बनाती ह,ैं अर्थात्: - 1. सक्षं िप्त नाम और प्रथरंभ – (1) इन क्षनयमों का संजिप् त नाम पृथ्वी क्षवज्ञथन मंत्रथलय (वैज्ञथक्षनक 'बी') भती क्षनयम, 2026 ह।ै (2) ये रािपत्र में उनके प्रकािन की तारीख से स्ट्तर व े होंगे िो इन जनयमों स ेउपाबद्ध अनुसूची के स्ट्त ंभ (2) से स्ट्त ंभ (4) म ेंजवजनर्िवष्ट ह।ै 3. भती की पद्धजत, आय ुसीमा, अन्य अहतव ाएं, आदि- उक्त पि पर भती की पद्धजत, आयु सीमा, अहतव ाएं और उससे संबंजधत अन्य बात ें वे होंगी िो उि अनसु ूची के स्ट् तंभ (5) से स्ट्त ंभ (13) में जवजनर्िवष्ट ह।ैं 4. जनरहतव ा – वह व्यक्षि, - (क) क्षिसने ऐस े व्यक्षि स े जिसका पजत या जिसकी पत् नी िीक्षवत ह,ै जववाह दकया ह,ै या जववाह की संजविा की ह;ै या (ख) जिसने, अपने पजत या अपनी पत्नी के िीजवत रहत ेहुए, दकसी व्यजि स े जववाह दकया ह ैया जववाह की संजविा की ह,ै उक्त पि पर जनयुजि के जलए पात्र नहीं होगा; परंत ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह,ै दक ऐसा जववाह उस व् यजक्त और जववाह के अन् य पिकार को लाग ू स्ट् वीय जवजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन् य आधार ह ैंतो वह दकसी व्य जक्त को इस जनयम के प्रवतवन से छूट िे सकेगी। 5. जिजिल करन ेकी िजक्त – िहां केंद्रीय सरकार की यह राय ह ैदक ऐसा करना आवश् यक या समीचीन ह,ै वहां वह उसके जलए िो कारण ह,ैं उन् ह ें लेखबद्ध करके और संघ लोक सेवा आयोग स े परामि व करके इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवग वके व् यजक्त यों की बाबत, आिेि द्वारा जिजिल कर सकेगी। 6. व्य ावजृ त्त- इन जनयमों की कोई बात, ऐसे आरिणों, आय-ु सीमा में छूट और अन् य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड ेे़ वगों, भतू पूवव सैजनकों और अन् य क्षवभथर्ग में जनयजमत आधार पर सििृ पद धारण करते हो; या (ii) मूल संवगव या जवभाग में वेतन स्ट् तर-9 (रु. 53100-167800) या समकि में जनयजमत आधार पर[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 जनयुजक् त के पश् चात् िो वषव की सेवा की हो; या (iii) मूल संवगव या जवभाग में वेतन स्ट् तर-8 (रु. 47600-151100) या समकि में जनयजमत आधार पर जनयुजक् त के पश् चात चार वषव की सेवा की हो; या (iv) मूल संवगव या जवभाग में वेतन स्ट् तर -7 (रु. 44900-142400) या समकि में जनयजमत आधार पर जनयुजक् त के पश् चात् पांच वषव की सेवा की हो; और (ख) स्ट् तंभ 7 के अधीन सीधे भती दकए िाने वाले व् यजक् तयों के जलए जवजहत िैजिक अहतव ा THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF EARTH SCIENCES NOTIFICATION New Delhi, the 7th July, 2026 G.S.R. 616(E).— In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Department of Ocean Development (Scientist 'B') Recruitment Rules, 2000 published in the Gazette of India Part II, Section 3, Sub-section (i), number G.S.R. 137 RRs in so far as they relate to the post of the Scientist 'B', except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Scientist 'B' in Ministry of Earth Sciences, namely: - 1. Short title and commencement – a. These rules may be called the Ministry of Earth Sciences (Scientist 'B') Recruitment Rules, 2024 b. They shall come into force on the date of their publication in the Official Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules. 3. Number of post, classification and scale of pay. - The number of post, its classification and the Level in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 4. Method of recruitment, age limit, other qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule. 5. Disqualification – No person, - a. who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post; Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to Relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Other Backward Classes, Scheduled Castes, the Scheduled Tribes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
