(चार से छह धुरी वाले) बड़े आकार वाल ेवाहन ( सात अिवा अजधक धुरी वाले) 4.20 1. इसके अंतगगत उिगृहीत और संगृहीत िल्ु क ऐसे टोल प्ल ािाओं के अंतगगत जवजनर्िगष् ट िरू ी के जलए, उपयुगक्त सारणी 1 में उजल्लजखत आधार िर से, टोल प्ल ािाओं म ेंिेय और संिेय होगी, अिागत:- सारणी-2 क्र.स. ं टोल प्ल ािा का अवस्ट्िान लबं ाई (दक. मी म)ें जिसके जलए िल्ु क सिं ेय ह ै िर जिस पर िल्ु क सिं ेय ह ै (जडिाइन दकलोमीटर [दकमी]) 1 आंध्र प्रिेि राज्य के गुंटूर जिले 52.854 दकमी [0.366 दकमी संरचनाओं चार या अजधक लेन के जलए में कािा गांव के पास एनएच- (60 मीटर से अजधक लंबाई वाली) और ऊपर सारणी-1 म ेंउजल्लजखत 16 के दकमी 420+408 पर 16.199 दकमी बाईपास लंबाई को छोड़कर] आधार िरों का 100% 2. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल्क प्लािा पर जनम्नजलजखत बाईपास के उपयोग के जलए जनम्नजलजखत िुल्क भी िेय और संिेय होगा, िो ऐसे िल्ु क प्लािा के जलए जवजनर्िगष्ट बाईपास की लंबाई के जलए ऊपर सारणी 1 में उजल्लजखत आधार िर का डेढ़ गुना होगा:- सारणी-3 बाईपास की लबं ाई (60 मीटर स े अजधक की सरं चना को छोड़कर) टोल प्ल ािा का बाईपास का पर आरंभ पर जमलत े एव ं लागत जिसके जलए अवस्ट्िान नाम होत े हुए हुए (दकमी) िर जिस पर िल्ु क अजतररक्त िल्ु क सिं ेय ह ै (दकमी) सिं ेय ह ै लबं ाई लागत (करोड़ (दकमी म)ें रुपए म)ैं आंध्र प्रिेि राज्य चार या अजधक लेन के गुंटूर जिल े म ें के जलए, उपरोक्त कािा गांव के सारणी-1 म ें जचलकलुररपेट 000+000 16+499 16.199 >10 पास एनएच-16 उजल्लजखत आधार बाईपास के दकमी िरों का 150% 420+408 पर।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. उपयुगक्त के अजतररक्त, जनम्नजलजखत िल्ु क प् लाजा मीटर से अजधक लंबाई वाली जनम्नजलजखत 60 पर (प्ल ाजाओं) के समतुल् य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गणु ा करके रािमागग की 10 अवसंरचनाओं के उपयोग के जलए समतुल् य लंबाई में अवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्नजलजखत िलु ् क भी, ऊपर ताजलका 1 में उजल्लजखत िर पर, िेय और संिेय होगा : सारणी-4 समतल्ु य सड़क लबं ाई म ें समतल्ु य सड़क टोल प्लािा का अवस्ट्िान पररवर्ततग की िान ेवाली लबं ाई (दकमी जिस िर पर िल्ु क िेय ह ै (मौििू ा दकलोमीटर [दकमी]) सरं चनाओं की लबं ाई म)ें (दकमी म)ें आंध्र प्रििे राज्य के गुंटूर जिले में कािा चार या अजधक लेन के जलए, गांव के पास एनएच-16 के दकमी 0.366* 3.66 उपरोक्त सारणी-1 में उजल्लजखत 420+408 पर। आधार िरों 100% * सरं चनाओं (>60 मीटर लंबाई) का जववरण जनम्नानुसार ह:ै सारणी-5 चने िे प्रारम्भ (दकमी चने िे तक सरं चना का प्रकार) क्र.स.ं कुल लबं ाई(दकमी) पर) (दकमी पर) 1 4+195 4+375 बड़े पुल 0.180 2 8+422 8+542 बड़े पुल 0.120 3 373+574 373+640 बड़े पुल 0.066 कुल लबं ाई (दकमी) 0.366 4. गैर वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और िल्ु क प्लािा से बीस दकलोमीटर तक की िरू ी के भीतर जनवास करने वाले व्यजक्त के जलए माजसक पास की िर वषग 2025-26 के जलए रू.340 (तीन सौ चालीस रूपए मात्र) ह ै और यह राष्ट्रीय रािमागग िुल्क (िरों और संग्रहण का जनधागरण) जनयम, 2008 के प्रावधानों के अनुसार प्रजतवषग संिोधन के जलए अध्यधीन ह।ै 5. रािमागग खंड पर एकाजधक यात्राओं के जलए, जनम्नजलजखत िरों पर पास िारी दकए िाएगं े, अिागत: - सारणी-6 सिं ेय राजि अजधकतम सख्ं या एक वधै ता की अवजध अनमु त यात्रा माग ग एक तरफ की यात्रा के जलए िल्ु क का डेढ़ गनु ा िो भुगतान के समय से चौबीस घंटे िुल्क की िो-जतहाई राजि पचास एकल यात्राओं के पचास भुगतान की तारीख से एक जलए िेय महीने4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 6. जिस जिले में िल्ु क प्लािा जस्ट्ित ह,ै वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के तहत चलन े वाले वाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के वाहन के जलए जनधागररत िर का 50% होगा, बित ेऐस ेवाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 7. जनयमों के अंतगगत अपनी श्रेणी के जलए जनधागररत अनुमेय भार से अजधक भार से लिे यांजत्रक वाहन को राष्ट्रीय रािमागग पर प्लािा पार करन े की अनुमजत तब तक नहीं िी िाएगी िब तक दक अजतररक्त भार वाहन से हटा नहीं दिया िाता। अपनी श्रेणी के जलए जनधागररत अनुमेय भार स े अजधक भार से लि े यांजत्रक वाहन के चालक, स्ट्वामी या प्रभारी व्यजक्त को उक्त जनयमों में लागू प्रावधान के अनुसार िल्ु क संग्रह एिेंसी को राष्ट्रीय रािमागग पर अजतभाररत वाहन के प्रवेि के जलए िुल्क का भगु तान करना होगा, अिागत: सारणी-7 अजतररक्त भार का प्रजतित आधार िर का गणु क अजधकतम अनमु ये सकल वाहन विन स े िल्ु क कारक अजधक (1) (2) (3) 0% से 20% िो >20% से 40% चार [(जनयम 4 के उप-जनयम (2) के अन्द्तगगत >40% से 60% छह यांजत्रक वाहन की ऐसी श्रेणी के जलए लाग ू िुल्क) x (गुणक कारक)] >60% से 80% आि >80% और उससे अजधक िस 8. उक्त जनयमों के जनयम 12 के अनसु ार, उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. उपरोक्त सारणी-1 म ें उजल्लजखत आधार वष ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर, प्राजधकरण द्वारा यांजत्रक वाहनों से वसूले िान े वाल े वास्ट्तजवक िुल्क और छूट की गणना की िाएगी। प्राजधकरण द्वारा इसे कंसेसनेयर के माध्यम से कम से कम एक अंग्रेिी और स्ट्िानीय भाषा के समाचार पत्र में प्रकाजित कराया िाएगा और उसके बाि उक्त जनयम के जनयम 5 और ररयायत समझौते के प्रावधानों के अनुसार वार्षगक रूप से संिोजधत दकया िाएगा; हालांदक, िल्ु क के जपछले संिोधन की जतजि से 6 (छह) महीन े की अवजध बीतने तक ऐसा संिोधन प्रभावी नहीं होगा। [फा. स.ं एफ़आईएनडीआईवी/35/2026-टीओटी/इनजवट प्रभाग/ई-264629] चेतना नंि लसंह, संयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2026 S.O. 1621(E).— Whereas, by the notification of the Government of India in the Ministry of Road Transport and Highways, [number S.O. 239( E) dated 24.03.1998], issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the Stretch from Km 354.775 to Km 434.150 (Chilakaluripet-Vijayawada Section) of NH-05 (New NH-016) in the state of Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”).;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 And whereas pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an agreement (hereinafter referred to as said Agreement) with Raajmaarg 1 Projects Private Limited, having its Registered Office At G-5 & 6, Sector-10, Dwarka, Delhi, South West Delhi, Delhi, India, 110075 (hereinafter referred to as “Concessionaire”) the successful bidder for bid submitted on 17th March 2026 for the Tolling, Operation, maintenance, and Transfer of Four/Six lane from Chilakaluripet at Design Km 355.000 to Vijayawada at Design Km 422.616 and of NH-16 in the state of Andhra Pradesh (hereinafter referred to as the said section). Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 hereinafter referred to as the “rules”) and in supersession of the Notification Number S.O. No.4584 (E) dated 16.10.2024 , except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the agreement entered into the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the said section at the rates specified in column (2) of Table -1 below for Net Road Section Length of 52.854 [Table -2] km and for equivalent structure length (having length more than 60m) of 3.66 Km (having length 0.366 Km, [Table -4]) and at one and a half times of the base rate for use of bypasses, costing rupees ten crore or more, having length of 16.199 Km [Table 2] for four or more lane section on the type of vehicles specified in Column (1) of Table 1 and authorizes the said Concessionaire to collect and retain the fee on and from the Appointed date or publication of this Notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs. 340 (Rupees three hundred forty only) for the year 2025-2026 and is subject to revision every year as per the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
