1. िीषकग एव ंप्रारंभ – (1) इन जनयमों को केंद्रीय मोटर यान (........संिोधन) जनयमावली, 2026 कहा िाएगा।
(2) परंत ु इन जनयमों म ेंअन्यथा यथा-उपबंजधत के जसवाय, य ेरािपत्र में उनके अंजतम प्रकािन की जतजथ से प्रवृ त होंगे।
2. केंद्रीय मोटर यान जनयमावली, 1989 के जनयम 115 में उप-जनयम (7) और उसके परंतुक के स्ट्थान पर जनम्नजलजखत
प्रजतस्ट्थाजपत दकया िाएगा, अथागत्:
“(7) प्रयेक वाहन म ें राज्य सरकार द्वारा इस प्रयोिन के जलए प्राजधकृत एिेंसी द्वारा िारी दकया गया वैध “प्रिषू ण
जनयंत्रण” प्रमाण पत्र होना अजनवायग ह।ै जनयम 116 के उप-जनयम (1) म ें उजल्लजखत अजधकाररयों द्वारा मागं े िान े पर ऐसा
प्रमाण पत्र प्रस्ट्ततु दकया िाएगा। िारी या नवीनीकृत दकया गया ऐसा प्रमाण पत्र जनम्नजलजखत अवजध के जलए वैध होगा:-
क्रम सख्ं या वाहन श्रणे ी प्रिषू ण जनयत्रं ण प्रमाण पत्र की वधै ता

1. बीएस-I, बीएस-II और बीएस-III उसिगन मानकों का 3 माह
अनुपालन करने वाले सभी मोटर वाहन
2. बीएस-IV उसिगन मानकों का अनुपालन करने वाले सभी 6 माह
मोटर वाहन
3 बीएस-VI उसिगन मानकों का अनुपालन करने वाले सभी प्रथम पंिीकरण की जतजथ स:े
गरै -पररवहन मोटर वाहन (क) 6 वषग तक – 3 वष;ग
(ख) 6 वषग स ेअजधक लेदकन 10 वषग से
अजधक नहीं – 1 वषग; और
(ग) 10 वषग स ेअजधक – 6 माह।
4 बीएस-VI उसिगन मानकों का अनुपालन करने वाले सभी प्रथम पंिीकरण की जतजथ स:े
पररवहन मोटर वाहन (क) 6 वषग तक – 2 वष;ग
(ख) 6 वषग स ेअजधक लेदकन 10 वषग से
अजधक नहीं – 1 वषग; और
(ग) 10 वषग स ेअजधक – 6 माह।
बिते दक, केंद्रीय मोटर यान (_____ संिोधन) जनयमावली, 2026 के प्रारंभ होन े स े पूवग िारी दकए गए प्रिषू ण जनयंत्रण
प्रमाण पत्र के मामले म,ें इस उप-जनयम के तहत जवजनर्िगष्ट वैधता अवजध प्रारंभ होने के पश्चात ् ऐसे प्रमाण पत्र के पहल े
नवीनीकरण पर ही लागू होगी:
इसके अजतररि, यदि प्रिषू ण जनयंत्रण प्रमाण पत्र के नवीनीकरण का अनरु ोध दकया िाता ह ैतो:
क. इसकी समाजप्त जतजथ स े िस दिन पूवग नवीनीकृत प्रमाणपत्र इसकी समाजप्त जतजथ स े प्रभावी हो िाएगा, और
ख. अन्य सभी मामलों म,ें समाजप्त जतजथ के बाि नवीनीकृत प्रमाण पत्र नवीनीकरण की जतजथ स े प्रभावी होगा।

NOTIFICATION
New Delhi, the 22nd July, 2026
G.S.R. 664(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the
Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said
Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will
be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as
published in the Gazette of India, are made available to the public;
The objections or suggestions which may be received from any person in respect of the said draft rules
before the expiry of the aforesaid period will be considered by the Central Government.
Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL,
Transport & Road Safety), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New

Draft Rules
1. Short title and commencement. — (1) These rules may be called the Central Motor Vehicles (………. Amendment)
Rules, 2026.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the
Official Gazette.
2. In the Central Motor Vehicle Rules, 1989, in Rule 115, for sub-rule (7) and its proviso, the following shall be
substituted, namely:
“(7) Every vehicle shall carry a valid “Pollution Under Control” certificate issued by an agency authorised for
this purpose by the State Government. Such certificate shall be produced on demand by the officers referred
to in sub-rule (1) of Rule 116. Such Certificate when granted or renewed shall be valid for the period as
indicated below:-

Provided that, in the case of a Pollution Under Control Certificate issued before the commencement of the
Central Motor Vehicles (_____ Amendment) Rules, 2026, the validity period specified under this sub-rule shall
apply only upon the first renewal of such certificate after such commencement:
Provided further that, in case where the renewal of Pollution Under Control Certificate is sought:
a. within ten days preceding the date of its expiry, the renewed certificate shall take effect from the date of its
