L.-33004/99 सी.जी.-डी.एल.-अ.-24022023-243875 xxxGIDHxxx CG-DL-E-24022023-243875 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 105] नई ददल्ली, बृहस्ट्प जतवार, फरवरी 23, 2023/फाल्ग नु 4, 1944 No. 105] NEW DELHI, THURSDAY, FEBRUARY 23, 2023/PHALGUNA 4, 1944 भारतीय उपचया ापररषद ् प्रत्याहार आदेि नई ददल् ली, 22 फरवरी, 2023 फा. स.ं 18-26/11703-आईएनसी.—भारतीय उपचया ा पररषद ् अजधजनयम, 1947 (1947 का XLVIII) की धारा 14 के तहत प्रदत्त िजियों का प्रयोग करते हुए, भारतीय उपचयाा पररषद ्जनम्नजलजखत आदिे जारी करती ह:ै- जबदक, जबदक, रेजडयसं इंस्ट्टीट्यटू ऑफ नर्ससग, पाहुववड जभखीववड, पट्टी तरण - तारण 143303, पजं ाब, पंजाब राज्य सरकार और पंजाब नसेंस एंड रजजस्ट्रेिन काउंजसल स ेमान्यता प्राप्त ह।ै वहीं, प्रधान सजचव, (स्ट्वास्ट््य एवं पररवार कल्याण) पंजाब सरकार, कमरा नं. 314, तीसरा तल, छोटा सजचवालय, सेक्टर – 09, चडं ीगढ़ – 160009, को भारतीय उपचयाा पररषद ् अजधजनयम, 1947 की धारा 14 के तहत मान्यता वापस लने े के जलए एक नोरटस स.ं 18-26/11703-आईएनसी ददनांक 09/10/2019 जारी दकया गया था। नोरटस ददनांक 09/10/2019 की एक प्रजत रेजडयसं इंस्ट्टीट्यटू ऑफ नर्ससग, पाहुववड जभखीववड, पट्टी तरण - तारण 143303, पजं ाब को भी भेजी गई थी। जारी नोरटस म ें राज्य सरकार स े नर्ससग संस्ट्थान की उपयिु ता के संबंध म ें पररषद ् को अपनी जसफाररिें प्रस्ट्तुत करन े का अनरु ोध दकया गया था। जबदक, पररषद ् को रेजडयंस इंस्ट्टीट्यूट ऑफ नर्ससग, पंजाब के मामले के संबंध में राज्य सरकार से कोई अनुिंसा प्राप्त नहीं हुई। हालांदक, संस्ट्था द्वारा आवश्यकता के अनुसार कोई कारावाई नहीं की गई ह।ै 1191 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] पररषद ् ने इस मामल े पर समग्र जवचार दकया ह।ै ददनांक 09/04/2019 की जनरीक्षण ररपोट ा के अवलोकन स े पता चलता ह ै दक संस्ट्थान म ें कई तरह की कजमयां ह,ै जविेष रूप स े नैदाजनक और जिक्षण सुजवधाओं स े संबंजधत कजमयां। य े गंभीर कजमयां बताती ह ैंदक संस्ट्थान नर्ससग संस्ट्थान चलाने म ेंअसमथा ह।ै अब इस प्रकार, भारतीय उपचयाा पररषद अजधजनयम, 1947 की धारा 14(3)(बी) के तहत प्रदत्त अजधकारों का प्रयोग करते हुए यह घोषणा करती ह ै दक 19/06/2021 स े रेजडयसं इंस्ट्टीट्यटू ऑफ नर्ससग, पाहुववड जभखीववड, पट्टी तरण - तारण 143303, पजं ाब, स े एएनएम की मान्यता रखने वाला हर एक व्यजि पजं ाब राज्य सरकार के आदेिों के अधीन केवल पजं ाब राज्य म ेंपंजीकृत होने का हकदार होगा। ले. कनाल (डॉ.) सवाजीत कौर, सजचव [जवज्ञापन-III/4/असा./632/2022-23] INDIAN NURSING COUNCIL WITHDRAWAL ORDER New Delhi, the 22nd February, 2023 F. No. 18-26/11703-INC.—In exercise of the powers conferred under Section 14 of Indian Nursing Council Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:— Whereas, Radiance Institute of Nursing, Pahuwind Bhikhiwind, Patti Tran - Taran 143303, Punjab is recognized by State Government of Punjab and Punjab Nurses and Registration Council. Whereas, a notice no. 18-26/11703-INC dated 09/10/2019 for withdrawal of Recognition under section 14 of Indian Nursing Council Act, 1947 addressed to Principal Secretary (Health &FW), Government of Punjab, Room No. 314, 03rd Floor, Mini Secretariat, Sector – 09, Chandigarh – 160009, Punjab was issued. Copy of the notice dated 09/10/2019 was also enclosed to Radiance Institute of Nursing, Pahuwind Bhikhiwind, Patti Tran - Taran 143303, Punjab. In the notice issued, the State Government was requested to submit their recommendations to the Council as respects Suitability of the nursing institution. Whereas, the Council has not received any recommendation from the State Government as respects the case of Radiance Institute of Nursing, Punjab. However no action, as required, has been taken by the institution. Whereas, the Council has considered the matter in its entirety. Perusal of the inspection report dated 09/04/2019 would show that the institution is deficient in many respects especially those relating to deficiencies i.e., clinical and teaching facilities. These are serious deficiencies which constitute the institution is unable to run as nursing institution. Now therefore, the Council exercising powers under section 14(3)(b) of Indian Nursing Council Act, 1947 declares that with effect from 19/06/2021 any person holding a recognized qualification of ANM from Radiance Institute of Nursing, Pahuwind Bhikhiwind, Patti Tran - Taran 143303, Punjab shall be entitled to be registered only in the State of Punjab subject to orders of the State government of Punjab.
