और, उक्त प्रारूप जनयमों के संबंध म ें िनता स े प्राि आिपे ों और सुझावों पर केन्द्रीय सरकार द्वारा सम्यक रुप स े जवचार दकया गया ह;ै 7640 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अतः अब, केंरीय सरकार मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 64 और धारा 211 द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, केंरीय मोटर यान जनयम, 1989 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथागत:् - 1. सजं िप्त नाम और प्रारंभ - (1) इन जनयमों का संजिप् त नाम केन्द्रीय मोटर यान (पााँचवााँ संिोधन) जनयम, 2025 ह।ै (2) ये जनयम रािपत्र म ेंउनके प्रकािन की तारीख स ेलाग ूहोंगे। 2. केन्द्रीय मोटर यान जनयम, 1989 (जिसे इसम ें इसके पश्चात उक्त जनयम कहा गया ह)ै के जनयम 81 की, सारणी के तीसरे परंतुक के पश्चात :- (i) क्रम सख्ं या 10 और 10क और उससे संबंजधत प्रजवजियों के स्ट्थान पर जनम्नजलजखत रखा िाएगा, अथातग ्: - (1) (2) (3) (4) (5) 10. मोटर यानों के जलए दिटनेस प्रमाणपत्र प्रिान करन े या नवीकरण के जलए यान का परीिण करना (क) मोटरसाइदकल चार सौ रुपय े 62(2) (ख) तीन पजहया या हल् के मोटर यान या क्वाजिसाइदकल छह सौ रुपय े (ग) मध्यम माल या यात्री मोटर यान एक हिार रुपय े (घ) भारी माल या यात्री मोटर यान एक हिार रुपय े 10क. 15 वर्ग से पुरान,े लेदकन 20 वर्ग से अजधक परु ाने नहीं मोटर यानों के 62(2) जलए दिटनेस प्रमाण पत्र प्रिान करने या नवीकरण के जलए यान का परीिण करना। (क) मोटरसाइदकल पााँच सौ रुपय े (ख) तीन पजहया या हल् के मोटर यान या क्वाजिसाइदकल एक हिार रुपय े (ग) मध्यम माल या यात्री मोटर यान एक हिार तीन सौ रुपय े (घ) भारी माल या यात्री मोटर यान एक हिार पांच सौ रुपय े 10ख. 20 वर्ग से अजधक परु ाने मोटर यानों के जलए दिटनेस प्रमाण पत्र 62(2) प्रिान करने या नवीकरण के जलए यान का परीिण करना: (क) मोटरसाइदकल एक हिार रुपय े (ख) तीन पजहया या हल् के मोटर यान या क्वाजिसाइदकल िो हजार रुपय े (ग) मध्यम माल या यात्री मोटर यान िो हिार छह सौ रुपय े (घ) भारी माल या यात्री मोटर यान तीन हिार रुपय े (ii) क्रम संख्या (11क) में, िब्ि “(पररवहन)” का लोप दकया िाएगा और “15 वर्ग से अजधक परु ाने” िब्ि के स्ट्थान पर “10 वर् ग से अजधक परु ाने” िब्ि रखे िाएंगे।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (iii) क्रम संख्या (11क) म,ें प्रजवजियां (क) से (ड.) के स्ट्थान पर जनमजन्द्लजखत प्रजवजियां रखी िाएंगी: - (क) मोटरसाइदकल (1) 10 वर् ग से पुराने, लेदकन 15 वर्ग से अजधक नहीं िो सौ रुपय े (2) 15 वर् ग से पुराने, लेदकन 20 वर्ग से अजधक नहीं एक हिार रुपय े (3) 20 वर् ग से अजधक पुरान े िो हिार रुपय े (ख) तीन पजहया या क्वाजिसाइदकल (1) 10 वर् ग से पुराने, लेदकन 15 वर्ग से अजधक नहीं िो सौ रुपय े (2) 15 वर् ग से पुराने, लेदकन 20 वर्ग से अजधक नहीं तीन हिार पांच सौ रुपय े (3) 20 वर् ग से अजधक पुरान े सात हिार रुपय े (ग) हल्के मोटर यान (1) 10 वर् ग से पुराने, लेदकन 15 वर्ग से अजधक नहीं िो सौ रुपय े (2) 15 वर् ग से पुराने, लेदकन 20 वर्ग से अजधक नहीं सात हिार पांच सौ रुपय े 62(2) (3) 20 वर् ग से अजधक पुरान े पंरह हिार रुपय े (घ) मध्यम माल या यात्री मोटर यान (1) 10 वर् ग से पुराने, लेदकन 13 वर्ग से अजधक नहीं एक हिार रुपय े (2) 13 वर् ग से पुराने,लेदकन 15 वर्ग से अजधक नहीं पांच हिार रुपय े (3) 15 वर् ग से पुराने, लेदकन 20 वर्ग से अजधक नहीं िस हिार रुपय े (4) 20 वर् ग से अजधक पुरान े बीस हिार रुपय े (ड.) भारी माल या यात्री मोटर यान (1) 10 वर् ग से पुराने, लेदकन 13 वर्ग से अजधक नहीं एक हिार रुपय े (2) 13 वर् ग से पुराने, लेदकन 15 वर्ग से अजधक नहीं पांच हिार रुपय े (3) 15 वर् ग से पुराने, लेदकन 20 वर्ग से अजधक नहीं बारह हिार पांच सौ रुपय े (4) 20 वर् ग से अजधक पुरान े पच्चीस हिार रुपय े [िा. स. ं आरटी-23013/8/2025-टी] महमूि अहमि, अपर सजचव रटप्प ण: मूल जनयम, भारत के रािपत्र, असाधारण, भाग II, खडं 3, उपखडं (i) म ें अजधसूचना संख्यांक सा.का.जन. 590(अ), तारीख 02 िनू , 1989 द्वारा प्रकाजित दकए गए थ ेऔर अंजतम बार अजधसूचना संख्यांक सा.का.जन. 819(अ) तारीख 3 नवम्बर, 2025 द्वारा संिोजधत दकए गए थे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 11th November, 2025 G.S.R. 850(E).— Whereas the draft rules further to amend the Central Motor Vehicles Rules, 1989, were published as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways, number G.S.R. 600 (E), dated the 27th August, 2025, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the Gazette containing the said notification were made available to the public; And whereas copies of the said Gazette notification were made available to the public on the 27th August, 2025; And whereas the objections and suggestions received from the public in respect of the said draft rules have been duly considered by the Central Government. Now, therefore, in exercise of powers conferred by section 64 and section 211 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely: – 1. Short title and commencement. – (1) These rules may be called the Central Motor Vehicles (Fifth Amendment) Rules, 2025. (2) They shall come into force from the date of publication of the notification. 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 81, after the third proviso, in the TABLE, – (i) for serial numbers 10 and 10A and the entries relating thereto, the following shall be substituted, namely: - (1) (2) (3) (4) (5) “10. Conducting test of a vehicle for grant or renewal of certificate of fitness for motor vehicles (a) Motorcycle Four hundred rupees (b) Three wheeled or light motor vehicle or quadricycle Six hundred rupees (c) Medium goods or passenger motor vehicle One thousand rupees (d) Heavy goods or passenger motor vehicle One thousand rupees 62(2) 10A. Conducting test of a vehicle for grant or renewal of certificate of fitness for motor vehicles older than 15 years but not exceeding 20 years (a) Motorcycle Five hundred rupees (b) Three wheeled or light motor vehicle or quadricycle One thousand rupees 62(2) (c) Medium goods or passenger motor vehicle One thousand three hundred rupees (d) Heavy goods or passenger motor vehicle One thousand five hundred rupees 10B. Conducting test of a vehicle for grant or renewal of certificate of fitness for motor vehicles older than 20 years: (a) Motorcycle One thousand rupees (b) Three wheeled or light motor vehicle or quadricycle Two thousand rupees 62(2) (c) Medium goods or passenger motor vehicle Two thousand six hundred rupees (d) Heavy goods or passenger motor vehicle Three thousand ”; rupees (ii) In serial number (11A), the words “(transport)” shall be omitted, and for the words “older than 15 years”, the words “older than 10 years” shall be substituted[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (iii) In serial number (11A), the entries (a) to (e) shall be substituted as under: - (a) Motorcycle (1) older than 10 years but not exceeding 15 years Two hundred rupees (2) older than 15 years but not exceeding 20 years One thousand rupees (3) older than 20 years Two thousand rupees (b)Three wheeled or quadricycle (1) older than 10 years but not exceeding 15 years Two hundred rupees (2) older than 15 years but not exceeding 20 years Three thousand five hundred rupees (3) older than 20 years Seven thousand rupees (c) light motor vehicle (1) older than 10 years but not exceeding 15 years Two hundred rupees 62(2) (2) older than 15 years but not exceeding 20 years Seven thousand five hundred rupees (3) older than 20 years Fifteen thousand rupees (d) Medium goods or passenger motor vehicle (1) older than 10 years but not exceeding 13 years One thousand rupees (2) older than 13 years but not exceeding 15 years Five thousand rupees (3) older than 15 years but not exceeding 20 years Ten thousand rupees (4) older than 20 years Twenty thousand rupees (e) Heavy goods or passenger motor vehicle (1) older than 10 years but not exceeding 13 years One thousand rupees (2) older than 13 years but not exceeding 15 years Five thousand rupees (3) older than 15 years but not exceeding 20 years Twelve thousand five hundred rupees (4) older than 20 years Twenty-five thousand rupees .”.
