## Policy Analysis Report: Land Acquisition for Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar (Uttar Pradesh) **1. Executive Summary:** This report analyzes a notification from the Central Government regarding the acquisition of land in the Mathura district of Uttar Pradesh for the "Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar" special railway project. Based on the provided text, the policy declares the intention to acquire specific land parcels for the aforementioned project, following the Railways Act of 1989 and its amendment in 2008. The analysis identifies the affected landowners, the areas being acquired, and the legal basis for the acquisition, which aims to facilitate the execution, maintenance, management, and operation of the railway project. This report also notes that objections were received and processed. **2. Introduction:** The purpose of this report is to provide an informative overview of the Central Government notification regarding the acquisition of land for the Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar project in Uttar Pradesh. This analysis is solely based on the text of the provided policy document and aims to clarify the policy's objectives, key provisions, affected parties, and inferred implementation aspects. **3. Policy Overview:** This is effectively a new policy related to the *acquisition* of land for a specific railway project. * **Core Objective(s):** Based on the text, the core objective is to acquire land for the "Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar" project. This is explicitly stated as necessary for the execution, maintenance, management, and operation of the project, serving a public purpose. **4. Background and Rationale:** As this is a notification regarding land acquisition, the underlying problem being addressed is the lack of land required to implement the Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar project. The policy implicitly addresses the need for infrastructure development in the railway sector by acquiring the necessary land parcels, following due process as outlined in the Railways Act. The text suggests the project aims to improve railway infrastructure. **5. Key Provisions / Changes:** As this notification concerns a land acquisition, the key provisions relate to the process of acquiring that land. * The Central Government declares its intention to acquire specific land parcels listed in the schedule attached to the notification. * The land is to be acquired for the "Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar" project. * The acquisition is authorized under Section 20A of the Railways Act, 1989, and the Railways Amendment Act, 2008. * The notification states that objections were received from the affected villagers which were processed. * Upon publication in the official Gazette, the specified land will vest absolutely in the Central Government, free from all encumbrances. * The notification includes a schedule detailing the land to be acquired, specifying the plot numbers, land type (private agricultural land and a Government/Private school), area (in hectares), and names of the landowners. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * **Landowners:** Specifically, the individuals and entities listed in the schedule as the current owners of the land being acquired. These individuals reside primarily in the villages of Maura, Nagla Jatan, Nagla Gheesa, Asgarpur, and Mahmadpur within the Mathura district. * **Residents of Mathura District:** As the railway improvements should increase the capacity and safety of the network for residents in the area. * **The Central Government:** As the entity acquiring the land and responsible for the railway project. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Central Government (Ministry of Railways) is ultimately responsible for implementing the land acquisition. A "Competent Authority" is mentioned as submitting a report to the Central Government, suggesting a delegated body responsible for assessing objections and managing the acquisition process. The "Chief Administrative Officer Construction" is listed at the bottom of the document. * **Timelines/Procedures:** The notification mentions that the substance of the notification was previously published in newspapers (Amar Ujala and The Times of India) on January 30, 2025, indicating that the process has been ongoing. The next critical step is the publication of this notification in the official Gazette, after which the land will vest in the Central Government. The text implies a process for addressing objections, and the "Competent Authority" seems to play a role in this. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this land acquisition is to secure the necessary land for the "Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar" project. This project is expected to improve railway infrastructure, potentially increasing capacity, efficiency, and safety. The immediate impact of the policy is the transfer of land ownership from private individuals and entities to the Central Government. This may have significant socio-economic impact on the landowners, depending on the compensation provided and their alternative livelihood options. **9. Conclusion:** The Central Government's notification signifies a critical step in acquiring land for the "Mathura Jn. Yard Remodeling and Flyover at Bhuteshwar" project. The notification outlines the land acquisition process, identifies affected landowners, and specifies the legal basis for the acquisition. This policy is important for the railway infrastructure and transport.
