## Report on Notification Regarding Appointments to the Coffee Board
**1. Executive Summary:**
This report analyzes a notification issued by the Ministry of Commerce and Industry, Department of Commerce, on September 9, 2022. The notification pertains to the appointment of members to the Coffee Board, as mandated by the Coffee Act of 1942 and the Coffee Rules of 1955. This notification supersedes a previous notification from March 8, 2019, and details the newly appointed members, their affiliations, and, in some cases, the duration of their terms. The key finding is the comprehensive list of individuals appointed to represent various stakeholders within the coffee industry, ensuring representation from Parliament, state governments, coffee growers (large and small), trade interests, curing establishments, labor interests, coffee-growing states, instant coffee manufacturers, consumers, scientists, and the Coffee Board itself.
**2. Introduction:**
The purpose of this report is to provide an informative overview of the notification published by the Ministry of Commerce and Industry concerning the appointment of members to the Coffee Board. The analysis is based solely on the provided text of the notification and aims to clarify its scope, key provisions, and potential impact.
**3. Policy Overview:**
* This notification serves as an amendment regarding the composition of the Coffee Board, superseding the notification S.O. 1225(E) dated March 8, 2019.
* **Core Objective:** The core objective, as inferred from the text, is to reconstitute the Coffee Board with representatives from diverse segments of the coffee industry and relevant government bodies, as mandated by the Coffee Act, 1942, and the Coffee Rules, 1955.
**4. Background and Rationale:**
This notification amends the existing structure of the Coffee Board by appointing new members. The likely reason for this amendment is to ensure that the Coffee Board remains active and representative of current stakeholders within the coffee industry. The previous notification, S.O. 1225(E) dated March 8, 2019, outlined the previous members, and this notification ensures the board continues to function with updated representation. Reconstitution is needed periodically as terms expire or members leave.
**5. Key Provisions / Changes:**
This notification focuses specifically on the *changes* to the membership of the Coffee Board.
* **Specific Part of Original Policy Changed:** The notification changes the composition of the Coffee Board as established under the Coffee Act, 1942, and Coffee Rules, 1955, specifically by replacing the previous members appointed under notification S.O. 1225(E) dated March 8, 2019.
* **New Rule/Provision:** The "new rule" is the appointment of the specific individuals listed in the notification to their respective positions on the Coffee Board. The notification lists each member's name, affiliation (e.g., Member of Parliament, representative of small coffee growers), and, in some cases, the duration of their term.
* **Difference/Effect of Change:** The key difference is that the listed individuals now represent their respective constituencies on the Coffee Board, replacing the previous representatives. This change ensures that the Board continues to operate with updated perspectives and insights from across the coffee industry. The practical effect is a shift in the individuals participating in the Coffee Board's decision-making processes.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders directly affected by this notification include:
* **The Appointed Members:** These individuals are directly affected as they assume their roles on the Coffee Board.
* **The Coffee Industry:** Coffee growers (large and small), curing establishments, trade interests, instant coffee manufacturers, and labor interests are all affected by the composition of the Board, as the Board's decisions impact their operations.
* **Consumers:** Consumer interests are also represented on the Board, and this notification ensures the continuity of that representation.
* **State Governments:** Representatives from the principal coffee-growing states and other coffee-growing states are appointed to the Coffee Board.
* **Ministry of Commerce and Industry:** The Department of Commerce is responsible for overseeing the Coffee Board.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Commerce and Industry, Department of Commerce, is the responsible agency. The Coffee Board itself is also responsible for integrating the new members and continuing its operations.
* **Timelines:** The notification states that appointments are for a period of three years or until a new person is appointed in his place, whichever is earlier unless otherwise specified. For Members of Parliament, terms are linked to their terms in Parliament.
* **(Amendment Specific):** Implementation involves formally notifying the newly appointed members, updating Board records, and integrating them into the Board's existing structure and processes.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of these changes is to ensure the effective functioning of the Coffee Board with current and representative leadership. By appointing members from diverse backgrounds and sectors within the coffee industry, the Board is expected to make well-informed decisions that promote the growth and sustainability of the industry. Specifically, a refreshed Coffee Board is positioned to tackle contemporary issues facing the industry.
**9. Conclusion:**
The notification regarding the appointment of members to the Coffee Board is a procedural but essential step in ensuring the continued operation and effectiveness of this important regulatory body. By appointing representatives from diverse stakeholder groups, the notification aims to create a Board that is well-informed, representative, and capable of addressing the challenges and opportunities facing the coffee industry. The periodic reconstitution ensures continued relevance and effectiveness.
