िूट की मात्रा) नीचे दी गई ताजलका में उजललजखत मात्रा से अजधक नहीं रखेंग:े -

2. मै आग ेजनदेि देता ह ाँकक आप इस आदेि की तारीख से 15 (पद्रं ह) के भीतर कच्चे िूट की अजतररक्त मात्रा को बेचेंग े
अगर यह धाररत ककए िा रह े कॉलम (बी) म ें उजललककत कच्च े िूट व्यापाररयों की श्रणे ी के अनुरुप कॉलम (सी) म ें
उजललजखत मात्रा स े अजधक होती ह ै और 20 अक्टूबर, 2025 के भीतर कन्साइनी को उक्त मात्रा की जडलीवरी वास्ट्तजवक
रुप से करेंगे तथा उसके तुरंत बाद ईमेल (jcoffice@jutecomm.gov.in) द्वरा सत्यापन के जलए समर्थात दस्ट्तावेिी साक्ष्य
के साथ कच्च े िूट की अजधक मात्रा की जबक्री/जडलीवरी का उललेख करत े हुए एक अनुपालन ररपोटा भेिेंगे। अगर आपके
पास उपयुाक्त सीमा से ज्यादा स्ट्टॉक ह,ै तो नए स्ट्टॉक की खरीद तुरंत रोक दें िब तक कक स्ट्टॉक ऊपर उजललजखत सीमा स े
नीचे ना आ िाए।
3. मैं आपको आग ेजनदेि देता ह ंकक आप अपन ेपास मौिूद स्ट्टॉक को प्रत्येक िुक्रवार को िूट स्ट्माटा पोटाल पर साप्ताजहक
ररपोटा के माध्यम से घोजित/अद्यजतत करें, िो http://jutecomm.gov.in/Jute_Smart.html. के माध्यम स ेसुलभ ह।ै
4. एक पररसर म ें स्ट्टॉक ककए गए कच्चे िूट को, चाह े ऐसे व्यापाररयों/स्ट्टॉककस्ट्टों की व्याख्या के जभन्न हो प्रयोिनाथ ा
एक ही स्ट्टॉक माना िाएगा, बित े की िब उक्त िूट को एक वाजणजज्यक गोदाम म ें स्ट्टॉक ककया िाता ह ै और
व्यापारी/स्ट्टॉककस्ट्ट पृथक व्यापार लाइसेंस, पथृ क पनै , पटसन आयुक्त का कायाालय के साथ अलग पंिीकरण और गोदाम
ककराए के जलए अलग ककराया अनुबंध/रिीद सभी एक साथ और सामूजहक रुप स ेप्रस्ट्ततु करने में सक्षम ह।ैं
5. यकद आपन े कच्चे िूट के स्ट्टॉक की जबक्री का अनुबंध ककया है, तो जवक्रेता द्वारा रखे गए स्ट्टॉक को तब तक जवक्रेता
द्वारा रखा हुआ माना िाएगा िब तक कक वह भौजतक रूप से क्रेता को जवतररत नहीं कर कदया िाता।
6. यकद आप इस आदिे के प्रावधानों का अनपु ालन नहीं कर पाते ह ैं तो आप पटसन एव ं पटसन वस्त्र जनयंत्रण आदेि,
2016 के खंड 11 के साथ आवयक वस्ट्तु अजधजनयम, 1955 की धारा 7 के तहत दंडनीय होंगे, जिसमें कारावास और
िुमााने का प्रावधान ह।ै
7. यह आदिे तत्काल प्रभाव से लागू होगा और ककसी भी समय इसे संिोजधत करन े के अजधकार के तहत अगले आदिे
तक वैध माना िाएगा।
8. म ैंआग ेयह भी जनवेदन करता ह ाँकक यह आदेि भारतीय िूट जनगम द्वारा खरीदे गए कच्चे िूट के स्ट्टॉक पर लागू नहीं
होगा। हालााँकक यह आदेि िूट जमलो द्वारा रखे गए उस स्ट्टॉक िो भारतीय पटसन जनगम द्वारा बेचा गया ह ैपर लागु होगा।
9. इसके अलावा, उपयक्तुा आदिे के खंड 9(1) के उप-खंड (बी) और (सी) के अनुसरण म,े म ैं अपने राज्य पुजलस
अजधकाररयों, अजधकृत प्रजतजनजधयों को पररसरों सजहत गोदामों में प्रवेि करन े और तलािी लने े के जलए तथा इस आदेि के
िवाब में उनके द्वारा रखे गए स्ट्टॉक को सही ढंग स े घोजित ककया गया ह ै या नहीं, यह सत्याजपत करन े के जलए उनके कब्ि े
के अधीन उनके बजहयों और अन्य अजभलेखों का जनरीक्षण करन े तथा पूवा म ें िारी ककए गए और किलहाल प्रभावी ककसी भी
अन्य आदेि के अनुपालन की िांच करने एव ं कच्चे िूट को िब्त करन े का जिसके बारे में उनके पास यह मानने का कारण ह ै
कक उसे इस आदिे या िारी ककए गए और किलहाल प्रभावी ककसी भी अन्य आदिे के उललंघन में सग्रं जहत ककया गया ह ै
तथा पटसन और पटसन वस्त्र जनयंत्रण आदेि, 2016 और आवयक वस्ट्त ु अजधजनयम, 1955 के प्रावधानों के तहत कोई भी
कानूनी कारावाई करन े के जलए सभी आवयक सुजवधाएं प्रदान करने का जनदेि दते ा ह।ाँ

Kolkata, the 24th September, 2025
S.O. 4577(E).— After giving consideration to factors enumerated in Clause 5 and 6(2) & in exercise
of the powers conferred on me by Clause 6(1) (iii) & Clause 5 of the Jute and Jute Textiles Control Order,
2016, I, Moloy Chandan Chakrabortty, Jute Commissioner, hereby direct that at no point in time you will
hold more than the quantity of raw jute on your own account and / or on account of third parties mentioned

2. I further direct you to sell the quantity of raw jute if it is in excess of the quantity mentioned in
column (c) corresponding to the category of raw jute traders mentioned at column (b)being held by you
within 15(fifteen) days from the date of this Order and physically deliver the same to the consignee within
20thOctober 2025 and to send a compliance report indicating sale / delivery of the excess quantity of raw
jute along with supporting documentary evidence for verification by email (jcoffice@jutecomm.gov.in)
immediately. If you are holding stock excess to the above limit, purchase of fresh stock shall be stopped
forthwith till stock comes below the above mentioned limit.
3. I further direct you to declare/update the stocks held by you through weekly report every Friday on
the Jute SMART portal accessible through http://jutecomm.gov.in/Jute_Smart.html.
4. Raw jute stocked in a single premise irrespective of in different names of such traders/stockists etc
will be considered as total single stock for the purpose of interpretation of this Order except when such jute
is stocked in a Commercial godown and such traders/stockists are able to produce separate trade licence,
separate PAN, separate registration with JC office and also separate rent agreement/receipt for godown rent
all together and collectively.
5. If you have contracted the sale of raw jute stock, the stock held by seller shall be considered to be
held by the seller until the same is physically delivered to the buyer.
6. If you fail to comply with the provisions of this Order, you shall be punishable under clause 11 of
the Jute and Jute Textiles Control Order, 2016 read with Section 7 of the Essential Commodities Act, 1955
which provides for imprisonment and fine.
7. This Order shall come into force with immediate effect and remain valid till further orders subject
to reservation of right to modify the same at any point of time.
8. I further state that this Order shall not be applicable to Jute Corporation of India Ltd. However, the
stock held by the jute mills sold by Jute Corporation of India Ltd. shall be covered by the stock limits.
9. Further, in pursuance of sub-clause (b) and (c) of clause 9(1) of the aforesaid Order, I direct to
afford necessary facilities to my authorized representatives state Police officials to enter and search their
premises including the godowns and also to inspect their books and other records under their possession
with a view to verifying whether or not stocks held by them have been correctly declared or not in response
to this Order & also to seize raw jute which he/she has reason to believe to have been stored in
contravention to this order & to take any other legal action within provisions of the Jute and Jute Textiles
Control Order, 2016 & Essential Commodities Act, 1955.
