Executive Summary & Key Takeaways

**Summary:** On September 2, 2025, the Reserve Bank of India (RBI) imposed a monetary penalty of ₹1.60 lakh on The Manipur Women's Cooperative Bank Ltd. for non-compliance with RBI directions concerning Exposure Norms and Statutory/Other Restrictions for Urban Cooperative Banks (UCBs). This penalty was levied under Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949. The action followed a statutory inspection of the bank's financial position as of March 31, 2024, which revealed breaches of prudential interbank gross exposure limits and prudential interbank counterparty exposure limits. A show-cause notice was issued to the bank, and the penalty was imposed after considering the bank's response and oral submissions during a personal hearing. The RBI clarifies that this action is based on deficiencies in regulatory compliance and does not reflect on the validity of transactions or agreements between the bank and its customers. The imposition of this penalty does not preclude any further actions that the RBI may initiate against the bank.
