L.-33004/99 सी.जी.-डी.एल.-अ.-27032026-271332 CG-DxLx-xEG-I2D7H0x3x2x0 26-271332 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 1531] नई दिल्ली, बधु वार, माच ग25, 2026/ चत्रै 4, 1948 No. 1531] NEW DELHI, WEDNESDAY, MARCH 25, 2026/ CHAITRA 4, 1948 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 25 माच,ग 2026 का.आ. 1596(अ).— यत:, केंद्र सरकार ने भारतीय राष्ट्रीय रािमागग प्राजधकरण अजधजनयम, 1988 (1988 का 68) की धारा 11 के अधीन िारी की गई भारत सरकार के तत्कालीन भूतल पररवहन मंत्रालय (सड़क ववंग) की अजधसूचना संख्या का.आ.78 (अ), दिनांक 4 फरवरी 1999 एवं सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना का.आ 660 (अ) दिनांक 27 जसतंबर 1996 द्वारा जबहार और झारखंड राज्य में राष्ट्रीय रािमागग संख्या 2 के दकलोमीटर 46.000 से दकलोमीटर 398.750 ( उत्तरप्रिेि /जबहार सीमा से बरवा अड्डा खंड) और राष्ट्रीय रािमागग संख्या 2 (नया एनएच-19) के दकलोमीटर 398.750 से दकलोमीटर 441.440 (बरवा अड्डा स े बराकर खंड) तक के खंड को भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिसे इसके बाि "प्राजधकरण" कहा िाए) को सुपुिग दकया ह;ै और यत:, भारतीय राष्ट्रीय रािमागग प्राजधकरण अजधजनयम, 1988 (1988 का 68) की धारा 14 के प्रावधान के द्वारा प्राजधकरण ने मेससग रािमागग 1 प्रोिेक्ट्स प्राइवेट जलजमटेड जिसका पंिीकृत कायागलय िी-5 और 6, सेक्टटर-10, द्वारका, दिल्ली, िजिण पजिम दिल्ली, दिल्ली, भारत, 110075 में ह ै (जिसे आगे “कंसेसनेयर” कहा िाएगा) के साथ 17 माचग 2026 को झारखंड राज्य में राष्ट्रीय रािमागग एनएच-19 (पुराना एनएच-2) के दकमी 320.810 से दकमी 401.332 तक के गोरहर – बरवा अड्डा खंड (जिसे इसके बाि रािमागग का “उक्त खंड" कहा िाए) के टोल संग्रहण, प्रचालन, अनुरिण और स्ट्थानांतरण के जलए एक करार (जिसे इसके बाि "करार" कहा िाए) दकया ह,ै अतः, अब, राष्ट्रीय रािमागग िुल्क (िर अवधारण एवं संग्रहण) जनयम 2008 के जनयम 3(जिसे इसके पिात "जनयम” कहा गया ह)ै के साथ परित भारतीय राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 8 ए और करार पर हस्ट्तािर होने तक इस संबंध में अजधसूजचत कोई भी अन्य संिोधन द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए तथा उन बातों के जसवाय, िो ऐसे अजधक्रमण से पूवग की गई ह ैं या करने से छूट गई ह ैं तथा अजधसूचना संख्या का. आ. 191 (अ) दिनांक 14 िनवरी 2022 का अजधक्रमण करते हुए केंद्र सरकार, उक्त खंड के जनमागण, अनुरिण, प्रबंधन और प्रचालन में िाजमल व्यय जनवेि की गई पूंिी पर ब्याि, उजचत ररटनग, यातायात की 2214 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] संख्या और प्राजधकरण और कंसेसनेयर के साथ दकए गए करार की अवजध को ध्यान में रखते हुए एतिद्वारा अजधसूजचत करती है दक झारखंड राज्य में एनएच 19 के दकमी 320.810 से दकमी 401.332 तक के गोरहर - बरवा अड्डा खंड के छह / चार लेन वाले रािमागग के उपयोग के जलए (जिसे इसके पिात "उक्त खंड” कहा गया ह)ै , और 72.357 दकमी की जनवल सड़क लंबाई [सारणी-2] और 3.09 दकमी (0.309 दकमी की लंबाई [सारणी-4]) समतुल्य संरचना (लंबाई 60 मीटर से अजधक) लंबाई वाली के जलए सारणी 1 के कॉलम (2) में जवजनर्िगष्ट िरों के 100% की िर और िस करोड़ रुपये या उससे अजधक लागत वाले 7.856 दकमी [सारणी-3] की लंबाई वाले बाईपास के चार या अजधक लेन के उपयोग के जलए सारणी 1 के कॉलम (1) में जवजनर्िगष्ट वाहनों के प्रकार पर आधार िर का डेढ़ गुना की िर से यांजत्रक वाहनों पर िुल्क उद्ग्रहीत और संग्रहीत दकया िाएगा और उक्त कंसेसनेयर को वाजणजज्यक प्रचालन की जतजथ या आजधकाररक रािपत्र में इस अजधसूचना के प्रकािन की जतजथ से, िो भी बाि में हो, करार में जवजनर्िगष्ट समाजि की जतजथ तक िुल्क संग्रहीत और प्रजतधाररत रखने के जलए प्राजधकृत करता है। सारणी – 1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दक.मी. आधार िल्ु क िर (रुपए म)ें (1) (2) कार, िीप, वैन अथवा हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के मालवाहक वाहन अथवा जमनी बस 1.05 बस अथवा रक (िो धुरी वाले) 2.20 तीन धुरी वाले वाजणजज्यक वाहन 2.40 भारी जनमागण मिीनरी (एच.सी.एम.) अथवा मृिा संचालन भारी जनमागण मिीनरी 3.45 उपस्ट्कर (ई.एम.ई) या बहुधुरीय वाहन (एम.ए.वी.) (चार से छह धुरी वाले) बड़े आकार वाले वाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अंतगगत उद्ग्रहीत और संग्रहीत िुल्क, ऐसे िुल्क प्लािाओं के अंतगगत जवजनर्िगष्ट जनवल सड़क की िरू ी हेतु िुल्क प्लािाओं में िेय और संिेय होगी, अथागत: - सारणी-2 िल्ु क प्लािा का अवस्ट्थान लम्बाई (दक.मी. म)ें जिसके जलए िल्ु क िये है वह िर जिस पर िल्ु क िये है (चने िे ) झारखंड के जगररडीह ज़िले में 72.357 [0.309 दकमी संरचनाओं (जिनकी लंबाई 60 चार या अजधक लेन के जलए कुलगो गााँव के पास एनएच- मीटर से अजधक ह)ै को छोड़कर और बाईपास (> 10 करोड़) उपयुगक्त सारणी-1 में 19 (पुराना एनएच-2) के की 7.856 दकमी लंबाई को छोड़कर] उज ल्लजखत आधार िरों का 100% 352.100 दकमी पर। 2. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल्क प्लािाओं पर जनम्नजलजखत बाईपासों के उपयोग के जलए जनम्नजलजखत िुल्क भी िेय होगा, िो ऐसे िुल्क प्लािाओं के जलए जवजनर्िगष्ट बाईपासों की लंबाई के जलए ऊपर सारणी 1 में उजल्लजखत आधार िर का डेढ़ गुना होगा: - सारणी-3 बाईपास की लबं ाई और लागत जिसके जलए टोल प्लािा का अजतररक्त िल्ु क ह ै जिस िर पर बाईपास िरुु स े जमलन ेतक अवस्ट्थान (चने िे ) िये िल्ु क िये ह ै का न ाम लागत लंबाई (रु. (दकमी म)ें करोड़ म)ें झारखंड के जगररडीह एनएच - जड़िाइन जड़िाइन चार या अजधक लेन के जलए उपयुगक्त ज़िले में कुलगो गााँव के 02 / नया दकमी दकमी सारणी-1 में उजल्लजखत आधार िरों का >10 पास एनएच-19 एनएच सं. 19 331.800 336.756 4.856 150% करोड़ (पुराना एनएच-2) के का बगोिर 352.100 दकमी पर। बाईपास[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 रािगंि दकमी दकमी चार या अजधक लेन के जलए उपयुगक्त >10 बाईपास 389.800 392.800 3.000 सारणी-1 में उजल्लजखत आधार िरों का करोड़ 150% कुल (दकमी) 7.856 3. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल्क प्लािा पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत संरचनाओं के उपयोग के जलए संरचनाओं की लंबाई को 10 के समतुल्य कारक से गुणा करके रािमागग की समतुल्य लंबाई में पररवर्तगत करके उपयुगक्त सारणी 1 में उजल्लजखत िर से जनम्नजलजखत िुल्क भी िेय और संिेय होगा :- क. 4 या अजधक लेन वाली संरचनाओं (60 मीटर से अजधक लंबाई) का जववरण जनम्नवत है: सारणी-4 टोल प्लािा का अवस्ट्थान (मौििू ा समतल्ु य सड़क लंबाई म ें समकि सड़क जिस िर पर िल्ु क िये ह ै दकलोमीटर [दकमी]) पररवर्ततग की िान े वाली लंबाई (दकमी सरं चनाओं की लबं ाई (दकमी म)ें म)ें झारखंड के जगरीडीह जिले में कुलगो गांव के 0.309^ 3.090 चार या अजधक लेन के जलए पास एनएच-19 (पुराना एनएच-2) के उपयुगक्त सारणी-1 में दकमी 352.100 पर उजल्लजखत आधार िरों का 100% ^ 4 या अजधक लेन वाली संरचनाओं (60 मीटर से अजधक लंबाई) का जववरण जनम्नवत ह:ै चने ेि की िरुु वात चने ेि की समाजि (दकमी क्र. स.ं (दकमी म)ें म)ें संरचना का लंबाई प्रकार (दकमी) 1 333.313 333.413 बड़ा पुल 0.100 2 358.103 358.206 बड़ा पुल 0.103 3 358.789 358.895 बड़ा पुल 0.106 कुल लंबाई (दकमी) 0.309 4. गैर वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और पथकर प्लािा से बीस दकलोमीटर तक की िरू ी के भीतर जनवास करने वाले व्यजक्त के जलए माजसक पास की िर वर्ग 2025-26 के जलए 340.00/-रूपए (तीन सौ चालीस रूपए मात्र) ह ै और उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के जलए अध्यधीन ह।ै 5. रािमागग खंड पर एकाजधक यात्राओं के जलए, जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत: - सारणी – 5 िेय राजि अजधकतम संख्या एक अनमु त वैधता की अवजध यात्रा माग ग एक तरफ की यात्रा के जलए िुल्क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क की राजि पचास भुगतान की तारीख से एक महीने का िो-जतहाई 6. जिस जिले में िुल्क प्लािा जस्ट्थत है, वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के तहत चलने वाले वाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के वाहन के जलए जनधागररत िर का 50% होगा, बिते ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 7. जनयमों के अंतगगत अपनी श्रेणी के जलए जनधागररत अनुमेय भार से अजधक भार से लिे यांजत्रक वाहन को राष्ट्रीय रािमागग पर प्लािा पार करने की अनुमजत तब तक नहीं िी िाएगी िब तक दक अजतररक्त भार वाहन से हटा नहीं दिया िाता। अपनी श्रेणी के जलए जनधागररत अनुमेय भार से अजधक भार से लिे यांजत्रक वाहन के चालक, स्ट्वामी या प्रभारी व्यजक्त को उक्त जनयमों में लागू प्रावधान के अनुसार िुल्क संग्रहण एिेंसी को राष्ट्रीय रािमागग पर अजतभाररत वाहन के प्रवेि के जलए िुल्क का भुगतान करना होगा, अथागत्:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अजतररक्त भार का प्रजतित आधार िर िल्ु क अजधकतम अनमु ये सकल का गणु क वाहन विन से अजधक कारक (1) (2) (3) 0% से 20% िो >20% से 40% चार [(जनयम 4 के उपजनयम (2) के अन्तगगत यांजत्रक वाहन की ऐसी श्रणे ी के जलए >40% से 60% छह लागू िुल्क) x (गुणक कारक)] >60% से 80% आि >80% और उससे अजधक िस 8. उक्त जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 9. उपरोक्त ताजलका-1 में उजल्लजखत आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िाने वाले िुल्क की वास्ट्तजवक राजि और छूट की गणना प्राजधकरण द्वारा की िाएगी। इसे प्राजधकरण द्वारा ररयायतकताग के माध्यम से अंग्रेिी और स्ट्थानीय भार्ा में कम से कम एक समाचार पत्र में प्रकाजित करवाया िाएगा और उसके बाि उक्त जनयम के जनयम 5 और ररयायत समझौते के प्रावधानों के अनुसार वार्र्गक रूप से संिोजधत दकया िाएगा और प्रकाजित दकया िाएगा; हालााँदक, ऐसे संिोधन पूवगवती िुल्क संिोधन की तारीख से 6 (छ:) महीने की अवजध तक प्रभाजवत नहीं होगा। [फा. सं. जवत्त प्रभाग/28/2026- टीओटी / आई एन वी आई टी प्रभाग ई-264626] चेतना नंि वसंह, संयुक्त सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th March, 2026 S.O. 1596(E).— Whereas by notification of the Government of India in the erstwhile Ministry of Surface Transport (Road Wing) number S.O. 78 (E), dated 4th February 1999 and Ministry of Road Transport and Highways number S. O. 660 (E), dated 27th September 1996, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Kilometer 46.000 to Kilometer 398.750 (Uttarpradesh / Bihar Border to Barwa Adda Section) of National Highway No. 2 and Km 398.750 to Km 441.440 (Barwa Adda to Barakar Section) of National Highway No.2 (New NH-19) in the State of Bihar and Jharkhand to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an agreement (hereinafter referred to as said agreement) with M/s Raajmarg 1 Projects Private Limited, having its registered office at G-5 & 6, Sector-10, Dwarka, Delhi, South West Delhi, Delhi, India, 110075 (hereinafter referred to as the “Concessionaire”), on 17th March 2026 for the Tolling, Operation, Maintenance and Transfer of Gorhar – Barwa Adda Section from Km 320.810 to Km 401.332 of NH-19 (Old NH-2) in the state of Jharkhand (hereinafter referred to as the said section) of the National Highway. Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”) and any other amendments notified thereof till signing of the Agreement and in supersession of the Notification Number S. O. No 191(E) dated 14 th January 2022, except as respects things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the agreement entered into between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the Six / Four Lane Highway of Gorhar - Barwa Adda Section from Km 320.810 to Km 401.332 of NH 19 in the State of Jharkhand (hereinafter referred to as the “said section’), for Net road length of 72.357 km (Table 2) at 100 % of the rates specified in Column (2) of Table 1 below and for equivalent structure length (having length more than 60m) of 3.09 km. having length 0.309 km, Table 4) and one and half times of the base rate for use of bypasses, costing rupees ten crore or more, having length of 7.856 km (Table 3) for the four or more lane section on the type of vehicles specified in Column (1) of Table 1, and[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 authorises the said Concessionaire to collect and retain the fee on and from the date of commercial operation or publication of this Notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The driver or owner or a person in-charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency as per the applicable provision in the said rules, namely: - Percentage of excess load Multiplying over Maximum Factor to the Fees Permissible Gross base rate Vehicular Weight (1) (2) (3) 0% to 20% Two >20% to 40% Four [(Fees applicable for such category of mechanical vehicle under sub- >40% to 60% Six rule (2) of rule 4) x (Multiplying factor)] >60% to 80% Eight >80% and Above Ten[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 8. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
