जनम्न जलजखत उपार् करेगा, अर्ाात् :-
i. प्राजधकरण, पररर्ोिना प्रस्ट् ताव के अनुमोिन के जलए आवेिन की प्राज त के पश् चात् र्दि वह अनुमोदित
तटीर् िोन प्रबंधन र्ोिना के अनुसार ह ै और भारत सरकार के तत्क ालीन पर्ाावरण और वन मंत्रालर् द्वारा िारी
की गई द्वीप संरक्षण िोन अजधसूचना की अपेक्षाओं के भीतर ह,ै िो संख् र्ांक का.आ. 20(अ), तारीख 6 िनवरी,
2011 (जिसे इसम ें इसके पश् चात् उक्त अजधसूचना कहा गर्ा ह)ै द्वारा प्रकाजित की गई र्ी, तो उसका पररक्षण
करेगा और संबद्ध प्राजधकरण को ऐसी पररर्ोिना के अनुमोिन के जलए, िैसा दक उक्त अजधसूचना म ें जवजनर्िष्ा ट
ह,ै ऐसे आवेिन की प्राज त की तारीख स े साठ दिनों के भीतर जसफाररि करेगा ;
ii. प्राजधकरण, उक्त अजधसूचना म ें र्र्ाजवजनर्िष्ा ट तटीर् जवजनर्म िोन क्षेत्रों म ें सभी जवकजसत
दक्रर्ाकलापों को जवजनर्जमत करेगा ;
iii. प्राजधकरण, उक्त अजधसूचना के उपबंधों का प्रवतना और मानीटर करने के जलए उत् तरिार्ी होगा ;
iv. प्राजधकरण, तटीर् जवजनर्म िोन क्षेत्रों और तटीर् िोन प्रबधं र्ोिना के वगीकरण म ें पररवतान र्ा
उपांतरणों के जलए संघ राज्र् क्षत्रे प्रिासन स े प्रा त प्रस्ट्त ावों की परीक्षा करेगा और राष्र ीर् तटीर् िोन प्रबंध
प्राजधकरण को उस पर जवजनर्िष्ा ट जसफाररिें िेगा ;
v. प्राजधकरण, उक्त अजधजनर्म र्ा उसके अधीन बनाए गए जनर्मों के अजभकजर्त अजतक्रमण म ें मामलों
म ें िांच करेगा और उक्त अजधजनर्म तर्ा उसके अधीन बनाए गए जनर्मों के उपबंधों के अजतक्रमण र्ा उल्ल ंघन
को अंतवाजलत करने वाल े मामलों का पुनर्वालोकन करेगा ;
vi. प्राजधकरण, उक्त अजधसूचना के उपबंधों के अजभकजर्त अजतक्रमण र्ा उल्ल ंघन के मामलों म ें स्ट् वप्रेरणा
स े र्ा दकसी व् र्जष्ट र्ा जनकार् र्ा संगठन द्वारा दकए गए पररवाि के आधार पर िांच र्ा पनु र्वालोकन करेगा ;

NOTIFICATION
New Delhi, the 23rd February, 2022
S.O. 832(E).—In exercise of the powers conferred by sub-sections (1) and (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) (hereinafter referred to as the said Act), the Central
Government hereby constitutes the Andaman and Nicobar Coastal Zone Management Authority
(hereinafter referred to as the Authority) consisting of the following persons, for a period of three years,
with effect from the date of publication of this order in the Official Gazette, namely:-

2. The Authority shall have its headquarters at Port Blair.
3. The quorum for the meeting of the Authority shall be one-third of the total number of its
Members.
4. A Member, other than an ex-officio Member, shall be paid allowances as per the norms

5. In order to avoid any conflict of interest, the Members shall recuse themselves from the
meeting of the Authority, in the process of appraisal of any project, for which they have rendered
consultancy service.
6. The Authority shall, for the purposes of protecting and improving the quality of the costal
environment and preventing, abating and controlling environmental pollution in the Coastal Regulation
Zone areas in the Union territory of Andaman and Nicobar Administration, take the following measures,
namely: -
i. the Authority shall, after receiving the application for approval of project proposal,
examine the same if it is in accordance with the approved Coastal Zone Management Plan and
within the requirements of the Island Protection Zone notification issued by the Government of
India in the erstwhile Ministry of Environment and Forests and published vide number S.O.20(E),
dated the 6th January, 2011 (hereinafter referred to as the said notification), and make
recommendations for approval of such project to the concerned authority, as specified in the said
notification, within a period of sixty days from the date of receipt of such application;
ii. the Authority shall regulate all developmental activities in the Coastal Regulation Zone
areas as specified in the said notification;
iii. the Authority shall be responsible for enforcing and monitoring the provisions of the said
notification;
iv. the Authority shall examine the proposals received from the Union territory
Administration for changes or modifications in the classification of Coastal Regulation Zone areas
and in the Coastal Zone Management Plan and make specific recommendations thereon, to the
National Coastal Zone Management Authority;
v. the Authority shall inquire into cases of alleged violation of the provisions of the said Act
or the rules made thereunder, and review the cases involving violations or contraventions of the
provisions of the said Act and the rules made thereunder;
vi. the Authority shall inquire or review cases of violations or contraventions of the said
notification suo-moto, or on the basis of a complaint made by any individual or body or
organisation;
vii. the Authority shall be authorized to file complaints under section 19 of the said Act;
viii. the Authority shall take such action as may be required under section 10 of the said Act,
to verify the facts of the cases before it.
7. The Authority shall, for the purpose of maintaining transparency in its functioning, create a
dedicated website and post the information relating to its functions, including the agenda in its meetings,
minutes of the meetings, decisions taken in each meeting, recommendations for matters on violations and
contravention of the said notification and actions taken on such violations and contraventions, court matters
including the orders of the courts and the approved Coastal Zone Management Plan of the Union territory
Administration.
8. The Authority shall furnish reports of its activities at least once in six months to the National
Coastal Zone Management Authority.
