आधार िल्ु क की िर (रुपए म)ें

1. इसके अंतगतग उद्गृहीत और सगं ृहीत िल्ु क, ऐसे पथकर प्लािाओं के अंतगगत जवजनर्िगष्ट जनवल सड़क की िरू ी हते ु िुल्क प्लािाओं म ेंिेय और संिये होगी, अथागत; सारणी -2 िल्ु क प्ल ािा का स्ट्थ ान (चने िे ) लबं ाई (दकमी म)ें जिसके जलए िल्ु क वह िर जिस पर िल्ु क सिं ेय ह ै सिं ेय ह ै दिल्ली म ेंमडुं का-बक्करवाला के 34.153 चार या अजधक लेन के जलए उपयुगि सारणी - जनकट रा.रा. 344एम के 22.750 [संरचना की लंबाई (60 मीटर से 1 में उजल्लजखत आधार िरों का 100% पर अजधक) को छोड़कर]

2. उपयुगि के अजतररि, जनम्नजलजखत िल्ु क प्लािा पर 60 मीटर स े अजधक लंबाई वाली जनम्नजलजखत संरचनाओं के उपयोग के जलए सरं चनाओं की लंबाई को 10 के समतुल्य कारक से गुणा करके रािमागग की समतुल्य लंबाई में पररवर्ततग करके जनम्नजलजखत िुल्क भी िेय और संिेय होगा : - सारणी – 3 सड़क की लबं ाई के समान समकक्ष सड़क की िल्ु क प्ल ािा का स्ट्थ ान (चने िे ) पररवर्ततग बजु नयािी ढाचं ा की लबं ाई िर जिस पर िल्ु क भगु तान योग्य ह ै लबं ाई (दकमी म)ें (दकमी म)ें दिल्ली म ेंमडुं का-बक्करवाला के चार या अजधक लेन के जलए उपयुगि जनकट रा.रा. 344एम के 11.926^ 119.26 सारणी -1 में उजल्लजखत आधार

3. गरै वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और पथकर प्लािा से बीस दकलोमीटर तक की िरू ी के भीतर जनवास करने वाल ेव्यजि के जलए माजसक पास की िर वर्ग 2025-26 के जलए 350/- रूपए (मात्र तीन सौ पचास रूपए) और उि जनयमों के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के जलए अध्यधीन ह।ै

4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः - सारणी – 4 एकतरफ़ा यात्रा की अजधकतम अनमु त सिं ेय धनराजि वद्यै मान्यता अवजध सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क पचास भुगतान की तारीख से एक मास की राजि का िो –जतहाई

5. जिस जिले में िल्ु क प्लाज़ा जस्ट्थत ह ैउसमें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हों।

6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स े अजधक भार से लि े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10के उप –जनयम 1ए में जवजनर्िगष्ट िल्ु क के समतुल्य िुल्क का भुगतान करने के जलए उत्तरिायी होगा और वह रािमागग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता।

7. सभी पररभार्ाए,ं यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क इत्यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनरूु प होंगी।

8. उि जनयमों के जनयम 12के अनुसार, उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा।

9. उपयुगि सारणी-1 म ें यथा उजल्लजखत आधार वर्ग 2007- 2008 के जलए प्रजत दक.मी .िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों से िल्ु क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उसे उि जनयमों के जनयम 5 के अनुसार प्रजतवर्ग संिोजधत दकया िाएगा तथा तिनुसार उस े अँग्रेिी और क्षेत्रीय भार्ा के कम से कम एक–एक समाचार पत्र में प्रकाजित दकया िाएगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

10. इस पररयोिना की अनमु ाजनत पूंिीगत लागत 5212.40 करोड़ रुपये ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट्थानांतरण, पड़े ों को काटने, इत् यादि कायगकलापों को अभी पूरा दकया िाना है, इसजलए, पूंिीगत लागत पररवतनग के अध् यधीन ह ै। प्राप् त प्रयोक्त ा िल्ु क के माध् यम से वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फ़ा. सं. पीआरओिे -18015(35)/1/2024- पीआईय ूद्वारका/(ई-241073] जवनय कुमार, अपर सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION New Delhi, the 20th August, 2025 S.O. 3832(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 515(E) dated 03rd February, 2021 issued under Section 11 of the National Highways Authority of India Act 1988 (68 of 1988), the Central Government has entrusted the highway NH-344M starting from its junction with NH-44 near Bankoli Village connecting Narela, Mundka, Najafgarh, Dwarka and terminating at its junction with NH-248BB near Bhartal chowk in the NCT of Delhi and the highway NH-344N starting from its junction with NH-344M near Dichaun Kalan in NCT of Delhi and terminating at its junction with NH- 9 near Balaur village (Bahadurgarh Bypass) in the state of Haryana to the National Highways Authority of India (hereinafter referred to as the “Authority”)

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of

1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 34.153 km [Table-2] and for equivalent structure length (having length more than 60m) of 119.260 km (having structure length 11.926 km, Table-3) on the type of vehicles specified in column (1) of the Table 1 below for the use of 6-lane Urban Extension Road (UER-II)- NH-344M, Package 1 (from NH-1 to karala- Kanjhawala road, Km -0+700 to 15+000) in the state of Delhi on EPC mode, 6-Lane Urban Extension Road-II (UER-II) - NH-344M, Package-2 (From Karala Kanjhawala Road, Km 15+000 to Nangloi Najafgarh Road, Km 28+450) in the State of Delhi on EPC mode, 6-lane Urban Extension Road (UER-II)-NH-344M (Package-3) from Nangloi- Najafgarh Road (Chainage from km 28+450 to km 38+111.43) to Dwarka Sector 24, 4-Lane Road Link (from Km 0+000 to 7+269, 7.3 Km) NH 344N starting from, NH344M, Delhi (at Km 26+135 of NH 344M or UER-II) till Bahadurgarh bypass of NH-10 near Bahadurgarh in Haryana as Spur of NH-344M (Urban Extension Road-II) Package-5 in the state of Delhi & Haryana on EPC Mode and authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km for the base Type of vehicle year 2007-08 (in Rupees)

2. In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalization factor of 10:

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 350 ( Rupee Three Hundred and Fifty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules.

4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one Twenty four hours from the time of Two way journey payment One month from date of payment Two-third of amount of the fee payable Fifty for fifty single journeys6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.

6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.

7. All definitions including category of mechanical vehicles, its permissible load, Category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.

8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.

9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

10. The estimated capital cost of the project is Rupees 5212.40 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a record of the recovery of capital cost through user fee realised.
