7367 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] क्र.स.ं चजे सस स.ं धुरी की जववरण सख्ं या, और आयाम (जममी म)ें अलिान प्रजत धुरी सकल सख्ं या और पजहयों का आकार (लंबाई, चौडाई और भार पजं ि भार मॉडल सख्ं या ऊंचाई) दकलोिाम अजधकतम दकलोिाम म ें भार म ें 1. टीआरएएसपीटी042केिी250040 04धुरी/02 16 नं. 15200x3000x1000 10870 16200 32400 एक्सल लाइन 215/75आर17.5टीएल एमिीआईएस रेलर टीआरएएसपीटी042केिी250040 04 धुरी 16 नं. 15200x3000x1000 10870 16200 32400 पंजि/02 215/75आर17.5टीएल एक्सल लाइन एमिीआईएस रेलर 6. रेलरों के उपरोि जवजनिेि अंतराष्ट्रि ीय मोटरवाहन प्रौद्योजगकी केंर, मानेसर, हररयाणा द्वारा प्रस्ट्ततु 18 अप्रैल, 2024 की टेस्ट्ट ररपोटि संख्या सीडी0वीय1ू 225 के अनुसार ह।ैं 7. उपयिुि छूट इन ितों के अधीन ह ैदक:— i. वाहन रजिस्ट्टड िआर्टिकुलेटेड वाहन (रैक्टर और रेलर का संयोिन) होनी चाजहए। ii. वाहन का इस्ट्तेमाल मोबाइल िीआईएस बे और उससे िुड ेसामान को ल ेिाने के जलए दकया िाएगा। iii. सभी ज़रूरी कानूनी मंज़ूरी के साथ वाहन का संचालन संयम से और सुरजित तरीके से दकया िाएगा, और अजधकाररयों और स्ट्टेकहोल्डसि को इसकी सूचना एवं िानकारी होनी चाजहए। iv. गाजडयों पर सभी खतरे के झंड े और लाइटें लगी होनी चाजहए, बेहतर होगा दक गाजडयों के आग े और पीछे एक वाहन हो िो साफ़-साफ़ दिखाए दक भारी सामान गुज़र रहा ह।ै v. रेलर की पूरी चौडाई पर आग े और पीछे पील े और काल े रंग की ज़ेबरा परिया ं पेंट की िाएंगी। रात म ें वाहन चलाने/पार्किंग के जलए आग े और पीछे लाल लैंप और दिन म ें िोनों तरफ लाल झंड े लगाए िाएंगे, तादक वाहन की सबसे बाहरी िगह साफ़ दिखे। इसके अजतररि, रात म ें झुकाव (ओवरहगैं ) को साफ़ िेखने के जलए परू े ओवरहगैं को लाल ररफ्लेक्टर/ररफ्लेजक्टव टेप से ढ़क दिया िाएगा। vi. अलग-अलग सडकों पर लोक जनमािण जवभाग/ स्ट्थानीय प्राजधकरण/भारतीय राष्ट्रीय रािमाग ि प्राजधकरण द्वारा तय की गई भार प्रजतबंध का पालन दकया िाएगा और प्रत्येक बार िब गाजडयां सडकों पर उतारी िाएंगी, तो ऐस े अजधकाररयों की अनुमजत ली िाएगी। वाहन की ऐसी प्रत्यके गजतजवजध को सुरिा की िजृ ि स े राज्य/संघ राज्य िेत्रों/भारतीय राष्ट्रीय रािमाग ि प्राजधकरण के संबंजधत सडक प्राजधकरणों द्वारा अनुमोदित दकया िाएगा और उस पर कडी जनगरानी रखी िाएगी। vii. वाहन के आने-िान े के कायिक्रम के संबंध म ें कम स े कम िस दिन पहल े संबंजधत कायिकारी अजभयंता को िानकारी िेनी चाजहए और उनस ेमंज़ूरी ले लेनी चाजहए। viii. अगर दकसी राज्य/संघ राज्य िेत्र/ भारतीय राष्ट्रीय रािमाग ि प्राजधकरण के लोक जनमािण जवभाग ने ऐसा जनििे दिया ह,ै तो उस राज्य/ संघ राज्य िेत्र की सडकों पर बने पलु ों के ऊपर से लिान युि गाजडयों को गुज़रने की अनुमजत नहीं होगी और ऐसे मामलों में आवेिकों को नदियों/नालों को पार करने के जलए खुि ही व्यवस्ट्था करनी होगी। ix. बडे कागो को िेखते हुए, उन्द्ह ें हर बार दकसी जविेष मागि पर िाने से पहले रास्ट्ते में पडन े वाले संबंजधत राज्य या संघ राज्य िेत्र के अजधकाररयों/ भारतीय राष्ट्रीय रािमाग ि प्राजधकरण से अनुमजत लेनी होगी। ऐसी प्रत्येक गजतजवजध के जलए, संबंजधत प्राजधकारी द्वारा समय तय दकया िाना चाजहए। x. वे राज्य/संघ राज्य िेत्र/ भारतीय राष्ट्रीय रािमागि प्राजधकरण के अजधकाररयों द्वारा तय की गई गजत सीमा का पालन करेंगे।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 xi. इन गाजडयों को यातायात के सामान्द्य प्रवाह में जबना दकसी रुकावट के चलाया िाना चाजहए। xii. सडक पर संचलन के जलए वाहन की अजधकत्तम गजत 25 दकमी/घंटा से ज़्यािा नहीं होनी चाजहए। xiii. वाहन के चलने से सडकों या सडकों की अवसंरचना/अन्द्य सडक प्रयोिा/व्यजि को प्रत्यि या परोि रूप में कोई नुकसान होता ह,ै तो वाहन का स्ट्वामी राज्य सरकार/संघ राज्य िेत्र/राष्ट्रीय रािमागि प्राजधकरण या अन्द्य प्रभाजवत व्यजि को वह रकम िेन ेके जलए उत्तरिायी होगा। xiv. वाहन का स्ट्वामी ऐसे प्रजतबंधों का पालन करेगा िो राज्य/संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागि प्राजधकरण आिेि द्वारा इस संबंध में जवजनर्ििि कर सकत े ह।ैं xv. वाहन का स्ट्वामी, राज्य सरकार/ संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमाग ि प्राजधकरण द्वारा इस संबंध में जनर्ििि प्राजधकरण या अजधकारी को ऐसी गाजडयों की प्रत्येक आवािाही के बारे म ें अजिम सूचना िगे ा। xvi. पंिीकरण प्रमाणपत्र में एक जवजिि प्रजवजि की िानी ह ै दक प्रत्येक आवािाही के मामले में रेलर का स्ट्वामी को संबंजधत प्राजधकरण अथाित ् राज्य सरकार/संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागि प्राजधकरण की अनुमजत लेनी होगी। xvii. इन रेलरों का उपयोग मैससि पीिीसीआईएल के स्ट्वाजमत्व वाले मोबाइल िीआईएस बेज़ के पररवहन के अजतररि दकसी अन्द्य गजतजवजध के जलए नहीं दकया िाएगा। 8. वाहन को असम राज्य में केवल केंरीय मोटर यान जनयमावली, 1989 के जनयम 47 के तहत जनधािररत ितों को पूरा करने और जबक्री िस्ट्तावेिों (चालान, सभी करों के भुगतान का प्रमाण) के प्रस्ट्तुजत के अध्यधीन पंिीकृत दकया िाएगा। [फा. सं. आर टी-11042/06/2021-एमवीएल- पाटि(1)] महमूि अहमि, अपर सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 3rd November, 2025 S.O. 5028(E).—In exercise of the powers conferred by sub-section (3) of Section 58 and sub-Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for the registration of following trailer in the state of Jharkhand, with maximum safe laden weight and dimensions as mentioned in the schedule appended hereto: SCHEDULE 1. Description of Vehicle: An articulated vehicle with a Low Bed Trailer with hydraulic suspension having following details:- Sl. The above specifications of the trailers are as per the Test Report No. CD0VU1225 dated 18th April, 2024 submitted by International Centre for Automotive Technology, Manesar, Haryana. 7. The above relaxation is subject to the conditions that:— i. The vehicle shall be registered articulated vehicle (Combination of tractor & Trailer). ii. The vehicle shall be used for transportation of Mobile GIS Bay and its associated accessories. iii. The operations of the vehicle shall be done only sparingly and safely with all necessary statutory approval and information and knowledge of authorities and stakeholders. iv. The vehicles should display all danger flags and lights, preferably the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. v. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. In addition the entire overhang shall be covered with a red reflector/reflective tape to facilitate clear vision of overhang at night time. vi. Load restrictions on various roads stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained every time the vehicles are put on the roads. Each of such movement of the vehicle will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from Safety point of view. vii. The program of the movement of the vehicle should be intimated at least ten days in advance to the Executive Engineers concerned and their clearance obtained. viii. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. ix. They would need to obtain permission each and every time before moving on a particular route from concerned State or union Territory Authorities/National Highway Authority of India en route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. x. They would adhere to the speed limits prescribed by the authorities in State/Union Territory/National Highway Authority of India. xi. The said vehicles should be moved without any hindrance to the normal flow of traffic. xii. The maximum speed of the vehicle for movement on the road shall not exceed 25 km/hour. xiii. The owner of the vehicle would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/other road users/person directly or indirectly due to the movement of the vehicle. xiv. The owner of the vehicle will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. xv. The owner of the vehicle will give advance intimation to such authority or officer specified in this behalf by the State Government/Union Territory Government/National Highway Authority of India regarding each movement of such vehicles. xvi. A specific entry in Registration Certificate is to be made that the trailer owner in case of each and every movement will be required to take the permission of concerned Authority i.e. State Govt./Union Territory Govt./National Highway Authority of India. xvii. These trailers shall not be utilised for any activity other than transportation of the Mobile GIS Bays owned by M/s PGCIL. 8. The vehicle shall be registered in the State of Assam only subject to fulfillment of conditions laid down under Rules 47 of the Central Motor Vehicles Rules, 1989 and production of sale documents (invoice, proof of payment of all taxes).
