपास िरूु होन े पर जमलन े बाइपास की लबं ाई और लागत िर, जिस पर (चनै िे ) का अवस्ट्थ ान का नाम वाला वाला जिसके जलए अजतररक्त फीस फीस सिं ेय ह ै सिं ेय ह ै लबं ाई (दकमी) प्रजत दकमी लागत रािस्ट्थान के थानागािी 32.660 36.810 4.15 14.35 पेव्ड िोल्डर कोटपुतली जिले म ें बाइपास सजहत िो लने के करोड़ रु. भागवास चौरासी के जलए ऊपर जनकट रारा-248ए ताजलका-1 म ें के जडिाइन चैनेि उजल् लजखत दकमी 04+360 पर आ ध ा र ि र ों क ा 90%[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करन े वाल े व् यजक्त के जलए माजसक पास की िर वष ग 2025-26 के जलए 340.00 रु. (तीन सौ चालीस रुपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवष ग संिोधन के अध् यधीन ह।ै 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएंग,े अथागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए पचास भुगतान की तारीख से एक महीना भुगतान-योग् य फीस की राजि का िो- जतहाई 5. फीस प् लािा जस्ट् थत होने वाल े जिले म ें पंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हेतु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब् ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार स े अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यजक्त , राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रणे ी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनुप्रयोज्य फीस के समतल्ु य फीस का भगु तान करने के जलए उत् तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभाषाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवोक्त जनयमों में जवजनर्िगष्‍ट ट पररभाषाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयोक्त ाओं के सूचनाथग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक्त ताजलका-1 में यथा-उजल्ल जखत आधार वषग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वषग संिोजधत दकया िाएगा तथा तिनुसार उसे अग्रं ेिी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्राक्क जलत पूंिीगत लागत 174.34 करोड़ रु. ह।ै भूजम अजधग्रहण, िनोपयोगी सुजवधाओं के स्ट् थानांतरण, पड़े ों को काटने, आदि कायगकलापों को अभी परू ा दकया िाना ह ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम स े वसूल की गई पिूं ीगत लागत का भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. सं. आरडब्ल्य/ूिेएआई/आरिे/सीई-आरओ/एनएच-12014/21-22/35/ई-205028] चेतना नंि वसंह, संयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 4th November, 2025 S.O. 5035(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S.O. 5565 (E) dated 29 October 2018 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the entire stretch of new NH-248A in the State of Rajasthan to the State Government of Rajasthan.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the base rate specified in column (2) of the Table 1 for net 4-Lane road section length of 3.23 km [Table-2] and at sixty per cent of the base rate specified in column (2) of the Table 1 for two lane with paved shoulders of net road section length of 26.396 km [Table-2] and at ninety per cent of the base rate specified in column (2) of the Table 1 for bypasses (costing > 10 Cr.) having net length of 4.15 km [Table-3] of two lane with paved shoulder on the type of vehicle specified in column (1) of Table-1, for Shahpura - Thanagazi Section from design kilometer 0.000 to kilometer 36.810 (existing km 0.000 to km 37.352) of National Highway NH-248A in the state of Rajasthan and authorises the National Highway Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 340.00 (Rupees Three Hundred Forty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time of journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 174.34 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
